Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, at which the results of the work carried out in sectors of economy for two months were summed up as well as a number of other issues concerning the life of the country, were discussed.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out within further improvement of the national legislation, was the first to take the floor. 

As she informed, according to key aspects of the realised state policy, with a view of protection of the rights and freedom of citizen, family values, development of drafts of new editions of the Civil Code and the Law of Turkmenistan «On court», the bill «On the uniform state register of voters» is carried out at present. Besides it, amendments and additions are made to Criminal Code, Code of Arbitration Procedure, Code of Criminal Procedure, Code of Civil Procedure, Laws «On administrative procedure», «On motor transport» as well as to a number of operating legal acts connected with the strengthening of legal basis of development of various spheres and digitalization.

During the considered period work on further promotion of mutually beneficial relations with international organisations and various states continued. So, credentials from Ambassadors Extraordinary and Plenipotentiary of Canada and the Republic of Guatemala to our country were received, 11 meetings with representatives of parliaments of foreign countries and some foreign diplomatic missions accredited in Turkmenistan were held. 

Along with it, deputies and specialists of the Mejlis took part in 18 seminars concerning improvement of legislative activity, organised by corresponding ministries and sectoral departments of the country together with international structures.

As she informed, elected representative of the people together with representatives of political parties, public associations participate in various actions, meetings, forums and appear in the mass media for explanation of historical, political significance of the International year of peace and trust, the 30th anniversary of permanent neutrality of our fatherland and new legal acts to various strata of society.

Summing up the information, head of the state Serdar Berdimuhamedov noted that laws passed will promote further development of our sovereign fatherland and improvement of well-being of people. In this connection, necessity of continuation of work on perfection of legislation of the country according to realities of the time was underlined.

On behalf of Hero-Arkadag the invitation to the International forum on the occasion of the glorious 30th anniversary of permanent neutrality of our fatherland, which will take place in Ashgabat in December of the current year was given to the Turkish leader. The head of the friendly country, with gratitude having received the invitation, noted similarity of positions of two states in maintenance of global and regional security and sustainable development. President Recep Tayyip Erdogan also underlined that Turkiye supported the Resolution of General Assembly of the United Nations on announcement of 2025 as «International year of peace and trust». The Turkish leader emphasised a historical significance of the speech of Hero-Arkadag at the Antalya diplomatic forum in March 2024.

Besides it, within the visit negotiations with Chairman of the Grand National Assembly of the Republic of Türkiye in which importance of joint efforts in intensification of relations between Inter-parliamentary groups of friendship was pointed out, profile committees, young and women-members of the parliament that urged to render a big assistance to cooperation development between two brotherly countries in the area of legislature took place.

Taking an opportunity, the Chairwoman of the Mejlis expressed warm gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for created possibilities for wide propaganda at international level the internal and foreign policy of our country as well as for the working visit of the Turkmen delegation to the Republic of Türkiye.

In addition to it, she informed on preparation for ceremonies for mothers with many children, who were awarded the honorary title of «Ene mähri», and keys to apartments.

Первой выступила Председатель ­Меджлиса Д.Гулманова, проинформировавшая о работе, ведущейся в целях обеспечения дальнейшего развития страны, успешной реализации принимаемых программ, улучшения благосостояния народа, модернизации национального законодательства согласно реалиям времени.

Как сообщалось, в соответствии с требованиями современности вносятся изменения и дополнения в ряд действующих законов, связанных с защитой прав граждан, совершенствованием деятельности судебных органов, автомобильным транспортом, укреп­лением правовых основ работы некоторых отраслей.

Вместе с тем прозвучала информация, что в рамках развития взаимодействия с зарубежными странами и международными организациями принята верительная грамота от Чрезвычайного и Полномочного ­Посла Республики Гватемала, а также состоялись встречи с полпредом Республики Беларусь, советником по политическим вопросам Посольства США в Туркменистане, руководителем Департамента обеспечения работы Совета по правам человека и договорных органов Управления Верховного комиссара ООН по правам человека.

Наряду с этим депутаты Меджлиса принимают участие в мероприятиях, нацеленных на освещение успехов Отчизны, достигаемых благодаря правовому статусу постоянного нейтралитета, общественно-политического значения выдвигаемых международных инициатив во имя благополучия и счастливой жизни всего человечества.

Резюмируя информацию, Президент Сердар Бердымухамедов подчеркнул, что в целях дальнейшего развития страны важно совершенствовать национальное законодательство в соответствии с требованиями времени, вносить изменения и дополнения в действующие правовые акты.

At the same time, she informed that proceeding from national experience and standard norms of the international law, the revised edition of the Civil Code, the draft of the Law “On the Unified State Register of Voters” are developed and amendments and additions are made to the Criminal, Administrative Procedure,  Criminal Codes,  Code of Civil Procedure, Laws of Turkmenistan «On Administrative proceedings» as well as a number of legal acts in force in connection with regulation of transformations, realised in separate branches of economy.

Besides it, workshops on improvement of the professional level of civil servants of state institutions for students of the Academy of Civil Service under the President of Turkmenistan were organised with participation of deputies.

As she informed, credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of Canada were received. On the margins of enhancement of inter-parliamentary relations and expansion of cooperation with international organisations, 3 meetings were held.

In addition to it, deputies of the Mejlis took part in 8 seminars on issues of modernisation of legislative activity and maintenance of implementation of state programs organised by corresponding establishments of the country jointly with structural divisions of the United Nations and authoritative international organisations.

She also noted that elected representatives of the people carry out proper work with a view of fulfilment of instructions for improvement of law-making given by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag at the meeting of the State organising committee as well as hold explanatory actions of the significance of the motto and emblem of the International year of peace and trust.

At present, guided by the goals put by the head of the state, on the basis of provisions of the Constitution of Turkmenistan and generally recognized norms of international law, the parliament works upon drafts of the Civil Code of Turkmenistan in the new edition and the Law of Turkmenistan « On the Unified State Register of Voters».

Besides it, with a view of legal regulation of the issues connected with protection of human and civil rights and freedoms, improvement of activity of judicial bodies, rules of administrative procedures, it is planned to make relevant amendments and additions to a number of codes and other legal acts in force.
