On April 6, 2025, within the framework of the 150th anniversary Assembly of the Inter-parliamentary Union, a meeting took place between the Turkmen delegation led by the Chairperson of the Mejlis of Turkmenistan and the Chairperson of the Federal Council of the Federal Assembly of the Russian Federation Valentina Matvienko.

The sides noted that the efforts of the heads of states contribute to the expansion of Turkmen-Russian interstate cooperation and the strengthening of friendly relations between peoples. 

During the meeting, the importance of adopting, at the initiative of Turkmenistan, the Resolution of the United Nations General Assembly entitled «2025 – International Year of Peace and Trust» was emphasized.

The importance of such meetings and negotiations for further strengthening bilateral inter-parliamentary relations and exchanging experience in legislative activities was also noted.

The Chairperson of the Parliament of Turkmenistan D.Gulmanova invited the Chairperson of the Federal Council of the Federal Assembly of the Russian Federation Valentina Matvienko to take part in international events that will be held in our country in 2025 – the International Year of Peace and Trust in honor of the 30th anniversary of Turkmenistan’s permanent neutrality.

Tashkent, Republic of Uzbekistan — within the framework of the 150th Anniversary Assembly of the Inter-Parliamentary Union, a bilateral meeting was held between the Chairperson of the Mejlis of Turkmenistan, D. Gulmanova, and the Chairperson of the Council of the Republic of the National Assembly of the Republic of Belarus, Natalya Kochanova.

During the meeting, the parties reaffirmed the strategic significance of Turkmen-Belarusian interstate cooperation, which continues to develop dynamically under the leadership of the Esteemed President of Turkmenistan,  Serdar Berdimuhamedov, and the Estemeed President of the Republic of Belarus,  Alexander Lukashenko.

The sides also underscored the policy vision of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, who consistently advocates for strengthening parliamentary diplomacy as a key instrument for enhancing bilateral and multilateral relations. In this context, his international initiative “Dialogue is a Guarantee of Peace” was noted as a substantive and timely contribution to fostering global peace, mutual trust, and the consolidation of friendly and fraternal relations between nations.

    Chairperson of the Mejlis of Turkmenistan,  D.Gulmanova, extended a formal invitation to Chairperson of the Council of the Republic of the National Assembly of the Republic of Belarus, Natalya Kochanova, to participate in the upcoming international events to be held in Turkmenistan in commemoration of the 30th anniversary of the country’s status of Permanent Neutrality, which will be celebrated in 2025 — the Year of International Peace and Trust.

In conclusion, parties emphasized the importance of continued joint efforts to further strengthen bilateral relations through the mechanisms of parliamentary diplomacy, recognizing it as a vital instrument in fostering constructive interstate cooperation in the years ahead.

Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to sum up the results of the work carried out in the country for three months of the current year.

The first floor was given to Deputy-Chairman of the Cabinet Kh.Geldimyradov who reported on macroeconomic indicators for the first quarter of the current year.

As he informed, for the considered period GDP has grown by 6,3 percent, including the industrial rate of growth has made up 0,3 percent, construction - 3,8 percent, transport-communication sector - 11,1 percent, trade - 9,9 percent, agriculture - 4 percent, sphere of services - 8,8 percent.

As compared to the similar period of 2024 as a whole the volume of made production has increased by 9,6 percent, industrial indicators by branches keep positive.

For three months of 2025 retail goods turnover as compared with the same period of the past year is higher by 12,3 percent, and foreign trade turnover - 2,9 percent.

The revenues part of the State budget for January-March was fulfilled by 102 percent, and expenditures - 97,7 percent.

Rates of salaries and wages at large and medium size enterprises of the country as compared to the corresponding period of 2024 from the beginning of the year have increased by 11,2 percent. Salaries, pensions, welfare payments and scholarships of students were financed in due time.

In comparison with the similar period of the past year for three months, the volume of capital investment, implemented at the expense of all sources of financing, has increased by 17 percent.

He also reported on the work implemented within the framework of the «Program of the President of Turkmenistan for social and economic development of the country for 2022-2028».

Having heard the report, head of the state Serdar Berdimuhamedov pointed out that, based on the successes reached for past three months, it is necessary to respond appropriately to ensure steady growth of GDP and to further develop industrial branches. At the same time, he made an emphasis on importance of consecutive perfection of activity of the financial and economic and bank complex. To that end, he gave corresponding instructions to the Deputy-Chairman of the Cabinet.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on the outcome of the activity in the sector under his supervision for the January-March period of 2025.

So, for the accounting period fulfilment of oil production plan by «Türkmennebit» State Concern has made up 107,1 percent.

As he reported, the oil processing plan was fulfilled by 107,1 percent, gasoline production - 102 percent, diesel fuel - 100,8 percent, polypropylene - 100,1 percent, lubricant oils - 100,4 percent. The rate of increase in production of liquefied gas was 117,9 percent.

The production plan for natural and accompanying gas was implemented by for 104,8 percent for the considered period.

Having heard the report, President Serdar Berdimuhamedov underlined importance of conduction of further work aimed at increase of oil and natural gas production and regular increase in volumes of export of hydrocarbons. It is necessary to use effectively available capacities of the complex, to continue drilling of exploratory wells on the corresponding areas within the country, the head of the state noted, having given to the Deputy-Chairman of the Cabinet a number of instructions to that end.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the outcome of the work carried out in the agricultural branch for the January-March period of the current year and the course of current seasonal agricultural campaigns in regions.

As he informed, as compared with the similar period of the past year, the rate of increase of manufacture in the given sector has made up 124, 2 percent. By the Ministry of Agriculture this indicator was equal to 147,7 percent, by the Ministry of the Environmental Protection - 102,2 percent, by the State Water Management Committee - 132,5 percent, by «Türkmenpagta» State Concern - 140,1 percent, «Türkmengallaönümleri» State Association - 129,7 percent, «Türkmenobakhyzmat» State Association - 101,1 percent, State Food-Processing Association - 101,4 percent, State Cattle-breeding and Poultry-farming Association - 102,6 percent, «Türkmen atlary» State Association - 100,4 percent.

For the designated period the plan for implementation of investments in the agricultural branch was executed by 262, 9 percent.

At present, within seasonal campaigns wheat fields are applied with mineral fertilizers and watering.

Besides it, necessary measures are taken with a view of conduction of cotton sowing within established agro-technical terms and of high quality.

Along with care of potato and vegetables and gourds, velayats continue well-organised work to provide manufacturers of cocoons with silkworms. 

Summing up the report, President Serdar Berdimuhamedov marked that it is necessary to hold increase of volumes and improvement of quality of manufacture in the agricultural branch in the centre of constant attention. The head of the state also instructed the Deputy-Chairman of the Cabinet to carry out seasonal agricultural campaigns according to agro-technical standards, to continue work on rational use of water resources, introduction of water saving technologies, improvement of ameliorative condition of fields. 

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the construction-industrial complex for three months of 2025.

As he informed, for the accounting period, the production and work plan carried out by the complex has made up 115,9 percent.

By the Ministry of Construction and Architecture the plan was executed by 112,8 percent.

The production and work plan by the Ministry of Industry and Construction Production was fulfilled by 120,5 percent.

The production and work by the Ministry of Energy was fulfilled by 104,4 percent for the January-March period. 

Fulfilment of the same indicator by «Türkmenhimiýa» State Concern has made up 127,1 percent.

For the specified period the work plan by State Agency for Management of Road Construction was executed by 109,5 percent, and by the khyakimlik of Ashgabat city - 108,1 percent.

Having heard the report and having focused attention to necessities to continue work on increase in volumes of production in the construction-industrial complex, modernisation of the technical and material basis of the sphere of energy, introduction of modern technologies, commissioning of new enterprises into operation, effective involvement of capacities, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work carried out by subordinate ministries and sectoral departments as well as the private sector for the first quarter of the current year.

By the Ministry of Trade and Foreign Economic Relations the rate of increase of goods turnover for the accounting period in comparison with the similar period of the past year has reached 113 percent, production - 101,2 percent.

As compared to the same period of the past year, growth of volume of production made  by enterprises of the Ministry of Textile Industry, was equal to 114,2 percent, including cotton yarn and fabrics accordingly 142,9 and 150,9 percent, sewing and knitted products - 104,3 percent, leather products - 140,4 percent.

The carpet production plan by «Türkmenhaly» State Association has made up 105,1 percent.

For the accounting period, the State Commodity and Raw Materials Exchange held 72 trading sessions, at which 6 thousand 878 contracts were registered.

For the January-March period, the rate of increase of the work carried out by the Chamber of Commerce and Industry has made up 102, 1 percent.

By the Union of Industrialists and Entrepreneurs, growth of volumes of output of agricultural and food production for three months of the current year has reached 107,1 percent, industrial goods- 104,3 percent.

Summing up the report, President Serdar Berdimuhamedov noted that for the successful solution of the goals facing the complex, it is important to continue work on development of digital economy and electronic trade.

The head of the state also instructed to hold maintenance of markets and shops of the country with food produces and goods in demand in the centre of attention. At the same time, he made an emphasis on necessity of expansion of assortment and increase in volumes of production made at enterprises of textile branch, taking into account the international experience in process of perfection of activity of the State Commodity and Raw Materials Exchange and Chamber of Commerce and Industry. In this connection, he gave the Deputy-Chairman of the Cabinet a number of instructions.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of activity of the sphere under her supervision for the January-March period of 2025.

As she informed, during the accounting period on the occasion of announcement of 2025 as «International year of peace and trust», the glorious 30th anniversary of permanent neutrality, International Women's Day, the national holiday of spring as well as the opening of social and cultural projects various actions and song and music events were organised. At the same time, the outcome of art competitions was summed up.

Various events were also held within development of international cooperation, in which an emphasis was made on significance of the International year of peace and trust and permanent neutrality of Turkmenistan.

She also reported on the work carried out by libraries, museums, National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments, Turkmen state publishing service, «Türkmenfilm» Association named after Oguz Han and mass media.

Having heard the report, President Serdar Berdimuhamedov underlined that it is necessary to prepare properly for conduction of planned events at high level on the occasion of the International year of peace and trust, the 30th anniversary of permanent neutrality of the country.

In this connection, he instructed the Deputy-Chairwoman of the Cabinet to develop consistently international cultural cooperation as well as to take further measures to study the cultural heritage, restoration of historical and cultural monuments.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the results of the work carried out in subordinated structures for the January-March period of the current year.

As she reported, in the specified period the reforms aimed at training of the well-educated, intellectually developed generation continued. In the first quarter of the current year, schoolchildren and students, who successfully performed at international subject Internet Olympiads won 55 medals.

Along with it, the International educational-practical seminar «Language - the major means of benevolent mutual relations», the Internet Olympiads in various disciplines were held.

In the first quarter of this year, work on enrolment into postgraduate and doctoral courses in various fields of science as well as registration of candidates for scientific degrees was conducted. Besides it, the International scientific-practical conference «Peace and trust - a reliable basis of preservation of ecological well-being on the planet» was held.

For the January-March period of the current year in treatment and prophylactic establishments the planned work connected with introduction of advanced methods of prevention and treatment of diseases by medical specialisations in applied medicine was conducted. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship various operations and treatment of sick children were performed. Along with it, children whose health was restored at the expense of means of the Foundation and their relatives were presented with gifts on behalf of Hero Arkadag solemnly.

During the accounting period, work on development of physical training, sports, preparation of sportsmen for Olympic Games and large international tournaments was carried out. Sportsmen of national team won a number of medals.

Besides it, Arkadag city hosted the international conference and solemn events timed to the 4th anniversary of establishment of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to carry out effective work in the scientific-educational area, spheres of public health services, physical culture and sports, widely to apply possibility of digital system in higher educational institutions.

It is necessary to hold further international tournaments and Olympiads among schoolchildren and students, consistently to improve activity of the system of public health services and to take appropriate measures to foster the healthy lifestyles among the youth, the head of the state noted and gave the Deputy-Chairwoman of the Cabinet a number of instructions.

Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who on behalf of Deputy-Chairmen of the Cabinet warmly congratulated President Serdar Berdimuhamedov with his successful working visit to the Republic of Uzbekistan.

As known, on April 3-4 of the current year in the city of Samarkand the first Summit «Central Asia-European Union» was held. During the high level international forum the issues connected with promotion of trade and economic and investment relations, use of alternative energy sources, development of "green" economy, transport and digital communications, consolidation of joint efforts in the sphere of education and other social spheres were considered.

Along with it, it was underlined that the agenda of the Summit was prepared during the regular 20th meeting of heads of foreign affairs departments of countries of Central Asia and European Union, which took place on March 27 of the current year in Ashgabat.

As he informed, the head of the state in his speech at the Summit noted the work carried out by Turkmenistan with the European Union. Following the results of the Summit, the Joint Declaration and the Declaration on intentions between the Governments of states of Central Asia and the European Commission in the sphere of crucial raw materials were adopted.

He also reported that the International forum on climate change « Central Asia Facing Global Climate Challenges: Consolidation for Common Prosperity» took place on April 4. At the given forum, the President of Turkmenistan made a speech, in which the activity carried out now within the UN Framework Convention on climate change, the Paris agreement and other international documents on protection of ecology and preservation of the environment and the policy of our state in this direction on prospect were highlighted.

Further, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on results of activity of the Ministry of Foreign Affairs for the first quarter of the current year.

With a view of consecutive implementation of the foreign policy of neutral Turkmenistan, fulfilment of the instructions given by the head of the state and solution of tasks in view in the accounting period corresponding work was carried out. Under the leadership of President Serdar Berdimuhamedov, our country successfully develops friendship and constructive cooperation in the bilateral and multilateral formats, within authoritative international and regional organisations.

It was in this connection noted that in January, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov made a visit to the Principality of Monaco.

In February, the head of the Republic of Tatarstan of the Russian Federation made a working visit to our country. In March, the Prime Minister of Georgia paid an official visit to Turkmenistan.

Visits of foreign delegations to Turkmenistan and those of local delegations abroad in the given period clearly speak of a positive dynamics of fruitful interaction with foreign partners. 178 meetings of various levels in the online mode were held. Our country also hosted official negotiations and meetings with representatives of foreign states and international organisations. At present, the number of signed international documents makes up 31.

On a regular basis, bilateral contacts in the area of foreign policy departments are carried out, inter-ministerial consultations are also held regularly.

Purposeful steps are also taken to develop foreign economic relations of our fatherland.

One of the important vectors of the foreign policy of Turkmenistan is strengthening and expansion of diplomatic relations through embassies. In the given area, consecutive work is carried out.

Summing up the report, President Serdar Berdimuhamedov pointed out that independent neutral Turkmenistan realises the foreign policy aimed at maintenance of general well-being. Our fatherland systematically develops equal and mutually beneficial cooperation with all states of the world and international organisations.

In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs  to expand relations  established with countries of the world and region in political-diplomatic, trade and economic, cultural-humanitarian and scientific-educational spheres.

Director General of the Transport and Communications Agency under the Cabinet M.Chakyev reported on results of the work carried out in the sector under his supervision for the January-March period of the current year.

For the accounting period, the rate of increase of work and the services executed in the given complex, has reached 118, 4 percent.

In the first quarter of the current year, the rate of increase of cargo transportation by  automobile, railway, air, sea and river transport has made up 104,3 percent, passenger transportation - 101,4 percent.

For three months of this year, the rate of increase of the rendered services in «Türkmendemirýollary» agency has reached 107,1 percent, «Türkmenawtoulaglary» agency - 110,4 percent, «Türkmenhowaýollary» agency - 126,5 percent, «Türkmendeňizderýaýollary» agency - 125,5 percent, «Türkmenaragatnaşyk» agency - 122 percent.

Along with it, he informed on adopted measures within realisation of the «Concepts of development of digital economy in Turkmenistan for 2019-2025».

Having heard the report and having noted importance of conduction of further effective work aimed at organisation of the activity of the national transport-communication complex according to realities of the time and development of passenger and cargo transportation by all types of transport, full involvement of international transport-transit potential of the country, President Serdar Berdimuhamedov gave the head of the Agency concrete instructions.

Then, addressing members of the Cabinet, the head of Turkmenistan underlined that results of the work executed in our independent fatherland for three months of the current year, testify to successful realisation of the adopted programs. He also stated with satisfaction maintenance of steady dynamics of GDP, which has made up 6, 3 percent for the accounting period. 

Construction of large objects and industrial and social buildings, including new settlements, apartment houses, schools, kindergartens and other constructions proceeds in the country, the head of the state noted, having emphasised importance of constant strict control over further development of branches of economy and proper fulfilment of the planned work.

On April 7, the country will widely mark World Health Day, President Serdar Berdimuhamedov continued, having underlined that our state attaches special significance to promotion of principles of healthy lifestyle, development of mass physical culture and sports.

Taking an opportunity, the head of the state warmly congratulated participants of the meeting and Turkmen people on World Health Day.

Deputy-Chairmen of the Cabinet warmly congratulated President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag on World Health Day.

Concluding the regular online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our country.

On April 5, 2025, the Turkmen delegation, headed by the Chairperson of the Mejlis of Turkmenistan, participated in the official opening ceremony of the 150th Anniversary Assembly of the Inter-Parliamentary Union, convened in the city of Tashkent, Republic of Uzbekistan.

In their remarks, the speakers emphasized that the landmark 150th Assembly of the Inter-Parliamentary Union, held in an organized and dignified manner, represents a vital platform for the constructive exchange of views and the formulation of coordinated approaches to pressing global challenges.

On April 5, 2025, the Chairperson of the Committee of the Mejlis of Turkmenistan on Science, Education, Culture, and Youth Policy, B. Myradova, took part in the Forum of Women Parliamentarians organized within the framework of the 150th anniversary session of the Inter-Parliamentary Union.

In its speech at the Forum, the Turkmen side emphasized the importance of activities carried out in the field of human rights and freedoms protection, gender equality, youth engagement, and support — under the leadership of the esteemed President of Turkmenistan, Serdar Berdimuhamedov, and the unprecedented efforts of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov.

The achievements of the implementation of the National Action Plan for 2021–2025 on ensuring gender equality in Turkmenistan, in cooperation with the United Nations and other respected international organizations, were also highlighted.

During a working visit to the Republic of Uzbekistan, a delegation led by the Chairperson of the Mejlis of Turkmenistan met with the Secretary General of the Inter-Parliamentary Union, Martin Chungong.

During the meeting, the importance of the adoption of the UN General Assembly Resolutions initiated by Turkmenistan — "2025 – The Year of International Peace and Trust," "On the Permanent Neutrality of Turkmenistan," and other initiatives put forward by our country to ensure peace and security throughout the world — was emphasized.

The Chairperson of the Mejlis of Turkmenistan, D. Gulmanova, invited the Secretary General of the Inter-Parliamentary Union to participate in international events, including parliamentary forums, to be held in the country on the occasion of the 30th anniversary of the Permanent Neutrality of Turkmenistan, declared in 2025 as the Year of International Peace and Trust.

The meeting also discussed the activities of the Turkmen delegation on issues on the agenda of the 150th Assembly of the Inter-Parliamentary Union, national experiences, and the proposals put forward. Issues related to expanding cooperation between the Mejlis of Turkmenistan and the Inter-Parliamentary Union in the future were also discussed.

During a working visit to the Republic of Uzbekistan to participate in the 150th anniversary Assembly of the Inter-Parliamentary Union, the Chairperson of the Mejlis of Turkmenistan met with the President of the Inter-Parliamentary Union Tulia Akson.

The Chairperson of the Mejlis of Turkmenistan D. Gulmanova,  having familiarized the leaders of the Inter-Parliamentary Union with the main directions of the country's peaceful humanitarian internal and external policy, invited them to take part in international events, including parliamentary events held in the country on the occasion of the 30th anniversary of the recognition of Turkmenistan's permanent Neutrality, celebrated in 2025 declared as the International Year of Peace and Trust by the United Nations on the initiative of Turkmenistan.

The President of the Inter-Parliamentary Union, in turn, highly appreciated Turkmenistan’s active cooperation in the international arena and expressed great interest in the further development of bilateral cooperation and holding joint events.

At the end of the meeting, it was noted that meetings held by the Inter-Parliamentary Union are an effective platform for developing relations between member parliaments of this organization, exchanging experience in parliamentary work and discussing important contemporary issues.

работы.

Сегодняшняя встреча имеет особую значимость – впервые страны Центральной Азии и Европейский Союз проводят переговоры в таком формате на высшем уровне. Что, само по себе, является показательным событием. На наш взгляд, это свидетельствует о понимании всеми участниками необходимости углубления отношений, стремлении к сближению и выстраиванию прочных механизмов партнёрства.

Рассчитываем, что предстоящие обсуждения ознаменуют собой важный этап в укреплении наших связей, дос­тижении взаимопонимания, выходу на конкретные договорённости.

Уважаемые участники!

Среди важнейших задач совместной работы Туркменистан особо выделяет достижение и поддержание регионального мира, безопасности и стабильности. Мы считаем, что в нынешних условиях политико-дип­ломатическое взаимодействие между странами Центральной Азии и Евросоюзом способно оказать заметное конструктивное влияние на общую обстановку в регионе и соседних странах, содействовать усилиям в этом направлении мирового сообщества, прежде всего в лице Организации Объединённых Наций.

Исходим из общности помыслов видеть Центральную Азию мирным, экономически привлекательным регионом, территорией стабильности и предсказуемости, не втянутой в геополитические конфликты и противоречия.

Туркменистан готов работать для достижения этих целей в соответствии со своим нейтральным статусом и международными обязательствами. В этом контексте хотел бы обратить внимание на единогласно принятую 21 марта Генеральной Ассамблеей ООН Резолюцию «Постоянный нейтралитет Туркменистана», соавтором которой стали 67 государств. Пользуясь случаем, выражаю большую признательность за поддержку документа.

Важнейший вопрос для мира и безо­пасности в региональном и глобальном измерениях – урегулирование в Афганистане.

Мы высоко оцениваем потенциал сотрудничества между Центральной Азией и Европейским Союзом в экономике и инвестициях, энергетике, транспорте, торговле, считаем эти направления приоритетными.

Туркменистан твёрдо настроен на серьёзный энергодиалог с ЕС на новом содержательном уровне и готов к реализации практических
шагов.

Выступаем за запуск практических совместных проектов в сфере «зелёной» энергетики. К примеру, Туркменистан наращивает мощности по производству электроэнергии и готов поставлять её в Европу. При консолидированной позиции государств, по территории которых пройдёт линия электропередачи, уверен, что этот проект может быть реализован в ближайшее время и на взаимовыгодной основе.

Мы также готовы работать с европейскими партнёрами по использованию ветровой и солнечной энергии. Кроме того, открыты к рассмотрению перспектив сотрудничества в сфере водородной энергетики.

Стратегическое направление – транспорт и коммуникации. Ключевой его компонент – создание транспортной и коммуникационной линии Восток–Запад и Запад–Восток. Важнейшую роль здесь мы отводим Транскаспийскому маршруту. Готовы предоставить мощности Международного морского порта Туркменбаши на Каспийском побережье Туркменистана, а также дорожную инфраструктуру на территории нашей страны в интересах этого проекта.

В сфере коммуникаций мы также исходим из необходимости и возможности прокладки кабелей по дну Каспийского моря. Туркменистан в целом считает, что строительство подводной инфраструктуры на Каспии отвечает экономическим потребностям прибрежных государств и является важным условием обеспечения энергетической, экономической и транспортной стабильности в Евразии на основе равноправного учёта интересов и выгод.

В целом убеждены, что действенное инвестиционное участие Евросоюза в комплексе инфраструктурных проектов в регионе стало бы очень своевременным шагом.

Открыты для значительного расширения торговли с Европой, готовы предоставить инвесторам максимально благоприятные условия, приглашаем компании к присутствию на туркменском рынке. Для этого предлагаем Евросоюзу рассмотреть возможность создания программ поддержки экспортёров и импортёров.

Туркменистан привержен развитию и расширению культурно-гуманитарного сотрудничества.

С благодарностью отмечаем результативность образовательных проектов и программ, которые реализуются ЕС в нашем регионе на протяжении многих лет.

Среди них такие масштабные программы, как TACIS-TEMPUS, ERASMUS-MUNDUS, DARYA. В частности, в Туркменистане в рамках программ ERASMUS-MUNDUS и ERASMUS+ реализовано более 40 проектов в области магистерских программ, цифровизации в сфере образования, поддержки устойчивого развития и академической мобильности.

В развитие этой работы, отвечая на объективные запросы и потребности сотрудничества, предлагаю рассмотреть возможность разработки совместного проекта в области профессионального образования. Мы считаем это очень важным с точки зрения подготовки высококвалифицированных технических кадров, работающих на предприятиях с высокотехнологичным оборудованием.

Также предлагаем активизировать совместные научные и исследовательские проекты в области истории, археологии, этнографии, сохранении памятников культурно-исторического наследия.

Видим перспективы туристических обменов, создания целевых совместных программ экологического и этнографического туризма.

В заключение хотел бы подчерк­нуть твёрдый позитивный настрой Туркменистана на продолжение и активизацию партнёрства в формате «Центральная Азия–Европейский Союз», готовность вносить весомый вклад в этот, безусловно, позитивный и значимый процесс.

Today, President Serdar Berdimuhamedov who was on a working visit to the republic of Uzbekistan took part in the first Central Asia-European Union Summit.

Cooperation of Turkmenistan with the European Union develops on principles of equality, mutual respect and mutual benefit that forms a basis for development of long-term relations. In the given context, it is necessary to note that a multiplane character is inherent in bilateral partnership. Interaction with the EU is carried out in political-diplomatic, trade and economic, cultural-humanitarian spheres.

At the same time, effective cooperation with the European Union grows stronger within realisation of programs and projects aimed at social and economic development of our country. Among priority vectors of partnership - climate change, diversification of transport-transit corridors, energy, science and education, regional security, rational use of water resources.

The countries of Central Asia located on the crossing of trade routes, connecting Asia with Europe, creating in recent years new possibilities for attraction of investments, increase foreign trade relations. It promotes prompt integration of the region into the system global economic relations and its transformation into one of the key players of global economy.

Intensification of the inter-regional dialogue, increase in number of joint projects and adherence of the parties to expansion of interaction open big possibilities to deepen cooperation. The format of relations «Central Asia-European Union», promoting development of the region and strengthening of contacts with the EU, displays efficiency.

The agenda of the present Summit aimed at development and consolidation of multilateral partnership of states of Central Asia with the European Union, includes issues of promotion of trade and economic and investment relations, advancement of joint projects in the field of "green" energy and "green" economy, transport, digitization and others.

… Early in the morning, the motorcade of President Serdar Berdimuhamedov headed towards to the Congress Centre - venue of the high-level meeting. There, Uzbek leader Shavkat Mirziyoyev welcomed the head of the state warmly.

In the first Central Asia-European Union Summit held in Samarkand city under the chairmanship of the President of the Republic of Uzbekistan, President of the Republic of Kazakhstan Kassym-Zhomart Tokaev, President of the Kirghiz Republic Sadyr Japarov, President of the Republic of Tajikistan Emomali Rahmon, President of the European Council Antonio Costa, President of the European Commission Ms. Ursula von der Leyen, President of the European Investment Bank Nadia Calviño, President of the European Bank for Reconstruction and Development Ms. Odile Renaud-Basso took part.

After the traditional ceremony of joint photographing visitors proceeded into the large hall of the Congress Centre where the high-level meeting of leaders of countries of Central Asia and heads of the main political and economic institutes of the European Union took place.

Opening the meeting, President Shavkat Mirziyoyev once again welcomed participants of the meeting and expressed his gratitude for support of the initiative of Uzbekistan to hold the first Central Asia-European Union Summit in ancient Samarkand.

In the speech of the leader of the brotherly country significance of the meeting, which has been recently taken place in Ashgabat with participation of heads of foreign policy departments of states of Central Asia and the European Union was marked as well as fruitful negotiations held the day before, which displayed presence of political will and determination to deepen practical cooperation in interests of two regions.

Then, the floor was given to participants of the Summit.

Having greeted the gathered, President Serdar Berdimuhamedov expressed his gratitude to President of the Republic of Uzbekistan Shavkat Mirziyoyev for accorded hospitality, warmness and created conditions for work.

Having noted significance of the present meeting, the head of the state underlined that for the first time countries of Central Asia and the European Union hold negotiations in the similar top-level format that, in itself, it is an indicative event. In our opinion, it testifies to understanding of all participants necessity of deepening of relations, aspiration to rapprochement and development of strong mechanisms of partnership, the President of Turkmenistan said, having expressed confidence that forthcoming discussions will mark an important stage in strengthening relations, achievement of mutual understanding and concrete agreements.

Among the major problems of joint work, Turkmenistan especially outlines achievement and maintenance of regional peace, security and stability. In this regard, an emphasis was made on the fact that under present conditions political-diplomatic interaction between countries of Central Asia and the European Union is capable to make appreciable constructive impact on the general conditions in the region and neighbouring countries, to promote efforts of the global community in this direction, first of all in the person of the United Nations Organization.

We proceed from commonality of thoughts to see Central Asia as a peaceful, economically attractive region, territory of stability and predictability, which is not involved in geopolitical conflicts and contradictions, President Serdar Berdimuhamedov continued, having confirmed readiness of Turkmenistan to work for achievement of these goals according to its neutral status and international obligations.

In the given context, having drawn the attention of participants of the Summit to the Resolution of the General Assembly of the United Nations unanimously adopted on March 21 «Permanent neutrality of Turkmenistan» with co-authorship of 67 countries, the head of the state expressed his great gratitude for support of this document.

Among the major issues for peace and security in regional and global dimensions, settlement of circumstances in Afghanistan was mentioned.

Having highly appreciated the potential of cooperation between Central Asia and the European Union in such priority areas as economy and investments, energy, transport, trade, the head of the state stated that Turkmenistan is firmly determined for the serious energy dialogue with the EU at a new substantial level and is ready for realisation of practical steps.

As was underlined, our country stands for the start of practical joint projects in the sphere of "green" energy, increase of capacities of generation of electric power, and is ready to deliver it to Europe. At the consolidated position of the states, through the territories of which the power transmission line will pass, this project can be realised in the near future and on a mutually advantageous basis, the President of Turkmenistan expressed confidence.

Our country is also ready to work with European partners in use of wind and solar energy and is open for consideration of prospects of cooperation in the sphere of hydrogen energy, the head of the state noted.

Transport and the communications, a key component of which is creation of transport and communication lines East-West and West-East act as strategic areas. The major role in it is given to the Transcaspian route, President Serdar Berdimuhamedov said, having confirmed readiness of our country to provide the capacity of Turkmenbashi International seaport on the Caspian coast, road infrastructure in the territory of Turkmenistan in interests of the given project.

- In the sphere of communications we also proceed from necessity and possibility of construction of cables on the bottom of the Caspian sea, the head of the state continued, having stated that Turkmenistan considers construction of underwater infrastructure in the Caspian sea economically beneficial for coastal states. At the same time, it is an important condition to ensure power, economic and transport stability in Eurasia on the basis of taking into account interests, rights and benefits.

As a whole, I am convinced that effective investment participation of the European Union in a complex of infrastructural projects in the region will becomes a timely step, President Serdar Berdimuhamedov pointed out, having stated readiness to provide investors with as much as possible favourable condition for considerable expansion of trade with Europe. In the given context, companies were invited to participate in the Turkmen market, the European Union was proposed to consider possibility of creation of programs of support of exporters and importers.

Having confirmed adherence of Turkmenistan to development and expansion of cultural-humanitarian cooperation, President Serdar Berdimuhamedov with satisfaction stated productivity of educational projects and the programs realised by EU in the given region throughout many years.

Among them such large-scale programs, as TACIS-TEMPUS, ERASMUS-MUNDUS, DARYA were noted. In particular, in Turkmenistan within programs ERASMUS-MUNDUS and ERASMUS + more than 40 projects in master programs, digitization in the education sphere, promotion of sustainable development and academic mobility.

With a view of development of the given work taking into account objective inquiries and requirements of cooperation, the head of the state proposed to consider possibility of development of the joint project in the field of vocational training, having stated that he considers it very important from the point of view of preparation of highly skilled technical specialists employed at the enterprises with hi-tech equipment.

Having supported intensification of joint scientific and research projects in the areas of history, archaeology, ethnography, preservation of monuments of historical and cultural heritage, the President of Turkmenistan marked potential of tourist exchanges, creations of target joint programs of ecological and ethnographic tourism.

At the end of his speech, head of the state Serdar Berdimuhamedov signified a firm positive spirit of Turkmenistan for continuation and intensification of partnership in the format «Central Asia-European Union» and readiness to bring a powerful contribution to this, certainly, positive and significant process.

President of the Republic of Uzbekistan Shavkat Mirziyoyev thanked the President of Turkmenistan for substantial speech, sounded concrete proposals and a positive position concerning mutually beneficial cooperation.

During the Summit, participants underlined importance of development of cooperation on a systematic basis, its areas on specific goals, development of new mechanisms of interaction. A special emphasis was made on significance of intensification of inter-regional partnership in trade and economic spheres, power and transport-communication sectors, "green" power and climate change. At the same time, they expressed confidence in achievement of concrete agreements on expansion of investment cooperation, realisation of joint infrastructural projects, support of innovations and digital solutions.

Participation of President Serdar Berdimuhamedov in the Summit «Central Asia-European Union» - another clear acknowledgement of adherence of Turkmenistan to development of mutually beneficial partnership with all interested countries.

Thus, the present high-level meeting became an important platform for discussion of possibilities to strengthen relations between countries of Central Asia and the European Union in trade and economic, investment, transport and cultural-humanitarian spheres, as well as in development of joint strategies in these areas.

Today, President Serdar Berdimuhamedov, who arrived in Samarkand for the first Central Asia-European Union Summit, also took part in the opening ceremony of the first international forum «Central Asia Facing Global Climate Challenges: Consolidation for Common Prosperity» held here. 

The two-day forum, organised at the Congress Centre of the «Silk Road Samarkand» complex, has become one of the most important world events in the field of ecology and climate change. 

Among its participants are the heads of state of Central Asia, the leaders of the European Union, leading world experts, government officials and members of governments of a number of foreign countries, representatives of international organisations and major financial institutions.

Сегодня Президент Туркменистана Сердар Бердымухамедов, находящийся с рабочим визитом в Республике Узбекистан в целях участия в первом Саммите «Центральная Азия–Европейский Союз», встретился с Президентом Узбекистана Шавкатом Мирзиёевым.

Тепло поприветствовав друг друга, главы двух соседних государств выразили удовле­творение возможностью обсудить нынешнее состояние и приоритетные аспекты дальнейшего развития традиционно дружественных, братских двусторонних отношений.

Отметив, что искренне рад встрече с Президентом Шавкатом Мирзиёевым в Самарканде – городе с древней историей, Президент Сердар Бердымухамедов выразил признательность за приглашение принять участие в первом Саммите «Центральная Азия–Европейский Союз» и пожелал успешного проведения всех запланированных мероприятий, а также поблагодарил за радушный приём и гостеприимство, оказанные делегации нашей страны.

Как подчеркнул глава Туркменистана, Республика Узбекистан является нашим искренним другом и близким соседом, с которым осуществляется эффективное сотрудничество в различных сферах. Пользуясь случаем, Президент Сердар Бердымухамедов передал своему узбекскому коллеге тёплые слова приветствия и наилучшие пожелания от Национального Лидера туркменского народа, Председателя Халк Маслахаты Героя-­Аркадага.

Поблагодарив главу Туркменистана за принятое приглашение посетить Самарканд и принять участие в первой встрече на высшем уровне в формате «ЦА–ЕС», Президент Шавкат Мирзиёев также передал сердечные приветствия и самые добрые пожелания Герою-­Аркадагу, при этом отметив поступательный, конструктивный характер межгосударственного диалога.

В продолжение встречи собеседники с удовлетворением констатировали, что в настоящее время туркмено-узбекские отношения, отличающиеся высоким уровнем доверия и взаимной поддержки, динамично развиваются по широкому спектру направлений, включая сельское хозяйство, электроэнергетику, нефтегазовый комплекс, химическую промышленность и другие отрасли.

Особое внимание уделяется формированию транспортных и энергетических коридоров, укреплению межрегиональных связей, а также совместной работе по решению актуальных вопросов устойчивого развития и обеспечения стабильности в Центральной Азии. В данном контексте была выражена уверенность, что нынешний Саммит станет важным шагом на пути к более тесному и взаимовыгодному партнёрству между Центральной Азией и Европейским Союзом.

Отмечалось также, что в последнее время заметно активизировались деловые контакты между бизнес-кругами двух стран.

Пользуясь представившейся возможностью, Президент Сердар Бердымухамедов ещё раз поблагодарил Президента Шавката Мирзиёева за большой личный вклад в развитие межгосударственного диалога.

В завершение встречи главы Туркменистана и Республики Узбекистан выразили уверенность в дальнейшем укреплении и расширении традиционно дружественных, добрососедских туркмено-узбекских отношений, пожелав друг другу крепкого здоровья и успехов в государственной деятельности, а братским народам обеих стран – благополучия и процветания.
