Этот праздник символизирует огромное доверие, высокое уважение и безграничную заботу о военнослужащих и сотрудниках военных и правоохранительных органов, защищающих священную независимость родной Отчизны, её суверенитет, территориальную целостность, конституционный строй, незыблемость Государственной границы, обеспечивающих безопасность страны, общественное спокойствие, исполнение национального законодательства и правопорядок.

В 2025 году наш народ отметит 30-летие постоянного нейтралитета, дважды признанного Организацией Объединённых Наций. В данной связи в текущем году будет проводиться большая работа, направленная на широкую популяризацию значимости и содержания нашего постоянного нейтралитета, составляющего основу внешнеполитической стратегии страны, базирующейся на принципах миролюбия, а также крупномасштабные международные мероприятия, которые соберут представителей мирового сообщества.

В целях достойного прославления знаменательной даты – важного исторического события мы провозгласили 2025 год «Международным годом мира и доверия». В этом гордом девизе отражены принципы миролюбия, солидарности, доверия и гуманизма наших славных предков.

В нынешнем году перед нами стоят такие важные задачи, как активизация усилий по укреплению мира и доверия во всём мире.

Отважные сыны дорогой Отчизны!

Родина – самое ценное наследие славных предков. Бдительно стоять на страже Отечества – священный долг и высокая честь для каждого туркмена. Золотой осенью года «Кладезь разума Махтумкули Фраги» был сдан в эксплуатацию комплекс новых зданий 1-й Специализированной военной школы имени Бердымухамеда Аннаева Министерства обороны Туркменистана.

Этот современный комплекс зданий военной школы позволит успешно выполнять такие важные задачи, как подготовку бесстрашных защитников Отчизны, готовых всегда стоять на защите её спокойствия и процветания, образованных и просвещённых, верных военному делу. Твёрдо уверен, что этот военный учебный центр внесёт весомый вклад в патриотическую подготовку компетентных, высококвалифицированных командиров.

Мужественные защитники Отечества!

Гордо пройдя маршем на торжественном военном параде, проведённом в ознаменование славного 33-летия независимости Туркменистана, вы продемонстрировали всему миру готовность надёжно защищать наше независимое нейтральное государство, и что вы являетесь достойными потомками таких отважных сынов, как Огуз хан, Байрам хан, Тогрул бек, Чагры бек, Алп Арслан, Султан Санджар и Султан Джелалетдин. В будущем вы должны превыше всего ставить долг по защите Родины, осваивать достижения военной науки и искусства, своим патриотизмом и преданностью заслужить высокую честь.

Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of corresponding issues of state life.

Chairwoman of the Mejlis D.Gulmanova was the first to take the floor and informed on the legislative activity carried out by the related legislative body.

As she informed, at present, the working group created in the Parliament develops the bills aimed at legal support of various branches of economy, social policy, and protection of the rights, freedom and legitimate interests of the individual, improvement of election system according to adopted programs for social and economic development of our fatherland.

She also received the credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of Canada, meetings with plenipotentiaries of Uzbekistan and Armenia to discuss issues of expansion of cooperation between the friendly countries, based on principles of equality and trust.

Summing up the information, head of the state Serdar Berdimuhamedov noted importance of development of modern laws hereinafter.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the draft of the  «Program of social and economic development of Turkmenistan and investments in for 2025», prepared proceeding from the «Program of the President of Turkmenistan for  Socio-Economic Development of the Country in 2022–2028», «National program of the President of Turkmenistan on the transformation of the social and living conditions of the population of villages, towns, cities of districts and district centres for the period up to 2028» and the state budget of the current year.

According to the given Program, in 2025 it is planned to adopt the measures aimed at maintenance of stability of macroeconomic indicators, rate of increase of gross national product, diversification of spheres of national economy and strengthening of economic power of the country. At the same time, it is planned to provide dynamical development of branches, to raise the level of industrial-innovative development, to achieve full involvement of capacities of industrial enterprises and to create new workplaces in regions.

Increase of competitiveness of national economy at the expense of development of export oriented and import replacing production, increase in foreign trade turnover, enhancement of manufacture of non-polluting, high-quality agricultural and other production, realisation of measures for maintenance of food safety and preservation of the environment, further introduction of modern digital technologies and «green economy», improvement of quality of services rendered to the population in various spheres were outlined as basic goals. 

As he informed, they will work on formation of favourable business environment by means of further development of small and medium size businesses and perfection of state-private partnership, intensification of investment policy, and modernisation of legislative basis for attraction of investments into the country and support of investors. In addition to it, it is expected to adopt measures on maintenance of social security of the population, increase in incomes and improvement of social standards of living of citizens.

The Deputy-Chairman of the Cabinet also reported that in the draft of the Program outlines macroeconomic indicators, production plans by all branches of economy, the work planned to fulfil in 2025, indicators of social and economic development of velayats, Ashgabat and Arkadag cities. In this connection, he provided concrete figures and volumes of investments planned to be implemented.

Having heard the report, President Serdar Berdimuhamedov pointed out that the country realizes a large-scale activity to maintain stable development of economy, creation of modern manufactures in all branches and increase of social standards of living of the population. He also underlined necessity of successful continuation of these transformations in the International year of peace and trust.

Having approved the draft of the «Program of social and economic development of Turkmenistan and investments in 2025», prepared with a view of further prosperity of our fatherland, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work.

Deputy-Chairman of the Cabinet B.Amanov who spoke then, reported on the course of modernisation of oil refining factories of Türkmennebit State Concern.

As he reported, necessary work is carried out at the Turkmenbashi oil refinery complex and Seydi oil refinery factory with a view of oil refining, uninterrupted supply of internal consumers with oil products and rise of volumes of their export to foreign markets according to instructions given by the head of Turkmenistan for effective utilisation of capacities of profile enterprises.

In this regard, he submitted the related proposal for consideration of the President of the country.

Having heard the report, the head of the state underlined that the country attaches a great significance to development of petrochemical industry and modernisation of oil refinery factories according to realities of the present time.

Having approved the proposal prepared with a view of supply of internal consumers and foreign markets with oil products in sufficient volumes, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet relevant instructions.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of work in the agricultural complex and in velayats of the country.

As he reported, they get ready cultivated areas to be sown with cotton for the sowing season, in particular, they level, harrow and ridge fields and provide due care after wheat fields according to agro-technical standards. With a view of enhancement of food safety of the country, appropriate measures are taken to prepare fields in regions for the sowing of potato and others vegetables and gourds.

Along with it, proper work is carried out to develop animal industries, increase in the livestock of cattle and volumes of output and ensure due feeding and warm wintering of cattle in cattle-breeding economies.

Besides it, they work for further improvement of water supply of farmland, rational and effective utilisation of water resources, and proper maintenance of ameliorative condition of fields.

According to the National forest program of Turkmenistan, they conduct scientific-experimental work in experimental fields to reproduce rare and valuable species of plants in state natural reserves and distribute them in their native habitat. At the same time,  they carry out scientific researches on protection of wild animals, migratory and wintering birds in our country, registration and increase in the total number of rare species.

Summing up the report, President Serdar Berdimuhamedov made an emphasis on necessity to hold complex development of the agricultural sector and strengthening of its material and technical basis in the centre of constant attention. He also underlined importance of conduction of corresponding agro-technical activities in the fields to be sown with cotton and adoption of measures to provide due care of wheat fields.

In bio-enterprises located in velayats, it is necessary to carry out repairs and to organise their activity according to realities of the time and continue purposeful work for preservation and scientific study of the plant and animal life of the country, the head of the state noted and gave the Deputy-Chairman of the Cabinet relevant instructions.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the draft of the «Program of social and economic development of Turkmenistan and investments in 2025».

As he marked, in the Era of Revival of the new epoch of the powerful state, the country successfully implements the new town-planning policy. Large-scale investments are made to construct buildings and various facilities with use of advanced world technologies and all conditions for development of the construction sphere.

According to instructions of the President of the country, the Ministry of Construction and Architecture, Ministry of Finance and Economy together with other ministries, departments, khyakimliks of velayats, Ashgabat and Arkadag cities the draft of the «Program of social and economic development of Turkmenistan and investments in 2025» was developed.

So, in the current year investments will be made for realisation of national and regional projects such, as development of the following turn of the gas deposit «Galkynyş», construction of gas compressor station «Şatlyk-1», the site of the gas pipeline Serhetabat-Herat called «Arkadagyň ak ýoly» and an important part of the gas pipeline Turkmenistan-Afghanistan-Pakistan-India, combined steam gas power station with a capacity of 1574 megawatts in Balkan velayat, a new international airport in the settlement of Jebel, Ashgabat-Turkmenabat international high-speed highway, a bridge over the gulf of Garabogazkol. The special attention will be given to implementation of one of the largest projects in the region - the second phase of construction of Arkadag city.

For the purpose of improvement of living conditions of the population of the country the investment will be also made for construction of apartment houses, establishment of public health services, high schools and kindergartens, highways, systems of water and gas, electric supply and communication, water-purifying constructions.

In the given context, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov marked that in the International year of peace and trust our country successfully realises the town-planning policy, great volumes of investments are made to construct of different buildings and facilities.

In this connection, the head of the state instructed him to keep construction of projects outlined in the draft of the project «Program of social and economic development of Turkmenistan and investments in 2025» and observance of their quality under control.

Deputy-Chairman of the Cabinet N.Atagulyev reported on the work carried out to improve the material and technical equipment of the enterprises of textile industry.

As he marked, the Ministry of Textile Industry possesses tens of establishments-enterprises and carries out necessary measures to increase their industrial potential.

In this connection, the Deputy-Chairman of the Cabinet submitted the corresponding proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined that successful realisation of the government programs aimed at industrial development of the country proceeds. At the same time, he noted that textile industry is one of the priority sectors of national economy. Having approved the proposal  prepared with a view of enhancement of the material and technical basis of the sector, increase in its capacity, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the draft of the Government program of development of the library sphere of Turkmenistan for 2025-2029, developed according to laws of Turkmenistan «On culture» and «On libraries and library science» and other standard legal acts.

As she reported, implementation of the given Program will have a huge significance in perfection of library activity according to achievements of world science, scientific and technical progress and national principles. In particular, publication and distribution of popular books, educational-methodical and scientific literature, and works of art, encyclopaedias and dictionaries are planned at the expense of publishing production stored in funds of libraries. 

Realisation of the measures planned by the State program, urged to promote improvement of quality of the services rendered to the population by libraries, expansion of possibilities for education, development activities of libraries of Turkmenistan at the international level, strengthening of the role of culture in social and economic prosperity of our independent fatherland. In this regard, the Deputy-Chairwoman of the Cabinet submitted the draft of the corresponding Resolution for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov noted importance of further development of the national library sphere, introduction of innovations. Thus, a special role is given to the uniform system of electronic library created in central libraries.

Having signed the Resolution «On approval of the Government program of development of the library sphere of Turkmenistan for 2025-2029», the head of the state sent the document online to the Deputy-Chairwoman of the Cabinet and instructed her to ensure its proper fulfilment.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the course of realisation «Concepts of improvement of teaching of foreign languages in Turkmenistan».

As she noted, complex work is carried out to teach the younger generation foreign languages.

As she reported, this Concept was implemented in three stages. As a result, educational institutions have created the system of consecutive and interconnected teaching of foreign languages. On the basis of major languages recognised by the United Nations Organization, and in Turkmen electronic dictionaries, mobile appendices were developed, textbooks were published. In educational centres of the country, special preparatory courses for receiving international certificates were adjusted.

At the same time, within implementation of the Concept cooperation with leading higher educational institutions of foreign countries and international educational centres is successfully developed. With use of the innovative method corresponding to the world standards, in 2024 in Turkmenistan monitoring of assessment of level of learning of foreign languages was carried out. By its results, the final international scientific conference was organised.

Having heard the report, the head of the state noted successful realisation of reforms in the country in the sphere of education. Having stated necessity of introduction of innovative methods and technologies, further perfection of teaching of foreign languages in educational institutions, supply of new textbooks, the President of Turkmenistan gave the Deputy-Chairwoman of the Cabinet a number of concrete instructions.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs  R.Meredov took the floor and reported on results of visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov to the Principality of Monaco, which took place on January 19-20.

This year - the International year of peace and trust – marks the 10th anniversary of establishment of diplomatic relations between the two countries and this visit attached a special significance to it. In the given context, he noted that Monaco supports the initiatives of neutral Turkmenistan, which were put forward in the United Nations in interests of universal peace and sustainable development.

During the meeting, which took place on January 20, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov priority areas of bilateral relations and topical issues of global challenges were discussed with Prince of Monaco Albert II. Adherence of the parties to expansion of constructive cooperation, including within the authoritative international structures was thus confirmed. An emphasis was also made on the Resolution of the General Assembly of the United Nations Organization initiated by Turkmenistan «2025 - the International year of peace and trust» in which a number of large actions is planned.

In this connection, Hero-Arkadag invited Prince Albert II to take part in the upcoming forum in Ashgabat devoted to the International year of peace and trust and the 30th anniversary of neutrality of Turkmenistan. The invitation with gratitude was accepted.

Issues of expansion of interstate interaction, including in the field of preservation of the environment where Turkmenistan and Monaco act with important initiatives became a subject of interested discussion at negotiations. The great attention was also given to the humanitarian dialogue. In the given aspect, prospects of adjustment of contacts between the Princess Grace Foundation and the Charitable Foundation for Assistance to Children in Need of Care named after Gurbanguly Berdimuhamedov were marked.

Continuation of partnership in the space sphere was also designated among priority vectors of cooperation.

It was underlined that Turkmenistan and Monaco carry out the vigorous activity on development of sports and the Olympic movement on the world scene that causes ample opportunities for fruitful interaction.

In the context of discussion of issues of enhancement of cooperation in the area of culture and art, successful performance of the national equestrian games group «Galkynyş», which won the golden prize at the International Circus Festival in Monte-Carlo and special awards was especially noted. It is a clear result of large-scale activity of Hero-Arkadag on development of national equestrian sport and circus art, which has attained world level.

It was in this connection underlined that this visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov will allow bringing out relations between Turkmenistan and European countries, in particular, with the Principality of Monaco, to a qualitatively new level.

Summing up the report, President Serdar Berdimuhamedov pointed out a great significance given to development of cooperation of our fatherland with world states, including with the Principality of Monaco, having stated presence of big prospects for strengthening and expansion of this interaction. In the given context, the head of Turkmenistan underlined importance of adoption of relevant measures to promote bilateral partnership.

Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on the work carried out to further improve the legal basis of domestic diplomatic service and further strengthening of contract-legal basis of international cooperation of Turkmenistan.

In the given area, consecutive measures are taken to modernise the profile legislation. In this connection, for consideration of the head of the state proposals on development of Provisions «On permanent missions of Turkmenistan at international organisations» and

«On the press attaché at diplomatic representatives of Turkmenistan abroad» and «Regulations of practice of the State protocol of Turkmenistan» were submitted.

As he marked, at present, our country is the participant of 189 multilateral international documents, which include conventions, agreements, contracts, protocols of the United Nations Organization and other authoritative structures.

This year it is planned to carry out work on joining of Turkmenistan a number of international documents, in particular, the Global Convention on Recognition of Qualifications concerning Higher Education of 2019 and International Plant Protection Convention of 1952.

For years of independence, thousands of bilateral and multilateral documents were signed between Turkmenistan and foreign countries. Diplomatic relations with 156 states of the world are at present maintained. In this context, it is proposed to undertake appropriate steps on preparation of drafts of documents, which will be signed within the visits of the President of Turkmenistan abroad and visits of heads of foreign states to our country.

It is planned to intensify development of drafts of bilateral and multilateral documents at interstate, intergovernmental and interdepartmental levels in various areas. Besides it, the proposal on perfection of legal basis of inter-parliamentary relations was sounded. Proceeding from it in February of the current year it is proposed to hold an interdepartmental working meeting on corresponding issues.

Having heard the report, President Serdar Berdimuhamedov noted that as the primary goal of diplomatic service of the country establishment of interaction with foreign states and international organisations acts. In this regard, necessity of further perfection of its legal basis was stated.

Having underlined importance of work on strengthening of contract-legal basis of international cooperation of Turkmenistan and having approved the prepared proposals in this area, the head of the state gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs corresponding instructions. 

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the activity carried out to promote partnership with international organisations for development of digitization in the communication sphere.

As he marked, Turkmenistan since 1993 is a member of the World Postal Union. The given organisation provides use of digital system «International Postal System» (IPS) for all post operators for simplification of operations of international postal exchange. The system includes the software allowing operatively operating by mail exchange of electronic data.

Connection of appointed post operators of the country to the given system will promote increase of its competitiveness at the international level and development of electronic trade.

In this connection, the Director General of the Agency submitted the relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov marked that in our country the great attention is given to development of digital system, realisation of mutually beneficial cooperation with profile international organisations, including with the World Postal Union.

Importance of use of possibilities of digital system for conformity to the international requirements of post services, increase of professionalism of experts was thus underlined. Having approved the proposal on joining of companies of mail service of «Türkmenpoçta» of "Türkmenaragatnaşyk" agency the international digital system of the World Postal Union, the head of the state instructed the head of the Agency to carry out corresponding work in this area.

At the meeting a number of other issues of state life on which appropriate decisions were made, were also considered.

Concluding the regular online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.

On January 23, 2025, President of Turkmenistan Serdar Berdimuhamedov received the Director General of the Olympic Council of Asia, President of the World Aquatics Organization Husain Al-Musallam.

Having expressed sincere gratitude to the head of state for the time devoted to the meeting, the guest noted that the Olympic Council of Asia highly appreciates Turkmenistan’s efforts to develop sports. Husain Al-Musallam also expressed words of gratitude to the President of the country for his support in developing the Olympic movement and training international athletes.

Having welcomed the Director General of the Olympic Council of Asia, President Serdar Berdimuhamedov expressed confidence that his current visit would give impetus to the further development of cooperation between Turkmenistan and the Council.

As was noted during the meeting, the development of physical culture and sports, as well as broad international cooperation in this area are among the priorities of the state policy of our country. In this area, the country cooperates with the International Olympic Committee, the Olympic Council of Asia, specialized federations and other authoritative international organizations, which is a clear confirmation of Turkmenistan’s broad support for sports diplomacy.

Examples of cooperation include the successful holding of the 5th Asian Indoor and Martial Arts Games, the “Amul-Khazar 2018” international rally along the ancient Great Silk Road, as well as the World Weightlifting Championships.

Along with this, the importance of the Resolution adopted in 2018 by the United Nations General Assembly at the initiative of Turkmenistan on declaring June 3 of each year “World Bicycle Day” was emphasized.

The interlocutors also discussed the development of water sports in Turkmenistan, which are widespread throughout the world and contribute to the education of physically strong and healthy young people.

At the end of the meeting, President of Turkmenistan Serdar Berdimuhamedov expressed gratitude to the Director General of the OCA, President of the World Aquatics Organization Husain Al-Musallam for his great personal contribution to the development of cooperation between Turkmenistan and the Olympic Council of Asia, as well as for the constant support of our country’s initiatives in this direction, wishing the guest good health and success in his work.

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held an enlarged visiting session of the State Security Council to sum up the work of the country’s military and law enforcement agencies for 2024, and define the main tasks facing these agencies for the current year.

The first to speak was Secretary of the State Security Council, Minister of Defense B.Gundogdyev, who reported on the practical steps taken last year to implement the Armed Forces Development Program, the widespread introduction of a digital system, increasing the professionalism of career officers, and improving the social and living conditions of military personnel. A report was also made on the work done to discharge and conscript citizens of Turkmenistan for military service and preparations for the upcoming Defenders of the Fatherland Day.

After hearing the report, President Serdar Berdimuhamedov noted that in 2024, comprehensive activities were carried out to strengthen the power and material and technical base of the Armed Forces of the country. The corresponding work was carried out to strengthen the defense capability of the Fatherland, the head of state said, stating that in 2025, the improvement and development of the Armed Forces will continue.

Among the priority tasks, provision of the Armed Forces with advanced military equipment and means, training in accordance with the realities of the time of officers and qualified specialists in the military sphere, possessing skills in working with innovative technologies, were identified. The Secretary of the State Security Council, the Minister of Defense was also instructed to keep under control the issues of further strengthening the material and technical base of the military formations of the Armed Forces and improving the social and living conditions of military personnel.

Prosecutor General B. Muhamedov reported on the results of the work executed in 2024, the measures taken to improve the activities of the accountable agency through the use of modern practices and a digital system, as well as the progress of modernization of the material and technical base, the conditions created for the fruitful service and life of the employees of the prosecutor’s office and their family members.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country, among the key tasks of this structure, identified the implementation of proper prosecutorial supervision over the implementation of laws and the legality of legal acts, as well as effective work to prevent offenses. An important requirement is also the implementation within the established time frame of the activities envisaged by the Program for the Development of Prosecutor’s Office Bodies for 2022-2028 and the corresponding Plan, the head of Turkmenistan emphasized, addressing specific assignments to the head of the Prosecutor General’s Office.

The Minister of Internal Affairs M. Hydyrov, who spoke next, reported on the results of the work done in 2024 to maintain public order in the country, combat crime and suppress violations of the law. Separate topics of the report were the issues of equipping subordinate structures with the latest technology and a digital system, preventive measures organized to ensure compliance with fire safety and road traffic rules. It was also informed on modern facilities of specialized departments commissioned in the past year and at the beginning of 2025 in the country’s velayats.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to further improve the activities of internal affairs agencies, including road supervision and fire safety services. In this regard, it was noted that explanatory work should be carried out on compliance with road safety rules and fire safety measures.

At the same time, attention was focused on the importance of modernizing the material and technical base of the department, introducing a digital system and best practices in all departments. The Supreme Commander-in-Chief of the Armed Forces of the country also addressed a number of specific instructions to the Minister on the implementation and further work aimed at improving the housing and living conditions of the employees of the Ministry of Internal Affairs.

Chairman of the Supreme Court B.Hojamgulyev reported on the results of the activities of the accountable structures for the past year, the practical steps taken to fulfill the instructions of the President of Turkmenistan on the use of a digital system in judicial work. A report was also made on the solution of the tasks set in the relevant Development Program and the organized events to improve the qualifications of judges.

Summarizing the report, the head of Turkmenistan noted the importance of paying special attention to the selection of highly qualified specialists. Having ordered to constantly improve the professionalism and level of knowledge of judicial officers, President Serdar Berdimuhamedov instructed the head of the Supreme Court to regularly hold events to explain national legislation to the general public and improve the legal literacy of the population. He also gave instructions to monitor the timely implementation of the Program for the Development of the Judicial System of Turkmenistan for 2022-2028.

Then, the Minister of National Security N. Atagarayev reported on the results of the work done last year and the measures taken to maintain peace and tranquility in the country. It was also reported on the progress of introducing modern methods and advanced technologies into the activities of the units to effectively solve the tasks set before the department.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country focused on long-term plans. It is necessary to continuously improve measures to ensure reliable protection of the country’s national security, noted President Serdar Berdimuhamedov, addressing specific instructions to the minister.

Then the head of the State Border Service Ya. Nuryev reported on the results of the work of the subordinate formations over the past year, as well as the consistent steps taken on the commissions of the head of Turkmenistan to technically re-equip the border units and create appropriate conditions for the fruitful service and life of the defenders of the Fatherland.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that the State Border of independent neutral Turkmenistan is the guarantor of good-neighborly relations of the sovereign Fatherland with neighboring and other countries. Speaking about the importance of ensuring reliable protection of sacred borders, further improving the activities of the Border Troops, and consistently modernizing the material and technical base of the department, President Serdar Berdimuhamedov instructed the head of the Service to keep in the focus of attention issues connected with improving the social and living conditions of military personnel and their families.

Then the Minister of Justice M. Taganov reported on the results of activities for 2024, the progress of improving the national legislative framework in accordance with the requirements of the time, and the introduction of a digital system. A report was also made on the organization of information and explanatory work with citizens on issues of rights and obligations, and the provision of appropriate legal assistance to the population.

After hearing the report, President Serdar Berdimuhamedov emphasized that effective work should be carried out to bring the legislative system into line with generally accepted norms of international law. The draft regulatory legal acts developed by government agencies must comply with the provisions of the Constitution and current laws of Turkmenistan, the head of state noted, addressing a number of specific instructions to the minister.

Chairman of the State Customs Service M.Hudaykulyev reported on the activities over the past year, the implementation of the instructions given by the Supreme Commander-in-Chief of the Armed Forces of the country to strengthen the material and technical base. A report was also made on the practical steps taken to effectively implement the Development Program of the department.

Summarizing the report, the head of Turkmenistan noted that the growth of trade turnover in the country, the expansion of the transport and logistics potential of the Fatherland requires the organization of customs work at a high level, the implementation of proper customs control. In this regard, emphasis was placed on the need to further improve activities in this area.

Focusing on the Service’s long-term objectives, President Serdar Berdimuhamedov ordered to keep under control the issues of technical re-equipment of customs terminals through modern control and surveillance equipment, increasing their throughput capacity, and expanding international cooperation with relevant structures.

Then the Chairman of the State Migration Service A. Sazakov reported on the results of work over the past year, the measures taken to successfully solve the tasks set before the department. A report was made on the progress of implementing the relevant Development Program, creating appropriate conditions for the fruitful service of employees, and increasing their professionalism. A report was also made on the regional ministerial conference “Eradicating Statelessness in Central Asia” held in November 2024 in Ashgabat, dedicated to summing up the results of the global campaign in Central Asia.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that it is necessary to continuously improve the activities of the department and the migration services provided. Having identified among the main areas of activity the modernization of the material and technical base in accordance with the realities of the time, strengthening international cooperation, improving the conditions of service and life of employees, the head of Turkmenistan addressed the head of the Service with instructions regarding personnel training.

Then, addressing the participants of the meeting, the President of the country noted that in accordance with the Military Doctrine, which is purely defensive in nature, an independent, permanently neutral state carries out targeted work to ensure high-level security and integrity of the Fatherland, strengthen its defense capability, and improve the social and living conditions of servicemen and their families. As emphasized, work in this direction will be continued in the future.

Every year in our country on January 27, in a solemn atmosphere, the Day of Defenders of the Fatherland is celebrated, the head of state said. This holiday is a vivid testimony of the great trust, boundless respect shown to military personnel and employees of military and law enforcement agencies, and the care shown for them.

The sacred duty of every defender of the Fatherland is devoted service to the Motherland, reliable protection of its sacred independence, sovereignty, territorial integrity and constitutional order, ensuring the rule of law, rights, freedoms and legitimate interests of a person and citizen, as well as protecting the interests of society and the state.

Taking this opportunity, the President of the country cordially congratulated the military personnel and employees of the military and law enforcement agencies on the upcoming Defenders of the Fatherland Day.

National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov during his visit to the Principality of Monaco met with the head of the French company «Bouygues» Martin Bouygues.

National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov during his visit to the Principality of Monaco held meeting with the Prince of Monaco Albert II on January 20.

The present visit of Hero-Arkadag, which is held in the International Year of Peace and Trust, has a crucial significance in the light of further strengthening of the interstate dialogue.

As known, diplomatic relations between Turkmenistan and the Principality of Monaco were established in 2015. This year, which marked the 30th anniversary of neutrality of our fatherland, the 10th anniversary of their establishment is celebrated. It is remarkable that during the past time Monaco has consistently supported the initiative set forward by our country on the margins of the United Nations Organization in interests of global peace and sustainable development.

Speaking of the trade and economic sphere, the Chairman of the Khalk Maslakhaty stated presence of huge potential for cooperation in the area of business, tourism and finance. In the given aspect, it was proposed to consider possibilities of development of forms of partnership and business relations.

Another area for making joint efforts is the space: ten years ago, the Principality of Monaco proposed an orbital position for the satellite «TürkmenÄlem 52oE». In this connection, having noted that term of the target agreement expires in 2030, the National Leader of the Turkmen people confirmed readiness of Turkmenistan to discuss prospect of continuation of bilateral interaction.

Speaking of it, Hero-Arkadag informed that work on designing of the second satellite now is conducted. Turkmenistan is interested in consideration of prospects of joint work to launch this spacecraft into the space.

- The huge attention is given to the dialogue in the field of culture, its promotion. These days the National Equestrian Games Group “Galkynyş” participates in the International Circus Festival in Monte-Carlo that in itself shows successful dynamics of cultural relation between Turkmenistan and the Principality of Monaco, - Chairman of the Khalk Maslakhaty said. In this regard, readiness of our country for their considerable expansion, including in new areas and confidence in presence of other areas representing mutual interest was expressed.

In this context, among perspective spheres the National Leader of the Turkmen people designated sports. As he underlined, in Turkmenistan the huge attention is paid to sports. In our country large tournaments are regularly held, variety of modern complexes and constructions for various sports were constructed. It is also remarkable that the capital of our fatherland - Ashgabat – was declared “City of New Sports Opportunities of the Commonwealth”.

Hero-Arkadag noted that thanks to diligence of Prince Albert II who is the supporter of sports movement and development of target international cooperation, Monaco has become the owner of the honourable title - Sports capital of the world of 2025. It was in this connection proposed to involve mechanisms of promotion of potentials and best practical practices of our countries for consolidation of efforts in such important sphere.

Again having thanked for the possibility to meet, National Leader of the Turkmen people high appreciation of Turkmenistan creative initiatives of the Principality of Monaco on the world policy as well as respect for its history and culture. At the same time, he stated readiness of our country for close dialogue and mutually beneficial cooperation.

The expositions placed in the department of sea ecosystems, tell of their kinds and interaction among themselves and the environment. There are several halls devoted to ecosystems of the sea, issues of preservation of the environment and climate change as well.

In the given context, it is necessary to underline that preservation of the environment and rational wildlife management are priorities of ecological strategy of Turkmenistan initiated by Hero-Arkadag and nowadays successfully realised under the leadership of President Serdar Berdimuhamedov. Efforts for consecutive promotion of international partnership in this area are also made.

On completion of the excursion, having wished the authorities of the museum successes in their work, the National Leader of the Turkmen people left for the International airport of Nice.

Addressing members of the Group, the National Leader of the Turkmen people noted a growing scope of the cultural dialogue of Turkmenistan with world countries, including with the Principality of Monaco and big work carried out in the country to develop the national equestrian sports.

Today, we are very much proud of participation of the National Equestrian Games Group “Galkynyş” in the International Circus Festival Art in Monte-Carlo. "Paradise" horses, which were always faithful companions of our people, became an embodiment of prompt development of our fatherland, the Chairman of the Khalk Maslakhaty said.

Wise sayings of our ancestors testify to the fact that our people greatly honoured "heavenly" racers: «Horse is the purpose» and «I have a horse – I have wings». Now under the leadership of Arkadagly Hero Serdar in Turkmenistan a great deal of work is carried out to augment the international recognition of Akhal-Teke horses and to increase their total number.

As known, the National Equestrian Games Group “Galkynyş” was created in 2007. Since then this group has considerably improved its activity. Nowadays members of «Galkynyş» carry out difficult tricks and show surprising skills on Akhal-teke horses.

Hero-Arkadag with satisfaction underlined that the Group successfully acts in many prestigious competitions, winning main prizes and by that highly raising the flag of our fatherland in all corners of the globe. So, «Galkynyş» won five times the main prize of the international circus festivals which took place in different countries and became the world champion.

- And here today at the International Circus Art Festival, you have again highly raised the Turkmen Flag, having won the main prize. You have increased glory of Akhal-Teke horses, - the National Leader of the Turkmen people said. – I am sure, in the future, by successful performance in international competitions, you will glorify the national art of horse breeding for the whole world!

From the bottom of the heart having congratulated members of the National Equestrian Games Group “Galkynyş”  with amazing victory in the first month of the new year - the International Year of Peace and Trust, the Chairman of the Khalk Maslakhaty wished them sound health, family well-being and further big successes in their work.

In several hours, the airliner of Hero-Arkadag landed at the International airport of Ashgabat. There officials met the National Leader of the Turkmen people.

In air harbour, Hero-Arkadag talked to representatives of local mass media, having underlined significance of his visit to the Principality of Monaco and the bilateral negotiations held in its course. As the Chairman of the Khalk Maslakhaty noted, the present visit will allow bringing out relations between Turkmenistan and the European countries, in particular with the Principality of Monaco, to a qualitatively new level and lying a new landmark in the history of interstate cooperation.

Speaking of it, Hero-Arkadag Gurbanguly Berdimuhamedov pointed out necessity of extended coverage of the visit and negotiations in its frameworks by the mass media, having underlined importance of the tasks put before representatives of the mass media.

On 21 January 2025, Chairperson of the Mejlis of Turkmenistan D.Gulmanova received the credential from the Ambassador Extraordinary and Plenipotentiary of Canada to Turkmenistan Christopher Duggan.

On behalf of the President of Turkmenistan Serdar Berdimuhamedov, the head of the national Parliament congratulated the Ambassador on his appointment to a responsible position and wished him success in his work aimed at strengthening bilateral and multilateral friendly relations and effective interstate dialogue.

During the meeting, the Ambassador was introduced with the key directions of the foreign policy strategy of neutral Turkmenistan, as well as the programme being implemented in our country and the structure of the National Parliament.

During the exchange of views on the prospects of bilateral cooperation, it was noted that there are great opportunities for expanding effective cooperation in trade-economic, cultural and humanitarian spheres.

Today, President Serdar Berdimuhamedov held a working meeting with the participation of the Minister of Agriculture Ch. Chetiyev and the khyakims of the velayats to consider the state of affairs in the agricultural sector in the regions of the country.

The first to speak was the khyakim of the Akhal velayat S. Soltanmyradov, who reported on the pace of seasonal agricultural work.

As noted, wheat crops are currently being tended.

In order to fulfill the instructions given by the President of Turkmenistan to increase cotton production in the country, harrowing and ridge raking continue in the designated areas.

Efforts are also being made to provide farmers with high-quality seeds and prepare agricultural machinery and units for the upcoming season.

In addition, measures are being taken in the region to procure seeds of potatoes and other fruit and vegetable crops and prepare areas for their sowing.

In preparation for sowing, work is being carried out around the agricultural fields of the velayat to clean the territories, irrigation and drainage systems.

In addition, everything necessary is being done for the proper functioning of the heating systems of social and cultural facilities, as well as uninterrupted energy, gas and water supply.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of conducting seasonal agricultural campaigns in accordance with agricultural technology standards, proper preparation for spring sowing and instructed the khyakim to monitor this work.

Further, the khyakim of the Balkan velayat H. Ashyrmyradov reported on the state of affairs in the region.

As noted, these days, the areas sown with wheat are being cared for in accordance with agricultural standards.

Harrowing and ridge raking are being carried out on the lands allocated for cotton for the spring season. Measures are being taken to provide cotton growers with high-quality seeds and prepare agricultural machinery and units.

Guided by the objectives of increasing the volume of potato and fruit and vegetable production in the country, efforts are being made to procure seeds and prepare fields for sowing.

Along with this, everything necessary is being done to improve the melioration condition and water supply of agricultural lands.

It was also informed on the work carried out to ensure the proper functioning of heating systems in residential buildings, schools and kindergartens, uninterrupted energy, gas and water supply to the population.

After hearing the report, the head of state ordered to ensure the implementation of seasonal agricultural activities in the velayat in accordance with agricultural technology standards and proper preparation for spring sowing.

Then, the khyakim of the Dashoguz velayat D. Babayev reported on the progress of agricultural work in the region.

As noted, in the course of preparing the land for sowing cotton, the soil is being fertilized with phosphorus fertilizers, plowing, leveling, planning and watering.

In addition, the necessary measures are being taken to provide cotton growers with high-quality seeds that correspond to the natural and climatic conditions of the region, as well as to repair and prepare agricultural machinery and units for the spring campaign.

Guided by the tasks set by the President of Turkmenistan to provide the country’s population with an abundance of potatoes, vegetables, melons and other agricultural crops, the fields and seeds are currently being prepared for sowing.

Work is also being carried out to clean the areas around the sowing areas, irrigation and collector-drainage systems.

In addition, it was reported that steps are being taken to ensure the proper operation of heating systems in residential buildings and social and cultural facilities, uninterrupted supply of electricity, natural gas and drinking water to the population. 

After hearing the report, the head of state noted that proper preparation for the spring sowing of agricultural crops is one of the priority tasks, and gave the khyakim a number of instructions in this regard.

Then, the khyakim of the Lebap velayat M. Annanepesov reported on the progress of seasonal agricultural campaigns in the region.

As noted, wheat crops are currently being cared for in accordance with agro-technical standards.

Leveling, planning and watering are being carried out in the fields allocated for cotton.

Along with this, measures are being taken to prepare high-quality cotton seeds and agricultural machinery for spring sowing.

At the same time, the velayat continues to prepare land and seed material for the spring sowing of potatoes and vegetable and melon crops.

In order to prepare agricultural land for the spring season and improve water supply, work is underway in the velayat to clean up areas adjacent to the fields, irrigation and collector-drainage systems.

It was also reported on the efforts being made to ensure the proper operation of heating systems in residential buildings and social facilities in the region, uninterrupted supply of electricity, natural gas and drinking water to the population.

After hearing the report, President Serdar Berdimuhamedov noted that an important requirement of today is the high-quality and organized implementation of current seasonal agricultural work, in particular, caring for wheat and preparing for spring sowing, giving the khyakim specific instructions in this regard.

Then, the khyakim of the Mary velayat B. Orazov reported on the progress of current seasonal agricultural campaigns in the region.

As noted, care is being carried out in the fields sown with wheat.

Along with this, land is being prepared for sowing cotton, in particular, harrowing and ridge raking.

Measures are being taken to provide cotton producers with high-quality seeds, and prepare agricultural machinery for the spring season. 

Guided by the tasks set by President Serdar Berdimuhamedov to strengthen food abundance in the country, land is being prepared for sowing potatoes and other vegetable and melon crops, as well as their seeds are being harvested.

The velayat is also taking appropriate measures to harvest the grown sugar beet without losses and process it.

As part of the preparation of agricultural lands in the velayat for spring sowing, the cleaning of the surroundings of fields, irrigation and drainage systems continues.

In addition, it was reported on the work to maintain the uninterrupted operation of heating systems in residential buildings and social and cultural buildings, uninterrupted supply of electricity, natural gas and drinking water to the population.

After hearing the report, President Serdar Berdimuhamedov noted the importance of conducting current seasonal agricultural campaigns at a high level in accordance with agro-technical standards and gave specific instructions to the khyakim in this regard.

Then, the Minister of Agriculture Ch. Chetiev reported on the progress of seasonal agricultural work.

As noted, in order to obtain a rich harvest, wheat care is continued in compliance with agro-technical standards.

As part of the preparation of areas for sowing cotton, leveling, harrowing, surveying and watering of the soil are carried out. Necessary measures are being taken to provide cotton producers with high-quality seeds, as well as to prepare agricultural machinery.

Along with this, fields and seeds are being prepared in the velayats for the spring sowing of potatoes and other vegetable and melon crops.

After hearing the report, President Serdar Berdimuhamedov emphasized the important tasks facing the agricultural sector, and in this regard, instructed the minister to ensure the timely and high-quality implementation of seasonal agricultural work.

Then, addressing the participants of the working meeting, the head of state once again drew attention to the campaigns launched in agriculture, and in this regard, ordered to keep under constant control the implementation of harrowing, land surveying and irrigation of the soil, provision of cotton producers with high-quality seeds, preparation of agricultural machinery and units for the sowing season and the implementation of work on wheat care in accordance with agro-technical standards. 

In addition, emphasizing the need to ensure the timely harvest of sugar beets grown in the Mary velayat, proper preparation for the spring sowing of vegetable and melon crops, the President of the country gave specific instructions on timely payments for the work performed to cotton and wheat producers and service enterprises. 

The head of state also assigned to regularly clean agricultural fields, irrigation and drainage systems, ensure strict control over the operation of heating systems in residential buildings, schools and kindergartens in the regions, and supply the population with electricity, natural gas and drinking water. 

Concluding the working meeting, President Serdar Berdimuhamedov wished its participants good health, family well-being and great success in their work.

Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers and its agenda included a number of issues of state life.

Chairwoman of the Mejlis D.Gulmanova who informed on the activity carried out to further improve the national legislative basis, was the first take the floor.

In particular, she informed on development of bills connected with formation of legal basis of adopted state programs for social and economic development of our fatherland, protection of freedom and legal interests of citizens, enhancement of law and order in the country and further improvement of living conditions of people according to requirements of the time.

With a view of fulfilment of the goals put by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag at the meeting of the Organizing state committee for holding events on the occasion of announcement of the year 2025 by the General Assembly of the United Nations as the “International Year of Peace and Trust” and the 30th anniversary of neutrality of Turkmenistan  set up by the Decree of the President of Turkmenistan, deputies of the Mejlis together with representatives of political parties, large public associations, mass-media will organize actions for explanation of historical and political significance of this year and its emblem, glorious anniversary of permanent neutrality as well as modernization of legal and regulatory frameworks of the country.

Summing up the information, head of the state Serdar Berdimuhamedov noted importance of development of new bills, which meet the requirements of the time. In this connection, he made an emphasis on necessity to carry out relevant work in this area.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on concrete steps taken to strengthen the international financial rating and increase of authority of our fatherland as well as development of cooperation with profile structures with a view of solution of the tasks designated in the «Program of development of foreign trade activities of Turkmenistan for 2020-2025». Having informed on the work carried out by the State Foreign Economic Activity Bank with Agency «Fitch Ratings» (Great Britain), the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the President of Turkmenistan.

Having heard the report, head of the state Serdar Berdimuhamedov drew the attention to importance of the further strengthening of the international financial status of our country and expansion of cooperation with profile world agencies. Having approved the prepared proposal, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out necessary work in this area.

Deputy-Chairman of the Cabinet B.Amanov who was the next to take the floor, reported on the activity carried out in the sector under his supervision, in particular, at subordinate enterprises of "Türkmengaz" State Concern.

As he reported, the sectoral infrastructure consistently improves and optimal working conditions that promotes regular increase of labour productivity are created. In this connection, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the President of Turkmenistan.

Summing up the report, the head of the state underlined that the material and technical basis of establishments and enterprises of the oil and gas complex is constantly modernized and favourable conditions are created for workers of the sector. Having approved the proposal submitted by the Deputy-Chairman of the Cabinet, President Serdar Berdimuhamedov instructed him to carry out necessary work to that end.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal campaigns in the agricultural sector of the country.

As he informed, ploughing of the fields to be sown with cotton is at the final stage. The ploughed areas are levelled, harrowed, ridged as well as moisture charging irrigated. Necessary measures are taken to prepare agricultural machinery and high-quality cotton seeds for the sowing season.

Besides it, due care is provided after wheat fields of velayats according to agro-technical standards. 

Having reported that with a view of production of a rich yield of agricultural crops during the current year, the draft of the relevant Resolution was prepared, the Deputy-Chairman of the Cabinet submitted the document for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined importance of the work conducted during this responsible season in velayats as well as proper preparation for the spring sowing campaign. The head of Turkmenistan futher marked that it is necessary to give special attention to crop rotation and increase of productivity on a scientific basis and instructed him to increase volumes of agricultural produces.

Having signed the Resolution «On zoning of agricultural crops and production by velayats in 2025», President Serdar Berdimuhamedov sent the document online to the Deputy-Chairman of the Cabinet and gave him a number of concrete instructions to that cause.

Deputy-Chairman of the Cabinet B.Annamammedov reported on planned construction and reconstruction of buildings and facilities of subordinate sectors, in particular, those of the electric power sector.

As he informed, with a view of maintenance of conformity of the cableway in the southern part of the capital to shown requirements, it is planned carry out capital repair work by Turkmen builders.

In this connection, for consideration of the President of Turkmenistan the draft of the corresponding Resolution was submitted.

Having heard the report, head of the state Serdar Berdimuhamedov pointed out that today the shape of the central city of the country - Ashgabat changes, apartment houses, recreation centres, social and cultural projects are constructed. Having signed the document on capital reconstruction of the cableway located in the capital, the President of Turkmenistan sent it online to the Deputy-Chairman of the Cabinet and gave him corresponding instructions.

Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the exhibitions of production of Afghanistan and business forum in Ashgabat. 

As he reported, in the given action planned for February 23-27 of the current year, companies-commodity producers and businessmen of the neighbouring country, which show interest in cooperation with Turkmenistan are expected to participate. On the margins of the exhibition and business forum, it is expected to discuss issues of development of mutually beneficial partnership as well as possibility of export of local production to Afghanistan.

In this regard, for consideration of the head of the state, the relevant proposal was submitted. 

Summing up the report, President Serdar Berdimuhamedov underlined that organization of the exhibition of production of Afghanistan and business forum in our country will become an important step in further expansion of Turkmen-Afghani interaction. Having approved the prepared proposal, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work to that end.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the Program of basic events planned for February of the current year.

In particular, it is expected to hold conferences, creative meetings, briefings, agitation and explanatory actions, song and music events on the occasion of  announcement of 2025 as the «International Year of Peace and Trust», Day of diplomatic workers in velayats and Ashgabat and Arkadag cities. Editorial offices of newspapers and magazines plan to announce various creative competitions.

Besides it, it is planned to hold sports competitions - university sports contests and athletic games under the title «Turkmenistan - the country of inspiration and health» among students of higher educational institutions, professional and secondary vocational schools as well as schoolchildren of comprehensive secondary schools.

the major events of February will include a solemn forum «Täze taryhy döwrüň dünýä nusgalyk ösüşleri Arkadagly Gahryman Serdarymyzyň baş ýörelgesi», exhibition of works of fine arts «Sungat - parahatçylygyň dili», conferences «Milli ýörelgelerimiz nesil terbiýesinde» and «Türkmen Bitaraplygy - halkara parahatçylygyň we durnukly ösüşiň kepili» as well as the festive event «Parahatlyk - geljege mukaddes miras».

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the actions planned for February and to ensure their organization at high level.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on admission into postgraduate courses, doctoral candidacy courses, courses for scientific degrees, clinical internship in 2025.

As she reported, together with corresponding ministries and sectoral departments of the country they work on successful fulfilment of tasks defined in the Program «Revival of the new epoch of the powerful state: National program for the socio-economic development of Turkmenistan in 2022–2052», «Program of the President of Turkmenistan of social and economic development of the country in 2022-2028» and the Government program «Saglyk» as well as further perfection of activity of educational sphere, formation of new generation of young scientists in the sphere of management of digital economy, training of engineers, technologists, doctors and other specialists well-versed in innovative technologies.

In this connection, the draft of the document defining quotas of admission into postgraduate, doctoral and scientific degrees courses, clinical internship in research establishments and higher educational institutions in the year 2025 announced as «International Year of Peace and Trust» was prepared.

Having heard the report, President Serdar Berdimuhamedov noted that in our sovereign fatherland a great significance is attached to perfection of the sphere of science, training of highly skilled experts and in this connection a great deal of work is carried out. Having signed the corresponding document according to which quotas for admission in postgraduate, doctoral and scientific degrees courses as well as clinical internship were confirmed, the head of Turkmenistan sent it online to Deputy-Chairwoman of the Cabinet and instructed her to carry out proper work to that end.

Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the activity carried out to develop cooperation of Turkmenistan with the European Union.

Strengthening and expansion of mutually beneficial equal partnership with EU and its member countries act as one of the priority vectors of the foreign policy of our fatherland. Within this interaction, concrete steps are undertaken.

The meeting of President of Turkmenistan Serdar Berdimuhamedov with President of the European Council Charles Michel in New York on September 18, 2023 was noted in this connection. Besides it, it was underlined that in 2024 visits of Vice-President of the European Commission Margaritis Schinas, Vice President of the European Bank for Reconstruction and Development (EBRD) Mark Bowman and European Union Commissioner for International Cooperation Jutta Urpilainen to Ashgabat took place.

In March 2024, the delegation of the Ministry of Foreign Affairs of our country visited Brussels to meet with high-ranking representatives of the European Union, and to sign the Protocol to the Partnership and Cooperation Agreement between Turkmenistan and the EU Protocol to the Partnership and Cooperation Agreement between EU and its member states and Turkmenistan.

Along with it, Ashgabat and Brussels hold meetings of Inter-parliamentary dialogue and meeting of the Joint committee Turkmenistan-European Union regularly. The Human Rights Dialogue "Turkmenistan - European Union" also operates.

Active interaction is carried out in the format «Central Asia-European Union», including contacts at various levels, organization of forums on priority issues of cooperation. At the next meeting of heads of foreign policy departments of the given format, that took place in Luxembourg in October 2023, the joint Road Map on deepening of inter-regional relations was adopted.

In the given context, for consideration of the head of the state proposals on further development of political and economic interaction with the European Union, including those concerning organization of the next meeting of the Inter-Parliamentary Dialogue, 20th meeting of heads of foreign policy departments of  countries of Central Asia and EU in Ashgabat in 2025 and visit of the European Union Commissioner for International Cooperation to Turkmenistan were submitted. 

The proposal connected with the forthcoming summit with participation of heads of states of the Central Asia and Chairmen of the Council of Europe and the European Commission planned to be held in Samarkand in April of this year was sounded.

As he marked, Turkmenistan attaches particular attention to the gender policy with a view of expansion of possibilities of women. In this regard, cooperation with foreign countries and international organizations is carried out. In this connection, it is proposed to organize the forum of women-leaders of Central Asia and the European Union in the first decade of April of the current year in Ashgabat.

Together with EU, a number of projects and programs in various spheres at bilateral and regional levels are realized. In the given context, for consideration of the President of Turkmenistan data and proposals on promotion of partnership in such areas as education, preservation of the environment, ecology, development of circular economy and others were submitted. 

At the same time, presence of big prospects for cooperation in the scientific-educational sphere within the Programs of European Commission Horizon Europe and Marie Sklodowska-Curie Actions, as well as interactions with the European Research Council (ERC) was marked. In this connection, the Ministry of Education and Academy of Sciences of Turkmenistan are recommended to carry out corresponding work on wide use of these possibilities.

Summing up the report, President Serdar Berdimuhamedov underlined that our independent state, steadily following the legal status of neutrality, actively co-operates with countries of the world and international organizations. As was marked, increasing these relations based on principles of peaceful disposition and good neighbourhood, Turkmenistan henceforth will continue realization of the «open doors» policy.

Throughout many years, our fatherland has co-operated with the European Union fruitfully and positive results of partnership in political, economic and cultural-humanitarian spheres fully testify to this fact. Speaking of it, the head of the state approved the presented proposals on expansion of bilateral and multilateral dialogue between Turkmenistan and EU, in particular, in the format «Central Asia-European Union» and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue corresponding work in the given area.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the measures carried out to strengthen the material and technical basis of the national branch of sea and river transport.

As he reported, today at the ship-building and ship-repair factory "Balkan" repair of local and foreign sea vessels and construction of new ones for the national fleet is conducted. Along with it, practical measures are taken with a view of improvement of quality of service of vessels.

In this connection, for consideration of the head of the state the corresponding proposal was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that construction of cargo vessels, being a new area of national industry, promotes modernization of activity of Turkmenbashi international seaport. In the given context, having approved the proposal on strengthening of material and technical basis of ship-building and ship-repair factory "Balkan", the head of Turkmenistan instructed him to carry out necessary work.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.

On January 17, 2024, the Chairperson of the Mejlis of Turkmenistan, D.Gulmanova met with the Ambassador of the Republic of Armenia to Turkmenistan Arsen Avagyan.

The Chairperson of the Mejlis of Turkmenistan congratulated the Ambassador on his appointment to the high diplomatic post and wished him great success in strengthening the relations of friendship and cooperation established between Turkmenistan and the Republic of Armenia.

Diplomat was introduced with the main directions of the internal and peace-loving external policy of Independent, Permanently Neutral Turkmenistan, and work of the turkmen Parliament.

During the meeting, the sides noted with satisfaction that there are wide opportunities for exchanging experience in improving the national legislation and parliamentary work, getting acquainted with the possibilities of cooperation between the two countries, strengthening the friendly relations between the peoples.

The sides noted their readiness in the future to support intergovernmental dialogue based on mutual respect, equality and trust though parliamentary diplomacy.

On January 17, 2025, the Chairperson of the Mejlis of Turkmenistan D.Gulmanova met with Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan Ravshanbek Alimov.

The Chairperson of the Mejlis congratulated the Ambassador on his appointment to the high diplomatic post, wishing him success in his responsible mission to strengthen the friendly relations and mutually beneficial cooperation between our countries.

During the meeting, the Ambassador was introduced with the main directions of the country's internal and external policy, the composition of the national Parliament, as well as the work carried out on legislative support for large-scale social and economic reforms in various sectors. Special attention was paid to the importance of our country's initiatives to strengthen the foundations of peace, stability and prosperity in the region and the world.

Also, the sides noted with satisfaction that there are wide opportunities for exchanging experience in improving the national legislation and parliamentary work, getting acquainted with the possibilities of cooperation between the two countries, strengthening the friendly relations between the peoples.

During the meeting, the sides exchanged views and expressed mutual interest in further developing parliamentary relations at the international level within the framework of prestigious international organizations and their structures.

В целях выполнения задач, поставленных на заседании Организационного государственного комитета по проведению на высоком уровне мероприятий по случаю объявления 2025 года «Международным годом мира и доверия» и 30-летия постоянного нейтралитета Туркменистана, созданного по Указу уважаемого Президента, 16 января этого года в рамках рабочего визита в Ахалский велаят группой, состоящей из представителей Меджлиса Туркменистана, политических партий, общественных объединений, средств массовой информации, продолжилось проведение  агитационно-пропагандистских встреч.

Подобные встречи проводились в хякимлике Тедженского этрапа, текстильном комплексе этрапа Бабадайхан, 27-й средней школе села Берекет Сарахского этрапа при участии наших соотечественников, трудящихся различных отраслей, депутатов Меджлиса, представителей населения старшего поколения,  хякимликов, членов велаятских, этрапских, городских халк маслахаты и Генгешей.

В своём выступлении представитель Меджлиса Туркменистана отметил, что политика постоянного, позитивного Нейтралитета страны играет большую роль в укреплении мира, доверия и безопасности в регионе и мире, в целях дальнейшего укрепления правового статуса Нейтралитета нашего государства имеет важное значение совершенствование национального законодательства, изучение предложений наших граждан в этой области.

В выступлениях Почётного старейшины велаята и представителей халк маслахаты было подчёркнуто, что в нашу замечательную эпоху высоко ценится роль граждан нашей страны в обществе, создаются широкие возможности для воспитания нашей молодёжи в духе патриотизма, честности, гуманизма, высокой нравственности.

В выступлениях была выражена уверенность, что объявление 2025 года «Международным годом мира и доверия» и работы по проведению на высоком уровне мероприятий, посвящённых 30-летию постоянного Нейтралитета Туркменистана, повысят значение правового статуса постоянного Нейтралитета нашего государства в международных отношениях.
