Today, under the chairmanship of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov the meeting of the Presidium of the Khalk Maslakhaty of Turkmenistan, at which a wide range of the issues connected with organization of the meeting of the Khalk Maslakhaty of Turkmenistan and the 30th anniversary of permanent neutrality of the country at high level were discussed, took place.
Members of the Presidium of the Halk Maslakhaty of Turkmenistan, Chairwoman of the Mejlis of Turkmenistan, Deputy-Chairmen of the Cabinet of the country, heads of political parties and public organisations as well as the mass media took part in the meeting.
Addressing participants of the meeting, Hero-Arkadag pointed out that one of the primordial traditions of Turkmen people - joint discussion of important goals. This democratic tradition, throughout millennia being basic guideline in the life of our people, in the modern historical epoch forms a basis for development of the country and a driving force of society in solution of priority goals.
As was underlined, at the extended meeting of the Cabinet of Ministers of Turkmenistan, held under the chairmanship of President Arkadagly Hero Serdar, the work carried out in our independent fatherland for six months of the current year was summed up. At the same time, the President of Turkmenistan at that meeting gave corresponding instructions concerning a high-level preparation for the meeting of the Khalk Maslakhaty of Turkmenistan, which will be held in September of this year and for celebration of the glorious 30th anniversary of permanent neutrality, the National Leader of the Turkmen people said.
With a view of the well-organised conduction of the meeting of the Khalk Maslakhaty of Turkmenistan as well as according to provisions of articles 15 and 16 of the Constitutional Laws of Turkmenistan «On the Khalk Maslakhaty of Turkmenistan», the Presidium of the Khalk Maslakhaty was today convened. During the second part of the meeting, a wide range of the issues connected with a high level organization of events timed to announcement of the year 2025 «International year of peace and trust» and the 30th anniversary of permanent neutrality of Turkmenistan will be considered, Hero-Arkadag noted.
The basic theme of the agenda of the present meeting of the Presidium of the Khalk Maslakhaty of Turkmenistan will include discussion of issues of a high-level preparation for the meeting of the Khalk Maslakhaty of Turkmenistan and its well-organised conduction.
The National Leader of the Turkmen people also underlined that the agenda of the present meeting consists of such issues as a high level of preparation for the meeting of the Khalk Maslakhaty of Turkmenistan and its well-organised conduction, important goals of social and economic development of the country in the Era of Revival of the new epoch of the powerful state and work carried out to nominate our compatriots who enjoy a great respect and authority among people and have achieved high labour successes in various spheres of life, for state awards and honorary titles in commemoration of the glorious holiday of independence of our fatherland and a number of other issues.
In September of the current year, we in unity with people will widely celebrate the holiday of sacred independence of Turkmenistan, the National Leader of the Turkmen people continued his speech and pointed out that our people with great labour victories and with pride welcome celebrations on the occasion of independence of our permanently neutral fatherland, as this date has a special significance for our sovereign country and its united people. This significant event inspires each of us into new and high goals.
In this connection, in days of celebration of independence of the country, the regular meeting of the Khalk Maslakhaty of Turkmenistan will take place, reached achievements and boundaries as well as the work carried out in our independent state will be summed up. Proceeding from requirements of the time, new economic conditions, important tasks facing us in the new historical epoch will be discussed, the Chairman of the Khalk Maslakhaty said.
As Hero-Arkadag underlined, at today's meeting, on the basis of the Constitutional Law of Turkmenistan «On the Khalk Maslakhaty of Turkmenistan» documents on convocation of the meeting of the Khalk Maslakhaty of Turkmenistan, establishment of the Organizing committee at high level, definition of the date of the meeting as well as approval of the composition of the Organizing committee will be adopted.
In addition to that, the National Leader of the Turkmen people noted that the work carried out to nominate our compatriots who enjoy a great respect and authority among people and have achieved high labour successes in various spheres of life with their honest work , for state awards and honorary titles on representation to the state awards and assignment of honorary titles to our compatriots as well as priority takas connected with the role of policy of permanent neutrality in ensuring peace in the region and planet in the International year of peace and trust will be outlined.
From the first days of the International year of peace and trust we have directed all our efforts, energy and forces towards maintenance of dynamical development of the state and society. In the country, a great deal of work of historical importance was carried out to develop democracy and national democratic institutes. Being guided by principles of statehood, legality and norms of national democracy, we, consulting with our people, solve important issues of state significance. The activity of the Khalk Maslakhaty of Turkmenistan is also built according to these goals, Hero-Arkadag continued his speech.
Thus, solution of issues of state significance, wide involvement of the broad public in implementation of the programs adopted in the country, preparation of proposals, strengthening of unity, coherence of people, peace and well-being, assistance to further prosperity of our independent, permanently neutral state - an overall objective and key goals of the Khalk Maslakhaty of Turkmenistan.
The activity of the Khalk Maslakhaty is aimed at formation of new, modern mechanisms, proper social and economic development of the country, efficient control of this process, maintenance of legal frameworks, and organizational basis of executive powers.
On the basis of the Program “Revival of the New Era of the Powerful State: National Program for Socio-Economic Development of Turkmenistan in 2022–2052” and other programs a high growth was reached in national economy. Construction of new cities and villages is carried out at dynamical paces. At present, realisation of the second stage of construction of Arkadag city, which displays a huge economic, financial and investment potential of the country, successfully proceeds, Hero-Arkadag said.
Further, the National Leader of the Turkmen people marked that in the International year of peace and trust, efforts of the President of Turkmenistan to develop relations of friendship and brotherhood, promote peace and trust, maintain sustainable development in the region and on the international scene were marked with great big successes.
This year is characterised with unity and coherence of Turkmen society, achievements of the country and the contribution of our state to maintenance of peace and stability in the planet as well as the international initiatives, which are put forward in this area by the President of Turkmenistan. Independent, permanently neutral Turkmenistan carries out a great deal of work to promote principles of peaceful disposition and advocate initiatives and proposals of universal significance in the world within international organisations.
An efficient work is carried out with a view of promotion of international relations of traditions of peaceful disposition, trust, strengthening of cultural dialogue, good neighbourhood, mutual respect and mutual understanding. The foreign policy initiatives, which are put forward by our country on the international scene in the field of realisation of sustainable development goals, preventive diplomacy, topical regional issues, are consistently supported by the United Nations Organization and other authoritative international structures.
Unanimous adoption of the Resolution «Permanent neutrality of Turkmenistan» at the 61st plenary meeting of the 79th session of the General Assembly of the United Nations Organization in the year of celebration of the 30th anniversary of Turkmen neutrality as well as recognition of permanent neutrality of the country at the international level for the third time, raised the importance of the foreign policy of our state based on noble traditions and the significant date.
Neutrality of Turkmenistan – an asset not only for Turkmen people, but also for the entire world community.
The political-legal status of neutrality of Turkmenistan, recognised at the international level, has no analogues in the world, Hero-Arkadag said.
To understand the importance of the policy of neutrality implemented for our state and people, it is sufficient to look at the scope and volume of the work carried out for past 30 years. For these years, our country has gained respect of world community.
Our independent fatherland enjoys a great respect as a reliable and responsible partner, which invariably carries out its obligations.
In the present period, neutral Turkmenistan pursues the many-sided, complex foreign policy, being guided by clear-cut standards and clear understanding of its goals. We develop relations with the world community on the basis of universal values, integrity and indivisibility of the goals facing modern civilisations, the National Leader of the Turkmen people noted.
Such format of relations - the main, significant strategic course chosen by Turkmenistan. We will continue the policy of «open doors» and wide international cooperation, proceeding from the status of permanent neutrality. In the given context, in the International year of peace and trust, marked with the 30th anniversary of permanent neutrality of our state, a number of events were planned to strengthen cooperation and mutual understanding in the planet, the Chairman of the Khalk Maslakhaty continued his speech.
As Hero-Arkadag pointed out, the policy of permanent, positive neutrality of the country takes a worthy place in the national legislation and a strong legal basis was created for its practical realisation.
Recently, in honour of the 30th anniversary of permanent neutrality of our fatherland, the «Law of Turkmenistan on establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna» was adopted. In the present period, it is necessary to continue this work, the Chairman of the Khalk Maslakhaty said and underlined that in this connection, the Mejlis should carry out due work with a view of promotion of peaceful, humane internal and external strategy of our country by means of parliamentary diplomacy and fixing the policy realised by our state in the given sphere in the national legislation.
On the margins of the works carried out, the National Leader of the Turkmen people continued his speech, for approval of legal basis of the policy of peace and trust of Turkmenistan, its norms, main objectives, preventive diplomacy as well as priorities of the internal and external strategy of our country by legislation, it is expedient to prepare the draft of the Constitutional Law of Turkmenistan «On legal bases of the policy of peace and trust of neutral Turkmenistan».
Hero-Arkadag focused attention of relevant authorities to necessity to analyse measures on maintenance of macro-economic stability of the country, stability of financial, monetary and credit systems, further increase of standards of living of population at the expense of accelerated development of branches of economy planned to realise in the upcoming year within the framework of the work connected with preparation for the meeting of the Khalk Maslakhaty of Turkmenistan as well as according to such basic documents as the Program «Revival of the New Era of the Powerful State: National Program for Socio-Economic Development of Turkmenistan in 2022–2052» and «Program of the President of Turkmenistan for Socio-Economic Development of the Country in 2022–2028».
At the same time, the Chairman of the Khalk Maslakhaty stated that it is necessary to give a special significance to make the basic part of investments into new manufactures, introduction of digital system and high technologies in sectors, to development of the private sector. In the given context, being guided by target, sectoral and regional programs, as well as by means of careful analysis of economic and financial indicators of branches of national economy, it is necessary to prepare proposals by branches of economy, information-communication sphere, education, public health services and sports, industry, agriculture and other sectors, Hero-Arkadag underlined.
As was marked, submission of reports and information of results of the work carried out in key sectors of the state and society for consideration of the President of Turkmenistan, analysis of these data, development of important proposals to ensure promising development and adoption of relevant decisions act as primary goals.
In this connection, the Chairman of the Khalk Maslakhaty instructed to prepare efficiently the information on successes and reached boundaries in trade and economic, industrial, manufacturing, administrative, legislatively-legal areas, sphere of services and socio-cultural development of our country as well as presence of wide prospects, to present the proposals prepared on the basis of these data, to the Office of the Khalk Maslakhaty of Turkmenistan.
The National Leader of the Turkmen people drew the attention to the work, which according to article 19 of the Constitutional Law of Turkmenistan «On the Khalk Maslakhaty of Turkmenistan» should be carried out by the Office of the Khalk Maslakhaty of Turkmenistan together with the Organizing committee.
As Hero-Arkadag marked, in preparation for the meeting of the Khalk Maslakhaty of Turkmenistan and by results of its conduction, members of the Khalk Maslakhaty, deputies, active workers political and public organisations, scientists, the faculty of higher educational institutions, representatives of mass media should organise wide effective advocating and explanatory events, appearance and meetings of the historical, political activity of the Khalk Maslakhaty of the country.
It is important to carry out the work on the organisation of the meeting of the Khalk Maslakhaty of Turkmenistan, to prepare issues for consideration of the Khalk Maslakhaty of Turkmenistan and to discuss drafts of documents at meetings of the Organizing committee together with the Organizing committee on the basis of the plan.
In preparation for the meeting of the Khalk Maslakhaty one should ensure control over the organizational-methodical activity of the Khalk Maslakhaty in velayats, etraps and cities to consider the proposals, which have arrived from citizens and other applications, to register and systematise them, to develop the program for the meeting of the Khalk Maslakhaty of Turkmenistan as well as the necessary materials to highlight the meeting in the mass media, the National Leader of the Turkmen people said.
It was underlined that organizational work on preparation for the meeting of the Khalk Maslakhaty of Turkmenistan is necessary for well-coordinated work together with the Mejlis of Turkmenistan, Deputy-Chairmen of the Cabinet of Turkmenistan, corresponding ministries and sectoral departments, khyakimliks of velayats, Ashgabat and Arkadag cities, public organisations.
In connection with the 30th anniversary of permanent neutrality of our fatherland and announcement of 2025 as the «International year of peace and trust», the Mejlis of Turkmenistan in collaboration with ministries and sectoral departments, political parties and public associations by means of parliamentary diplomacy should continue work on promotion of the peaceful, humane internal and state foreign policy, the Chairman of the Khalk Maslakhaty noted.
According to instructions of the President of the country, it is necessary to carry out well-coordinated work to assign state awards and honorary titles to our compatriots who have achieved high labour successes in political, economic and cultural spheres of life of the country for years of independence and enjoy a great honour and respect among people, Hero-Arkadag continued his speech and noted necessity properly to carry out activity on promotion of worthy persons.
Then, the National Leader of the Turkmen people gave the floor to Chairwoman of the Mejlis D.Gulmanova to speak with the report on the course of preparation for the meeting of the Khalk Maslakhaty of Turkmenistan.
The head of the national parliament noted the importance of valuable recommendations given by Hero-Arkadag on a high-level preparation and well-organised conduction of the meeting of the Khalk Maslakhaty of Turkmenistan.
The Chairwoman of the Mejlis also informed that according to instructions and a valuable advice of the National Leader of the Turkmen people, the data at meetings of the Organizational state committee on improvement of legislation, the Law of Turkmenistan on establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna», developed on the occasion of the 30th anniversary of permanent neutrality of Turkmenistan was adopted.
In the Mejlis together with the Khalk Maslakhaty of Turkmenistan and the Cabinet of Ministers due work is carried out with a view of fulfilment of the instructions of the President of Turkmenistan and Hero-Arkadag on nomination of citizens who have achieved great successes in political, economic, cultural life of the country for years independence and enjoy a great respect among people for state awards and honorary titles and development of corresponding documents.

As was marked, in the Era of Revival of the new epoch of the powerful state large scale reforms are successfully realised, the national economy develops stably on a program basis, positive results in all branches are reached and people’s standards of living were considerably raised.
For the January-June period of 2025 a steady growth was provided in all sectors of economy and the rate of increase of GDP of the country made up 6,3 percent. The investments which are the basic tool of diversification of national economy, steadily grow, their considerable volumes go to the industrial sector that provides prompt industrial-innovative development of our fatherland.
The Deputy-Chairman of the Cabinet also especially noted that until now in our country annually sizes of salaries and wages increased by 10 percent, people’s standards of living were considerably improved.
Positive estimations of international financial institutions and rating companies of economic development of Turkmenistan testify to the realised well-thought social and economic policy of our state, maintenance of effective government, success of adopted measures and realised programs on sustainable development and diversification of branches of economy.
Reporting on ongoing preparation for the next meeting of the Khalk Maslakhaty, the Deputy-Chairman of the Cabinet informed on the work carried out to finance the events connected with the national forum.
Then, the Chairman of the Khalk Maslakhaty of Turkmenistan gave the floor to Deputy-Chairman of the Cabinet T.Atahallyev. The Deputy-Chairman of the Cabinet pointed out that thanks to indefatigable efforts of the President of the country in the Era of Revival of the new epoch of the powerful state, program activity is carried out to maintain all-round sustainable development of our fatherland, to develop regions evenly and to strengthen their industrial potential, to increase the economic power of our fatherland at the expense of creation of modern large industrial complexes and to increase further standards of living of people.
According to realities of the time, the goals defined in the «Program of the President of Turkmenistan for social and economic development of the country in 2022-2028» and « National program of the President of Turkmenistan for transformation of social conditions of population of villages, settlements, cities of etraps and etrap centres for the period till 2028», due work is carried out successfully to perfect the system of government, as well as administrative-territorial organisation. Concrete measures are taken to develop the agrarian sector according to present requirements. In this branch, along with grain growing and cotton growing, animal industries, silkworm growing, melon growing, gardening and wine growing actively develop.
Having reported that with a view of fulfilment of the goals put by Hero-Arkadag and the President of Turkmenistan on consecutive modernisation of management in agrarian and industrial complexes, perfection of organisation of agricultural production, improvement of ameliorative condition of farmlands, effective utilisation of water resources, wide introduction of advanced experience and new methods into practice, further increase in kinds and volumes, as well as improvement of quality of wheat, cotton, vegetables, gourds and other crops, on the basis of applications of inhabitants of villages of etraps of velayats proposals on creation of several new etraps in regions of the country were prepared, the Deputy-Chairman of the Cabinet submitted them for consideration at the next meeting of the Khalk Maslakhaty.
Then, the floor was given to the Managing Director of the Office of the Khalk Maslakhaty of Turkmenistan R.Bazarov who noted that historically significant work is carried out based on humanistic principles of Hero-Arkadag in the Era of Revival of the new epoch of the powerful state «State - for people!» and the President of Turkmenistan Arkadagly Hero Serdar «The Motherland is the Motherland only with the people!, the state is a state only with the people!» as swell as the best conditions are created for life and activity of our citizens and the authority of permanently neutral Turkmenistan on the international scene in the International year of peace and trust steadily grows.
Valuable advice and the goals put today by Hero-Arkadag on conduction of the meeting of the Khalk Maslakhaty of Turkmenistan at high level create all preconditions for appropriate organisation of the representative forum, which is an important political event in the life of our country.
In that regard, R.Bazarov assured that the Khalk Maslakhaty of Turkmenistan together with the Mejlis, other state structures and public organisations will use the best efforts for preparation of the meeting of the Khalk Maslakhaty of Turkmenistan at high level, in close interaction with the Organizing committee will carry out corresponding analysis, will prepare proposals and the agenda of the meeting and drafts of documents, which will be adopted at it. It was also pointed out that necessary measures would be taken to ensure legal, political, organizational-methodical support of the forthcoming meeting that will promote its conduction at a high organizational level.
R.Bazarov also assured Hero-Arkadag that necessary work will be carried out together with the Organizing committee and khyakimliks of velayats, other corresponding bodies for fulfilment of the goals put at today's meeting on perfection of administrative-territorial y organisation of the country.
Then, Hero-Arkadag focused attention to goals that the Khalk Maslakhaty faces on development of Turkmenistan.
The Khalk Maslakhaty, which continues the fruitful joint activity with the Mejlis, the Government of Turkmenistan, public associations, bringing a worthy contribution to the policy of transformations carried out in the country and it should take necessary measures on further all-around development of our fatherland.
One of the main tasks is successful realisation of the adopted programs of further social and economic development of the country, consecutive democratisation of society, social and economic development of regions as well as effective work on maintenance of daily needs and requirements of the population. For successful continuation of the policy of reforms in various areas, we should work over new proposals in planned areas. Thus, an overall objective - maintenance of peaceful life for the population of the country and creation of comfortable living environment for every individual, was noted by Hero-Arkadag.
Then, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov signed Resolutions of the Presidium of the Khalk Maslakhaty of Turkmenistan on convocation and well-organised conduction of the meeting of the Khalk Maslakhaty of Turkmenistan.
According to Resolutions, the meeting of the Khalk Maslakhaty is convened, date and place of its conduction were defined. For conduction of the meeting at high level, the Organizing committee was also created and its structure was approved.
Thus, we officially start the work connected with high organisation of the meeting of the Khalk Maslakhaty of Turkmenistan, Hero-Arkadag said, having expressed firm confidence that each of participants of the meeting will bring a worthy contribution to successful conduction of this important political event.
Then, the Chairman of the Khalk Maslakhaty, addressing participants of the meeting, noted that the issues connected with conduction of events at high level on the occasion of announcement of 2025 as the «International year of peace and trust» and the 30th anniversaries of permanent neutrality of Turkmenistan will be discussed.
The announcement of the current year as the «International year of peace and trust» at the initiative of Turkmenistan on the basis of the Resolution of the General Assembly of the United Nations Organization is a significant event.
In this connection, the National Leader of the Turkmen people marked that this year will host numerous important international events.
Having directed attention to necessity of thorough preparation for organisation of the representative Forum of the International year of peace and trust, which will take place on December 12, 2025 and also other events at high level, Hero-Arkadag developed upon upcoming goals and work on their appropriate fulfilment.
Among priority goals, the National Leader of the Turkmen people designated conduction of festive events and international events, acceleration of rates of civil and erection works, accomplishment, modernisation, cleaning and care of green zones in the capital, preparation of the program of the international Forum. Hero-Arkadag also instructed to provide organisation of high-quality and modern communication and Internet-services.
Having underlined necessity of creation of favourable conditions for cultural leisure of inhabitants and visitors of the capital in conduction of events, realisation of work on accomplishment and decoration of the capital within preparation for this important and significant date for our country, the Chairman of the Khalk Maslakhaty instructed to provide a high level of preparation for the big holiday.
Hero-Arkadag also placed a special emphasis on maintenance of the meeting of foreign visitors, which will arrive for participation in forthcoming celebrations, according to traditions of hospitality of our people, rendering of high-quality services and drew the attention to creation of all conditions for the mass media with a view of proper reflection of events of historical significance in days of conduction of the international event.
As Hero-Arkadag noted, our country, being guided by principles of permanent neutrality, today has become the state, which unites, reproaches, strengthens friendly links between nations of the world.
Having focused once again attention on celebrations, which will be organised in honour of the anniversary of permanent neutrality, Hero-Arkadag especially pointed out that all should bring a big contribution to this cause and work with inspiration for further increase of the authority of our fatherland.
At the same time, the importance of control over observance of public order and safety during events was underlined.
Then, Hero-Arkadag gave the floor Deputy-Chairman of the Cabinet B.Annamammedov who reported on the work carried out in Ashgabat within preparation for the 34th anniversary of independence of Turkmenistan and for the meeting of the Khalk Maslakhaty and the 30th anniversary of permanent neutrality.
The Deputy-Chairman of the Cabinet informed that corresponding urban services take all necessary measures for transformation of the capital into a blossoming garden, creations of more comfortable conditions for its inhabitants and visitors, as well as conduction of festive events at high level.
At present, in Ashgabat reconstruction and accomplishment of a considerable quantity of comfortable apartment houses with improved layout, shopping facilities and their adjoining territories, replacement of light poles, tree planting are carried out. Besides it, public utilities take measures on accomplishment of main avenues and streets, underground and over ground passages in inhabited areas of the capital, repair facades of many-storeyed apartment houses and office buildings, accomplish adjoining territories.
It is also planned to create the commission from representatives of profile services of Ashgabat and to appoint responsible persons in all areas for well-organised conduction of the meeting of the Khalk Maslakhaty, which will becomes an important historical event in the life of the country.
Hero-Arkadag noted a historical significance of forthcoming celebrations and the representative Forum. The legal status of neutrality of Turkmenistan, three times recognised by Resolutions of the General Assembly of the United Nations Organization, plays an important role in strengthening peace and friendship between people not only in the region, but also all over the world. Therefore, it is an important problem to hold worthily the 30th anniversary of neutrality of our fatherland and the international events timed to it. The National Leader of the Turkmen people underlined that these celebrations should be organised according to traditions of hospitality of Turkmen people.
In that regard, Hero-Arkadag gave some valuable recommendations of festive decoration of the capital on the occasion of forthcoming celebrations and instructed to carry out proper work.
Summing up the meeting, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov wished all participants sound health, family well-being and great successes in their work and concluded his speech with words of the President of Turkmenistan: «Motherland is the Motherland only with its people!
