Сегодня Президент Сердар Бердымухамедов по цифровой системе провёл очередное заседание Кабинета Министров, на повестку дня которого был вынесен ряд приоритетных вопросов государственной жизни.

Первой выступила Председатель Меджлиса Д.Гулманова, проинформировавшая о ведущейся работе по модернизации национального законодательства.

Как сообщалось, в настоящее время в целях укрепления правовой базы широкомасштабных преобразований, осуществляемых в стране, вносятся изменения и дополнения в ряд законодательных актов, в частности, регламентирующих гражданско-правовые отношения, вопросы, связанные с административными правонарушениями, налогами, развитием автомобильного транспорта.

Прозвучала также информация о ходе подготовки к общенациональному форуму, приуроченному к 33-летию независимости Отчизны. Работа в этом направлении ведётся совместно с Аппаратом Халк Маслахаты, Кабинетом Министров, соответствующими министерствами и отраслевыми ведомствами, хякимликами, общественными организациями.

В рамках укрепления отношений с парламентами зарубежных государств и международными организациями проведена встреча с руководителем управления регионального развития Министерства иностранных дел, Содружества наций и развития Великобритании. Также состоялись встречи депутатов Меджлиса с представителями структурных подразделений Организации Объединённых Наций.

Руководитель Парламента проинформировала об участии народных избранников в мероприятиях по разъяснению широким слоям населения целей и задач претворяемой в жизнь государственной политики и принимаемых законов, исторического и общественно-политического значения предстоящего заседания Халк Маслахаты, успехов, достигнутых в стране за 33 года независимости.

Резюмируя прозвучавшую информацию, Президент Сердар Бердымухамедов отметил, что разрабатываемые новые законопроекты должны быть совершенными и отвечать современным реалиям. Эти законы должны отражать эффективность реализуемой государственной политики, создавать условия для дальнейшего повышения благосостояния народа, сказал глава Туркменистана, подчеркнув, что следует продолжить работу по разъяснению их населению.

As reported, during the period under review, there were adopted 23 laws of Turkmenistan, in particular, “On the establishment of the ‘Magtymguly Pyragynyň 300 ýyllygyna’ jubilee medal of Turkmenistan”, “On the cultural heritage of Magtymguly Fragi”, “On energy saving and efficient use of energy”, “On hydro-meteorological activities”, as well as a number of laws related to the legal support of our country’s foreign policy initiatives. The corresponding amendments and additions have been made to some legislative acts regulating relations in various spheres. Along with this, 15 resolutions of the Mejlis have been adopted.

Since the beginning of the year, on errand of the President of Turkmenistan, credentials have been received from 10 Ambassadors Extraordinary and Plenipotentiary of a number of states accredited in our country. As part of strengthening relations with foreign parliaments and international organizations, 27 bilateral meetings have been held.

Deputies took part in 77 seminars organized jointly with authoritative structures on issues of improving legislative activity and ensuring the implementation of state programs. In order to study best practices in the field of lawmaking, 26 official trips of Mejlis representatives took place abroad.

It was also informed on the participation of national parliamentarians in events to explain the general public about the historical and socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, the 33rd anniversary of the sacred independence of the Homeland, the highest representative body of people’s power – the Halk Maslakhaty, and the key objectives of the legal acts adopted recently.

Summarizing the information, President Serdar Berdimuhamedov emphasized the significance of proper preparation for the upcoming meeting of the Halk Maslakhaty. At the same time, the head of state noted the importance of continuing work to improve the country’s legislation.

At the same time, it was informed about the meeting held with the new head of the UN Children’s Fund Representative Office in our country, about the participation of Mejlis Deputies in an event, dedicated to the preparation for the Memorandum on the rules of foreign trade in Turkmenistan, a seminar organized by the OSCE Center in Ashgabat, as well as in various actions to explain to the population the key tasks arising from the National Program for the Socio-Economic Development of the Country, the socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, and the goals of the adopted legislative acts. Noting that the development of new draft laws that meet the requirements of the time is among the important tasks of today, President Serdar Berdimuhamedov emphasized the need to continue work in this direction.

It was informed about the participation of national parliamentarians in seminars organized by the representatives of the Children’s Fund and the UN Population Fund, the International Organization for Migration, the OSCE Center in Ashgabat together with government agencies of our country. In addition, a representative of the Mejlis was delegated to the forum held in the Hague (Holland) under the auspices of the Organization for Security and Cooperation in Europe.

In addition, it was reported that people’s representatives take part in events to explain to the general public the key tasks set by the head of Turkmenistan to the industries at an expanded meeting of the Cabinet of Ministers, the main goals of the socio-economic transformations being implemented, the socio-political significance of the 33rd anniversary of the sacred independence of the Homeland.

The credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Nicaragua to our country were accepted. During the meeting with an international UN expert, an overview of the work being carried out within the framework of the “Framework program for cooperation in the field of sustainable development between Turkmenistan and the United Nations for 2021–2025” was given. Deputies of the Mejlis took part in events organized by the relevant government agencies of the country together with the UN Children’s Fund and the OSCE.

In addition, national parliamentarians went on official trips to Tashkent (Republic of Uzbekistan), Minsk (Republic of Belarus), Vienna (Republic of Austria), and became delegates to the 31st annual session of the OSCE Parliamentary Assembly, which was held in Bucharest (Romania).

At the same time, information was given about the participation of people’s representatives in events to explain to the general population the main aspects of the state policy of the independent Homeland, the historical and socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi,” as well as the goals of the adopted legislative acts.

Thus, credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to our country were accepted. At the same time, meetings were held with a delegation led by the Chairman of the Upper House of Parliament of the Republic of Zimbabwe and with the Special Representative of the European Union for Human Rights.

The Head of the Parliament also reported on a special forum “Historical and cultural values that unite peoples”, held via videoconference, dedicated to the 300th anniversary of the birth of the outstanding philosopher of the East, poet Magtymguly Fragi.

Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of preparing new laws that are in demand by the time, which should also reflect the key priorities of the domestic and foreign policy implemented by the Turkmen state. In this regard, the need to carry out appropriate work in this direction was noted.

В данной связи сообщалось о подготовке проекта новой редакции Гражданского кодекса, а также о внесении изменений и дополнений в Бюджетный и Санитарный кодексы, в Законы «О физической культуре и спорте», «О государственной научно-технической политике», «О семеноводстве».

Вместе с тем прозвучала информация о том, что принята верительная грамота от Чрезвычайного и Полномочного Посла Австралийского Союза в нашей стране.

Наряду с этим состоялась встреча с заместителем Председателя Совета Федерации Федерального Собрания Российской Федерации, в ходе которой были рассмотрены перспективы развития взаимовыгодных межпарламентских связей и в области законотворчества, а также организационные вопросы проведения очередного Межпарламентского форума стран Центральной Азии и РФ. В рамках встречи с полпредом Исламской Республики Пакистан обсуждены возможности наращивания сотрудничества между парламентами двух государств.

Сообщалось, что представители Меджлиса приняли участие в форумах по выполнению международных конвенций по правам женщин и молодёжи и глобальным вопросам макроэкономической стратегии, организованных Региональным центром Организации Объединённых Наций по превентивной дипломатии для Центральной Азии, Фондом народонаселения и Азиатским банком развития совместно с соответствующими госорганами нашей страны.

Народные избранники также участвуют в мероприятиях по разъяснению среди широких слоёв населения целей и задач внутренней и внешней политики, действующих законов, национальных программ социально-экономического развития Отчизны, общественно-политического значения года «Кладезь разума Махтумкули Фраги».

Резюмируя прозвучавшую информацию, Президент Сердар Бердымухамедов акцентировал внимание на важности подготовки проектов новых правовых актов, отвечающих требованиям времени. Эти законы должны отражать цели развития нашей страны, сказал глава Туркменистана, отметив необходимость проведения эффективной работы в данном направлении.

At the same time, a meeting was held with a delegation led by the Deputy Minister of Foreign Affairs of the Republic of Iraq, during which the prospects for further development of bilateral cooperation through parliamentary diplomacy were discussed. Representatives of the Mejlis went on official trips to the Republic of Kazakhstan, Estonia and the Republic of Tajikistan in order to study best practices in legislative activities.

Summarizing the information, President Serdar Berdimuhamedov noted the need to further improve the country’s legal framework and carry out effective work to prepare new bills that meet modern requirements.

Continuing the meeting, the head of state emphasized the importance of proper preparation for the elections of deputies of the Mejlis of Turkmenistan scheduled for July 7 of this year to replace those who retired.

В настоящее время Рабочей комиссией совместно с представителями министерств и отраслевых ведомств приводятся в соответствие реалиям времени действующие законы в области защиты прав и законных интересов граждан, в сферах сельского хозяйства, ­науки, здравоохранения, физкультуры и спорта, внешнеполитической деятельности.

В отчётный период для слушателей Академии государственной службы при Президенте Туркменистана был организован семинар о современных методах и принципах законотворчества.

С начала года по поручению Президента Туркменистана приняты верительные грамоты от шести Чрезвычайных и Полномочных Послов государств, аккредитованных в нашей стране. В целях укрепления отношений с зарубежными парламентами и международными организациями проведено 20 встреч. Депутаты приняли участие в совместных с авторитетными структурами 49 семинарах по вопросам совершенствования законодательной деятельности и обеспечения реализации госпрограмм. В рамках изучения передового опыта в области законотворчества состоялось 15 служебных поездок представителей Меджлиса за рубеж.

Отметив, что за январь–май текущего года в рамках совершенствования правовой базы принято 9 законов Туркменистана, в ряд законов внесены изменения и дополнения, Президент Сердар Бердымухамедов сделал акцент на необходимости дальнейшей модернизации национального законодательства.
