Then, Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out with a view of the further strengthening of legal framework of the country, consecutive improvement of legislative activity and conformity of the national legislation with standard norms of international law, took the floor.

As she informed, at present, working groups carry out preparation of the bills aimed at formation of modern legislative basis of justice, further effective realisation of the rights and freedom of the individual and citizen guaranteed by the Constitution of Turkmenistan, creation of legal basis of the legal acts adopted by administrative bodies, improvement of activity of the electoral system, streamlining of work of profile establishments in the motor transport sphere and maintenance of appropriate organisation of the migration policy. Development of the bills that regulate public relations in a number of areas is carried out.

At the same time, she informed on adopted measures within the framework of strengthening cooperation with international organisations and world states. So, the working meeting for discussion of ways of realisation of the work plan for 2025 between the Mejlis of Turkmenistan and the Office of the Children's Fund of the United Nations Organization (UNICEF) in our country took place.

Along with it, the conference «The role of women in strengthening global peace and security», organised jointly with structural divisions of the United Nations was held. The given forum was timed to announcement of 2025 as «International year of peace and trust» and to the 30th anniversary of permanent neutrality of our fatherland. During the conference issues of increase of efficiency of the activity, which is carried out together with international structures in popularisation of achievements of our state and its initiatives put forward on maintenance of regional global stability, trust and sustainable development by means of parliamentary diplomacy were discussed.

Besides it, deputies take part in educational events on the social and political significance of the policy realised by the head of the state, the motto of the International year of peace and trust, a historical aspect of industrial and social and cultural projects put into operation as well as actions for explanation of provisions of adopted laws to various strata of society.

Summing up the information, President Serdar Berdimuhamedov noted importance of continuation of preparation of new bills and making amendments and additions to the legal acts in force. He also underlined necessity of regular actions for explanation of adopted legal documents.

Первой выступила Председатель Меджлиса Д.Гулманова, проинформировавшая о ведущейся работе по подготовке законопроектов, связанных с укреплением законности и правопорядка, защитой прав и свобод граждан, совершенствованием деятельности судебных органов, автомобильным транспортом, налогообложением.

Руководитель парламента также сообщила о прошедших 7–8 марта текущего года торжествах по случаю Международного женского дня, в частности, о церемониях чествования женщин, удостоенных Почётного звания «Ene mähri», и вручения многодетным матерям ключей от современных квартир. Как отмечалось, участницы мероприятий от имени всех женщин страны выразили глубокую признательность Президенту Туркменистана, а также Национальному Лидеру туркменского народа, Председателю Халк Маслахаты ­Герою-Аркадагу за позитивные преобразования, осуществ­ляемые в родной Отчизне, создаваемые условия для счастливой жизни и плодотворной деятельности.

Вместе с тем прозвучала информация о проводимой работе в рамках укрепления сотрудничества с государствами мира и международными организациями. Так, состоялись встречи с Чрезвычайным и Полномочным Послом Королевства Испания, вручившим верительные грамоты, а также со Специальным представителем Европейского Союза по Центральной Азии. Наряду с этим подписан Рабочий план на 2025 год между Меджлисом Туркменистана и Представительством Детского фонда Организации Объединённых Наций (ЮНИСЕФ) в нашей стране.

Кроме того, депутаты принимают участие в просветительских мероприятиях об общественно-политическом значении реализуемой главой государства внутренней и внешней политики, инициатив, выдвигаемых на международной арене, 2025 года, о целях принимаемых законов.

Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, at which the results of the work carried out in sectors of economy for two months were summed up as well as a number of other issues concerning the life of the country, were discussed.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out within further improvement of the national legislation, was the first to take the floor. 

As she informed, according to key aspects of the realised state policy, with a view of protection of the rights and freedom of citizen, family values, development of drafts of new editions of the Civil Code and the Law of Turkmenistan «On court», the bill «On the uniform state register of voters» is carried out at present. Besides it, amendments and additions are made to Criminal Code, Code of Arbitration Procedure, Code of Criminal Procedure, Code of Civil Procedure, Laws «On administrative procedure», «On motor transport» as well as to a number of operating legal acts connected with the strengthening of legal basis of development of various spheres and digitalization.

During the considered period work on further promotion of mutually beneficial relations with international organisations and various states continued. So, credentials from Ambassadors Extraordinary and Plenipotentiary of Canada and the Republic of Guatemala to our country were received, 11 meetings with representatives of parliaments of foreign countries and some foreign diplomatic missions accredited in Turkmenistan were held. 

Along with it, deputies and specialists of the Mejlis took part in 18 seminars concerning improvement of legislative activity, organised by corresponding ministries and sectoral departments of the country together with international structures.

As she informed, elected representative of the people together with representatives of political parties, public associations participate in various actions, meetings, forums and appear in the mass media for explanation of historical, political significance of the International year of peace and trust, the 30th anniversary of permanent neutrality of our fatherland and new legal acts to various strata of society.

The head of the friendly country, with gratitude having received the invitation, noted similarity of positions of two states in maintenance of global and regional security and sustainable development. President Recep Tayyip Erdogan also underlined that Turkiye supported the Resolution of General Assembly of the United Nations on announcement of 2025 as «International year of peace and trust». The Turkish leader emphasised a historical significance of the speech of Hero-Arkadag at the Antalya diplomatic forum in March 2024.

Besides it, within the visit negotiations with Chairman of the Grand National Assembly of the Republic of Türkiye in which importance of joint efforts in intensification of relations between Inter-parliamentary groups of friendship was pointed out, profile committees, young and women-members of the parliament that urged to render a big assistance to cooperation development between two brotherly countries in the area of legislature took place.

Taking an opportunity, the Chairwoman of the Mejlis expressed warm gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for created possibilities for wide propaganda at international level the internal and foreign policy of our country as well as for the working visit of the Turkmen delegation to the Republic of Türkiye.

At the same time, she informed that proceeding from national experience and standard norms of the international law, the revised edition of the Civil Code, the draft of the Law “On the Unified State Register of Voters” are developed and amendments and additions are made to the Criminal, Administrative Procedure,  Criminal Codes,  Code of Civil Procedure, Laws of Turkmenistan «On Administrative proceedings» as well as a number of legal acts in force in connection with regulation of transformations, realised in separate branches of economy.

Besides it, workshops on improvement of the professional level of civil servants of state institutions for students of the Academy of Civil Service under the President of Turkmenistan were organised with participation of deputies.

As she informed, credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of Canada were received. On the margins of enhancement of inter-parliamentary relations and expansion of cooperation with international organisations, 3 meetings were held.

In addition to it, deputies of the Mejlis took part in 8 seminars on issues of modernisation of legislative activity and maintenance of implementation of state programs organised by corresponding establishments of the country jointly with structural divisions of the United Nations and authoritative international organisations.
