The final session of the Parliamentary Forum «Charting the Course: Advancing the Avaza Programme of Action for Landlocked Developing Countries» was held under the chairmanship of the Chairperson of the Mejlis of Turkmenistan D.Gulmanova. The Forum was organized within the framework of the Third UN Conference on Landlocked Developing Countries.
D.Gulmanova thanked the participants of the final session for their active participation in the work of the Parliamentary Forum and noted that this Forum played an important role in enhancing the role of parliamentary diplomacy in the development of interstate relations based on the principles of friendship, brotherhood and good neighborliness between countries, as well as in the exchange of mutual experience in parliamentary and legislative work.
At present, complex events and conferences that bring peoples and countries together and help find positive solutions to global problems are of great importance, which is exemplary work. When it comes to cooperation for developing countries that do not have access to the sea, these are relations that promote the coordination of the economy and strategic interests, as well as strengthening friendship between countries and peoples, and bringing cultures closer together.
Turkmenistan, which has reached new heights of development under the wise leadership of the Esteemed President Serdar Berdimuhamedov, thanks to the tireless efforts of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and cooperation with the United Nations, makes a great contribution to the unification of efforts for the benefit of common well-being. The work carried out by Turkmenistan within the framework of the strategy «Revival of the Great Silk Road» is aimed at the development of landlocked countries, the formation ofdeveloped transport infrastructure, and this has a positive effect.
The five-day event, which will take place in the picturesque Avaza National Tourist Zone on the Caspian Sea, will discuss issues related not only to landlocked developing countries, but also to human development in general. The parliamentary forum is designed to create all the conditions for the most effective use of the intellectual potential and positive experience of each of the parties in promoting the new Action Plan for landlocked developing countries .
The forum's presentations by experienced leaders in various fields, scientists, experts, specialists and civil society representatives presented valuable proposals and opinions on the problems faced by landlocked developing countries in developing relations, effective methods for their implementation, as well as scientific substantiation of the political and economic importance of transport and logistics centers and international transport and communication corridors . The forum discussed ways to unite the efforts of national parliaments in ensuring peace and mutual trust, achieving the Sustainable Development Goals.
From Vienna to Avaza: Unresolved Challenges, Lessons Learned and Way forward; Shaping and Strengthening a Multilateral Trading System that Delivers for All in the LLDCs; Building Peace, Trust and Accountable Governance: Enablers of Sustainable Development in LLDCs. Effective speeches were given and detailed information was provided on these topics.
Holding this international forum is of great importance for our country in the Year of International Peace and Trust, which marks the 30th anniversary of Turkmenistan's permanent neutrality and coincides with the 80th anniversary of the founding of the United Nations. The initiative to hold such a large-scale and representative forum is a clear indication of the successful implementation, under the leadership of the Esteemed President Serdar Berdimuhamedov, of the comprehensive policy of the National Leader of the Turkmen people Gurbanguly Berdimuhamedov, aimed at supporting international cooperation to create sustainable development, a fair and prosperous life for all.
D.Gulmanova noted the important role of the speeches made during the Parliamentary Forum in explaining the tasks of parliaments in creating favorable conditions for cooperation between landlocked developing countries in achieving the Sustainable Development Goals, as well as in the development of parliamentary diplomacy.

The Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Kamalovna Narbaeva noted in her speech that holding such an authoritative international forum in the Avaza National Tourist Zone, dedicated to important issues on the global agenda, is a clear indication that Turkmenistan has become an important platform for international dialogue.
She emphasized that the Avaza programme aimed at achieving concrete results and that landlocked developing countries faced a range of challenges, from barriers to foreign trade to logistical problems and attracting investment.
Considering that Uzbekistan needs to cross at least two international borders to access the ocean, she noted the special importance of today's Forum. In this regard, she expressed support for initiatives to strengthen parliamentary cooperation in the field of simplification of trade and transit processes, removal of barriers, implementation of digital solutions and harmonization of legal frameworks, organization of scientific and innovation forums, consultations, as well as exchange of knowledge and experience in this area.

Under-Secretary-General of the United Nations, United Nations High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, Secretary-General of the Third United Nations Conference on Landlocked Developing Countries, Fatima Rabab sincerely congratulated the participants of the meeting on the successful completion of the Parliamentary Forum and expressed gratitude to the Turkmen side for the opportunities and conditions created for its highly organized conduct. During the discussions at the forum devoted to the work carried out for the further development of landlocked developing countries, valuable opinions and proposals were expressed, and attention was drawn to existing opportunities. She noted that the Avaza Action Programme outlined some aspects of the thoughtful, full and proper use of the potential of landlocked countries, and that today's discussions revealed the great merit of parliaments in addressing these issues.
Drawing attention to the cooperation between parliaments of different countries, she noted that all parliaments should fully utilize their capabilities to implement the Avaza Action Programme, and that parliaments should be provided with institutional resources, technical and financial means to carry out this important task.
The Parliamentary Forum will be of crucial importance through which the Avaza Programme of Action will be implemented, which will have a positive impact on the fate of landlocked developing countries.
At the final session of the Parliamentary Forum, with the unanimous support of its participants, the Parliamentary Address to the Third United Nations Conference on Landlocked Developing Countries was adopted.
The participants of the Parliamentary forum expressed gratitude to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the Esteemed President of Turkmenistan Serdar Berdimuhamedov for the hospitality and cordiality of the Turkmen people on the Caspian coast, for the opportunities and conditions created for the highly organized holding of the Forum.
