Turkmenistan sees the SCO as a significant and promising partner

Speaking at the meeting of heads of delegations in the «SCO+» format within the framework of the next Summit of the Shanghai Cooperation Organization (SCO), held in Astana, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov said that our country sees the SCO as a significant and promising partner. 

«Turkmenistan, which is not the first time participating as an honorary guest in the meetings of the Organization, perceives this status as a sign of respect and an indicator of a high level of trust and openness towards our country, the desire to develop close partnership ties with it», –Hero-Arkadag emphasized.

This approach fully meets the intentions of Turkmenistan, noted the National Leader of the Turkmen people, emphasizing that cooperation with the SCO meets national interests, is capable of significantly and positively influencing the course and direction of regional processes, and contributing to the stabilization of the international situation. 

«Our country has deep historical ties, geographical proximity, common values and worldview with the peoples and states that are part of the Shanghai Cooperation Organization and work with it. Today, mutual interest in the economy, trade, investment, and technology is added to this», –said the Chairman of the Halk Maslahaty of Turkmenistan.

Hero-Arkadag Gurbanguly Berdimuhamedov takes part in the meeting of heads of delegations in the «SCO+» format

Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, who is on a working visit to Astana, is taking part in a meeting of heads of delegations in the «SCO+» format within the framework of the next Summit of the Shanghai Cooperation Organization (SCO). 

The leaders of member states and countries with observer status and dialogue partners in the Organization arrived in Astana to participate in the SCO Summit. The heads of international and regional organizations, including the UN General Secretary, have also been invited to the forum.

Let us recall that the SCO is an intergovernmental international organization operating on a permanent basis. The main objectives of its activities are to strengthen peace, security and stability in the region, consolidate common efforts to counter threats and challenges of our time, develop a positive dialogue in the political sphere, productive trade, economic and scientific-technical partnership, fruitful cultural and humanitarian ties. This year, the SCO is chaired by the Republic of Kazakhstan.

The working visit of Hero Arkadag to the Republic of Kazakhstan has begun

Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov left for a working visit to the Republic of Kazakhstan to participate in the Summit of the Shanghai Cooperation Organization (SCO). 

At the Ashgabat International Airport, Hero Arkadag was seen off by officials. 

In the new historical era, under the leadership of President Serdar Berdimuhamedov, Turkmenistan is consistently implementing a foreign policy strategy based on the principles of positive neutrality, peacefulness and broad constructive partnership, in which the progressive undertakings of Hero Arkadag received a worthy continuation. One of the priority vectors here is strengthening fruitful dialogue with authoritative regional and international organizations and structures. A clear confirmation of this is the participation of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov as an honorary guest in the SCO Summit, which was held in the capital of the Republic of Kazakhstan - Astana.

At the Nursultan Nazarbayev International Airport in Astana, where the State flags of the SCO Summit participating countries were raised on flagpoles and the Honor Guard was lined up, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov was met by officials.

From the airport, the National Leader of the Turkmen people proceeded to the State Residence.

Meeting of the State Security Council of Turkmenistan

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council. The agenda included the results of the work of military and law enforcement agencies over the six months of the current year, as well as issues of ensuring security and tranquility in our sovereign Homeland, strengthening the material and technical base of law enforcement agencies, and further improving their activities.

The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the practical steps taken since the beginning of the year to successfully complete the priority tasks facing the institutions under his supervision, including the re-equipment of the National Army, increasing the theoretical knowledge and combat skills of military personnel of all branches troops. At the same time, a report was made on the results of the spring conscription campaign and the ongoing preparations for the military parade on the occasion of the next anniversary of the sacred independence of the Homeland.

After listening to the report, President Serdar Berdimuhamedov emphasized that in accordance with the Military Doctrine, which is exclusively defensive in nature, and the requirements of the time, measures should continue to be implemented to increase the readiness to carry out defense tasks of the Armed Forces and the professionalism of army personnel. Along with this, the Secretary of the State Security Council and the Minister of Defense were instructed to properly prepare for the military parade in honor of the 33rd anniversary of the country’s independence and ensure a high organizational level of the planned events.

Prosecutor General B. Muhamedov reported on the results of activities carried out for the first half of this year, and comprehensive steps taken to monitor compliance with legislative acts. It was also reported on the implementation of the instructions previously given by the head of Turkmenistan, including on the introduction of advanced technologies and resolving social issues.

After hearing the report, the Supreme Commander-in-Chief of the country’s Armed Forces noted the role and importance of the prosecutor’s office as a government agency that protects the rights of citizens, the interests of society and the state. At the same time, special emphasis was placed on the need to ensure strict control over the precise implementation of laws and legal acts by all sectors. President Serdar Berdimuhamedov also instructed the Prosecutor General to strengthen crime prevention measures and actively conduct propaganda and educational activities in this direction.

Minister of Internal Affairs M. Hydyrov, who then spoke, reported on the results of the work done in January–June 2024, as well as practical steps taken to ensure public order and prevent crime. Along with this, a report was made on the measures being taken to improve the activities of road and fire supervision units and create appropriate conditions for effective service and living conditions for employees.

Focusing on the main functions of the Ministry of Internal Affairs, the head of Turkmenistan stated the need to maintain law and order and legality, as well as public order, at a high level. In connection with the summer season and rising air temperatures, the minister was assigned to monitor compliance with the fire safety regime.

Chairman of the Supreme Court B.Hojamgulyev reported on the results of the activities of the headed structure for six months of the current year, practical steps taken for the proper organization of legal proceedings. It was also reported on the implementation by subordinate structures of the relevant Development Program, the implementation of a digital system and the study of best practices in this area.

After listening to the report, President Serdar Berdimuhamedov noted that one of the key tasks of this body is to ensure the rule of law, justice and order. Particular attention should be paid to personnel issues, the head of state continued, instructing judges to provide explanations on the application of legislation. The head of the Supreme Court was also instructed to systematically improve the qualifications of employees.

Minister of National Security N. Atagaraev, who then spoke, reported on the results of the activities carried out during the period under review and the comprehensive measures taken to protect the national interests of the state, maintain stability and a favorable social climate. There was also a report on the implementation of instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, and the corresponding Development Program of the Ministry.

Summarizing the report, President Serdar Berdimuhamedov emphasized that the great successes achieved and high milestones are inextricably linked with ensuring security in the country. Having focused on the special mission entrusted to the Ministry of National Security and the enormous responsibility of employees in solving the tasks, the head of state gave the head of the Ministry the appropriate instructions.

Head of the State Border Service Ya. Nuryev reported on the results of the work carried out during the reporting period, concrete steps implemented to ensure reliable protection of the sacred borders of the Homeland, modernization of border posts, improving the professionalism of military personnel, as well as organized events for military-patriotic education among young soldiers.

After listening to the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that the border of independent neutral Turkmenistan should be a stronghold of friendly relations with neighboring and other states, and act as a symbol of the triumph of domestic and foreign policy. Moreover, in the future, conditions will be created for the effective service and life of the defenders of the Homeland, modern buildings and structures of border connections and social facilities will be erected, President Serdar Berdimuhamedov said, ordering the implementation of proper work to ensure the peaceful and prosperous life of the people.

Next, Minister of Adalat M.Taganov reported on the results of activities for January–June of this year, including the modernization of the national legal framework. It was also reported on the progress of implementation of the relevant Development Program.

Summarizing the report, the head of state emphasized that work should be carried out to clarify the legislation among the population, in institutions and enterprises. Along with this, it was commissioned to organize educational events about the large-scale transformations being implemented for the benefit of the people and the prosperity of the Homeland, as well as about the successes being achieved.

Then the Chairman of the State Customs Service M.Hudaykulyev reported on the practical steps taken since the beginning of the year to technically re-equip the reporting agency and ensure the coordinated activities of structural divisions.

After hearing the report, the Supreme Commander-in-Chief of the country’s Armed Forces emphasized the importance of systematically improving the qualifications of military personnel in order to effectively use specialized equipment. Focusing on the need to study global innovative technologies in the field of customs control, President Serdar Berdimuhamedov addressed specific instructions to the head of the department.

Next, the Chairman of the State Migration Service A.Sazakov reported on the work carried out during the indicated period, the measures implemented in order to ensure the proper execution by employees of the powers assigned to them, the successful solution of the tasks defined in the Development Program of the headed body.

Summarizing the report, the head of Turkmenistan noted that organizing the effective activities of this department requires a constant increase in the level of professionalism of employees, creating conditions for conducting migration procedures in accordance with generally accepted standards in world practice. In this regard, an order was given to keep under control the compliance of Turkmen citizens and foreign citizens with the norms of migration legislation.

Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that in accordance with the defensive Military Doctrine of Turkmenistan, measures are being taken to ensure a high level of security and integrity of an independent, permanently neutral Homeland. Much attention is paid to strengthening the defense capability of the Homeland, improving the social and living conditions of its defenders and members of their families, the head of state continued, noting that work in this direction will be continued.

At the meeting of the State Security Council, a number of other issues were also considered, on which appropriate decisions were made.

At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants good health and great success in responsible service for the sake of the peaceful and happy life of the people.

The President of Turkmenistan congratulated the President of the Republic of Belarus

President Serdar Berdimuhamedov, on behalf of the people and the Government of Turkmenistan, as well as on his own behalf, sent heartfelt congratulations and best wishes to the President of the Republic of Belarus Alexander Lukashenko and all the friendly people of the country on the occasion of the Independence Day of the Republic of Belarus.

In his message, the head of state expressed confidence that Turkmen-Belarusian relations, based on the principles of equality, mutual respect and trust, will continue to steadily develop and strengthen in the interests of both peoples.

Taking this opportunity, the President of Turkmenistan addressed wishes of good health and happiness to President Alexander Lukashenko, and peace, well-being and prosperity to the people of the Republic of Belarus.

A representative of the Mejlis of Turkmenistan had a working visit to the Hague

 

On 3 and 4 July 2024, a representative of the Mejlis of Turkmenistan participated  in the fourth Roundtable of Organization for Security and Cooperation in Europe on National Minorities, held in the Hague.

The purpose of the round table was to exchange knowledge and best practices among high-level representatives of relevant organizations and institutions implementing inclusive policies and addressing minority issues, as well as to establish effective communication through consultative mechanisms.

During the meeting, the importance of addressing emerging challenges in this field, sharing successes and strategies, as well as professional development opportunities were discussed.

The President of Turkmenistan Held a Working Meeting via the Digital System

Today, President Serdar Berdimuhamedov held a working meeting via the digital system with the participation of Deputy Chairman of the Cabinet of Ministers T.Atahallyev, who oversees the agro-industrial complex, and the khyakims of the velayats, to consider the progress of seasonal field work in the country.

The first word was given to the khyakim of Ahal velayat R.Hojagulyev, who reported on the pace of agricultural campaigns in the region.

As noted, the wheat harvest continues these days. The necessary measures are being taken to organize it, as well as to prepare seeds for the next year’s harvest. The vacated fields are plowed. In order to transport the collected grain to receiving points and elevators in a timely manner and without loss, special attention is paid to the efficient operation of special equipment.

On farmland sown with cotton, the crops are cared for in accordance with the requirements of agricultural technology.

The harvest of potatoes and other melons and vegetables continues, and coordinated work is being carried out to prepare the seed material of these crops for autumn sowing.

In addition, the khyakim reported on the state of affairs at the construction sites of social and industrial facilities within the framework of the National Rural Program, the commissioning of which is scheduled for the current year.

After listening to the report, President Serdar Berdimuhamedov noted the need to complete the grain harvest in the shortest possible time and without losses, and to comply with agro-technical standards when caring for cotton, giving the khyakim a number of specific instructions.

The head of state also emphasized the importance of successful implementation of the tasks provided for by the National Rural Program, instructing the khyakim to keep under control the work carried out in the region in this direction.

Then the khyakim of Balkan velayat H.Ashyrmyradov reported on the progress of seasonal agricultural campaigns.

As reported, the velayat continues to collect the wheat harvest grown by farmers’ hard work in compliance with the established deadlines, and uninterrupted transportation of grain to receiving points, warehouses and elevators. Plowing is carried out on the vacated fields, as well as preparing high-quality seeds for next year’s harvest.

In areas sown with cotton, inter-row cultivation, fertilizing with mineral fertilizers and vegetation irrigation are carried out.

At the same time, the harvest of potatoes and other vegetable and melon crops is in full swing in order to provide the population with these products. Work is underway to select the seed material of these crops.

In addition, the khyakim reported on the progress of construction of social and industrial facilities in accordance with the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028, the opening of which is planned in the velayat for the current year.

Summarizing the report, the head of state emphasized the importance of timely and loss-free harvesting of wheat grown by farmers’ hard work, proper care of cotton plants in compliance with agricultural technology standards, addressing specific commissions to the khyakim.

President Serdar Berdimuhamedov also ordered to keep under constant control the implementation of construction work on buildings and structures for various purposes scheduled for commissioning this year at a high quality level and on time.

Next, the working meeting via the digital system continued with a report from the khyakim of Dashoguz velayat S. Soltanmyradov on the pace of seasonal agricultural campaigns.

It was reported that in order to harvest a rich wheat yield in full, measures are being taken to ensure the coordinated operation of combine harvesters and other equipment for the uninterrupted transportation of grain to receiving points, warehouses and elevators. Along with this, the preparation of seeds for the next year’s crop and plowing of areas freed from grain began.

In cotton fields, in accordance with agro-technical standards, inter-row cultivation, fertilizing with mineral fertilizers and vegetation irrigation are carried out. Agricultural machinery and units are fully involved in these works.

In accordance with the set objectives to increase the volume of potatoes and vegetable and melon crops produced in the country, the velayat is currently collecting the grown harvest of these crops, as well as preparing for the autumn sowing season of the current year in accordance with established requirements.

In the rice fields of the region, crop care and fertilizing with mineral fertilizers continues.

The khyakim also reported on the state of affairs in the construction of social and industrial facilities within the framework of the National Rural Program, the opening of which is planned in the velayat this year.

Having listened to the report and focusing on the importance of the seasonal work ongoing today, the President of Turkmenistan ordered to ensure organized mowing, as well as proper implementation of agro-technical requirements in areas sown with cotton and rice.

In addition, the head of state assigned to keep under constant control the quality and timing of construction work at various facilities scheduled for commissioning this year.

Then the khyakim of Lebap velayat Sh.Amangeldiev reported on the progress of seasonal agricultural campaigns.

As noted, the region continues to harvest wheat and plow fields in preparation for the next sowing season. Combine harvesters and trucks used to transport grain to elevators and receiving points are operating at full capacity. Appropriate work is being carried out to prepare seed material.

In the areas of the velayat sown with cotton, inter-row cultivation, weeding, fertilizing with mineral fertilizers and vegetation irrigation with the effective use of agricultural machinery continue in accordance with agricultural technology standards.

At the same time, the harvest of spring vegetable and melon crops is being collected and their seeds are being prepared for autumn sowing.

Also, on the farmland of the velayat, rice crops are maintained in accordance with agricultural technology standards.

In addition, the khyakim reported on the progress of construction of social and industrial facilities within the framework of the Program for the Socio-Economic Development of the Country in 2022–2028 and the National Program of the President of Turkmenistan for transforming the social and living conditions of the population of villages, towns, etrap cities and etrap centers for the period until 2028, the commissioning of which is scheduled in the velayat for the current year.

After listening to the report, President Serdar Berdimuhamedov noted among the priority tasks the organized and timely grain harvest, proper care of cotton and rice crops in strict accordance with agro-technical standards, giving the khyakim a number of instructions.

The head of state also ordered to ensure high quality and compliance with deadlines for the construction of facilities for various purposes within the framework of the National Rural Program, planned to open in the velayat this year.

Further, the khyakim of Mary velayat B. Orazov reported on the progress of the ongoing seasonal agricultural campaigns.

As reported, these days the region is taking measures to collect the grown wheat crop without loss, timely payment to farmers for the harvest, plowing vacant fields and preparing seeds for the next sowing season. Combine harvesters and trucks used in transporting grain to elevators and receiving points are uninterruptedly used.

In the fields of the velayat sown with cotton, inter-row cultivation, weeding, thinning, fertilizing with mineral fertilizers and watering are carried out in accordance with agricultural technology standards.

Along with this, appropriate work is being carried out to collect the grown crop of potatoes and other vegetable and melon crops and prepare their seed material for the next sowing.

The khyakim also reported on the pace of construction of social and industrial facilities within the framework of the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022–2028 and the National Rural Program, the commissioning of which is scheduled in the velayat this year.

The head of state, after hearing the report, focused on the importance of the currently ongoing seasonal agricultural work. Among the top priorities were the collection of wheat crops in a short time and without loss, as well as organized care of cotton crops in accordance with agricultural technology standards. In this regard, President Serdar Berdimuhamedov addressed specific instructions to the khyakim.

In addition, the President of Turkmenistan ordered to keep under control the quality of construction work at various facilities within the framework of the country’s socio-economic development programs planned in the velayat for opening this year.

Then Deputy Chairman of the Cabinet of Ministers T.Atahallyev reported on the state of affairs in the country’s fields within the framework of seasonal agricultural campaigns.

As noted, thanks to the support of President Serdar Berdimuhamedov, the grain harvest continues at an intensive pace and without losses. Relevant work is being carried out for the uninterrupted transportation of collected grain to receiving points, timely payment to farmers for the harvest handed over to the state and the preparation of vacated fields for the next sowing season.

In the country’s fields sown with cotton, inter-row cultivation, weeding, thinning, fertilizing with mineral fertilizers and vegetation irrigation are carried out.

In the agricultural areas of the velayats, harvesting of grown potatoes and other crops continues in order to meet markets and population demand for these products, as well as preparing fields for the autumn sowing season.

In Dashoguz and Lebap velayats, measures are being taken to properly care for rice crops.

After listening to the report, President Serdar Berdimuhamedov noted that the agricultural industry plays an important role in strengthening the country’s national economy and focused on the challenges facing this industry. The head of state emphasized the need to conduct the harvest at a high organizational level and comply with agricultural technology standards when caring for cotton and gave the Deputy Prime Minister a number of instructions.

Addressing the participants of the working meeting, the head of Turkmenistan once again noted the importance of the currently ongoing seasonal agricultural work and assigned to keep control over their implementation at a high quality level.

Concluding the working meeting via the digital system, President Serdar Berdimuhamedov wished the participants success in their work.

AMBASSADOR OF THE REPUBLIC OF NIKARAGUA PRESENTED CREDENTIAL

 

On July 1, 2024, the Chairperson of the Mejlis of Turkmenistan                  D.Gulmanova accepted credential from the Ambassador Extraordinary and Plenipotentiary of the Republic of Nicaragua to Turkmenistan Mrs.Tatyana Daniela Garcia Silva.

On behalf of the esteemed President of Turkmenistan Serdar Berdimuhamedov, the head of the national Parliament congratulated the Ambassador on his appointment to a high diplomatic post, wished him success in his noble mission to strengthen friendly relations and fruitful partnership between the two countries.

During the meeting, the Ambassador was introduced to the priorities of the domestic and foreign policy of our country, the composition of the national Parliament and the ongoing work on legislative support for reforms being implemented in various sectors. In this regard, the parties expressed their readiness to activate parliamentary relations within the framework of international parliamentary structures in the future.

Speaking about the future of cooperation between Turkmenistan and the Republic of Nikaragua, the Ambassador empasized that her country interested in strengthening bilateral relations in all areas.

Representatives of the Mejlis of Turkmenistan took part in a meeting of the OSCE PA Network of Young Parliamentarians

 

On July 1, 2024, representatives of the Mejlis of Turkmenistan took part in a meeting of the Network of Young Parliamentarians of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, which took place within the framework of the 31st annual session of the OSCE Parliamentary Assembly in Bucharest, Romania.

The meeting entitled «Empowering Young Parliamentarians: Fostering Cooperation in Energy, Environment, and Digitalization for a Secure and Sustainable Future».

During the meeting, issues related to energy cooperation, environmental protection, the fight against climate change, and creating opportunities for the development of the digital economy were discussed.

It was also emphasized with satisfaction that the OSCE PA Network of Young Parliamentarians was created to discuss global issues, hold meetings, mutually discuss ideas, as well as increase the ability to implement youth policies aimed at an effective future.

A meeting took place with the President of the OSCE Parliamentary Assembly

 

On June 30, 2024, within the framework of the 31st annual meeting of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, a bilateral meeting was held between the President of the OSCE PA Pia Kauma and representatives of the Mejlis of Turkmenistan.

During the meeting, the parties noted the special significance of long-term and fruitful cooperation between Turkmenistan and the OSCE. The goals and objectives of the organization's work in the political, economic and humanitarian spheres, as well as the importance of projects and programs implemented in these areas, were emphasized.
Also the objectives of the events held in Turkmenistan jointly with the OSCE were also discussed.

On June 30, 2024, representatives of the Mejlis of Turkmenistan participated in an inter-parliamentary conference held within the framework of the 31st annual session of the OSCE Parliamentary Assembly.
         During the conference, the parties focused on the importance of protecting human rights and fundamental freedoms, ensuring environmental security and combating climate change.

Telephone conversation between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan and Chairman of the Federation Council of the Federal Assembly of the Russian Federation

On June 29, 2024, a telephone conversation took place between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.

Having warmly congratulated Hero-Arkadag on his birthday, the speaker of the upper house of the Russian Parliament also noted the efforts of the National Leader of the Turkmen people to further strengthen strategic interstate relations and conveyed warm words of greetings and congratulations from President Vladimir Putin.

Thanking for the warm congratulations and good wishes, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Hero-Arkadag addressed his best wishes in return to the top leadership of the Russian Federation and noted the personal contribution of V.Matvienko to the development of cooperation between the two friendly countries, consistently developing on the basis of the principles of mutual understanding and equality.

During the discussion of the current state and prospects of bilateral cooperation, the significant role of inter-parliamentary relations, which are an integral component of the Turkmen-Russian dialogue, was emphasized. In this regard, the importance of the «Central Asia–Russia» format in the consistent development of interparliamentary cooperation in the region was noted.

As emphasized, trade and economic relations are systematically developing, as evidenced by the increase in trade turnover in recent years.

It was also noted that important areas of cooperation include cultural and humanitarian ties, in particular in the fields of education, science, healthcare and culture. In this context, the interlocutors confirmed their readiness to intensify interaction in this area.

Working Visit of Mejlis of Turkmenistan Representatives to Romania

On June 29, 2024, a delegation from the Mejlis of Turkmenistan undertook a working visit to Romania. The visit aimed for participation in the 31st Annual Session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE) held in Bucharest.

The meeting convened parliamentarians, representatives from OSCE member states, and representatives from various international organizations. Participants engaged in discussions on a broad spectrum of issues concerning security, cooperation, and democracy within the OSCE region.

The discussions centered on the development of democracy, human rights, sustainable development, and environmental protection. Particular emphasis was placed on environmental challenges facing OSCE countries, highlighting the need for collaborative efforts to combat climate change.

During their addresses, the representatives from Turkmenistan reiterated the country's dedication to peaceful diplomacy, economic cooperation, cultural dialogue, and ensuring environmental stability. Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system to consider a number of issues of public life.

Having announced the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis, D.Gulmanova, who informed about the ongoing activities to bring the country’s legal framework in line with the realities of modern times. In particular, a new edition of the Civil Code is being developed, changes and additions are being made to the Budgetary, Sanitary Codes, the Code on Social Protection of the Population, laws on physical culture and sports, state scientific and technical policy, scientific institutions, anti-doping in sports, seed production etc.

In addition, it was reported about preparations, together with the Central Election Commission, for the elections of deputies scheduled for July 7 of this year to replace those who retired. As noted, work in this direction is carried out in accordance with the norms of international law and national electoral legislation.

Information was also provided on measures taken to strengthen inter-parliamentary contacts and cooperation with international organizations. Thus, credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to our country were accepted. At the same time, meetings were held with a delegation led by the Chairman of the Upper House of Parliament of the Republic of Zimbabwe and with the Special Representative of the European Union for Human Rights.

The Head of the Parliament also reported on a special forum “Historical and cultural values that unite peoples”, held via videoconference, dedicated to the 300th anniversary of the birth of the outstanding philosopher of the East, poet Magtymguly Fragi.

Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of preparing new laws that are in demand by the time, which should also reflect the key priorities of the domestic and foreign policy implemented by the Turkmen state. In this regard, the need to carry out appropriate work in this direction was noted.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the activities of subordinate structures to maintain sustainable development of the national economy, maintain positive indicators in all sectors and improve the standard of living of the population.

It was also reported on practical steps being taken to prepare the draft State Budget for the coming year. In this regard, the results of an analysis of preliminary calculations of the financial and economic activities of ministries and line departments were reported to increase wages, pensions and state benefits, and scholarships for students and trainees next year.

After listening to the report, President Serdar Berdimuhamedov noted that currently program reforms are being successfully implemented in the country, and the social and living standards of the people are consistently increasing. Having approved the proposal of the Deputy Prime Minister to increase by 10 percent the wages of employees of enterprises and institutions, pensions and state benefits of citizens, scholarships for students and trainees from January 1, 2025, the head of Turkmenistan ordered to take appropriate measures in this direction.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the ongoing activities to provide the Türkmennebit State Concern with the necessary products.

Information was provided on the practical steps being taken aimed at creating appropriate conditions for the technical re-equipment of institutions of the fuel and energy complex, the effective conduct of geological exploration and drilling work at oil and gas wells, as well as their development through the widespread introduction of international best practices into the industry.

Summarizing the report, Head of State Serdar Berdimuhamedov noted that the material and technical base of the Türkmennebit State Concern is being consistently strengthened. Focusing on the importance of successfully solving the tasks set for the domestic oil and gas sector, the President of Turkmenistan addressed a number of specific instructions to the Vice-Premier.

Deputy Chairman of the Cabinet of Ministers T.Atahallyev reported on the measures being implemented in the agricultural sector and the progress of seasonal agricultural campaigns in the regions of the country.

In particular, it was reported that in the velayats the wheat harvest continues, the collected grain is delivered to collection points, and timely payments are made to grain growers for the harvest handed over to the state. The areas freed up after the mowing are being plowed and preparing for the next sowing season. In addition, cotton care is carried out in the regional fields, including inter-row cultivation, fertilizing with mineral fertilizers and watering.

Along with this, steps are being taken to grow and harvest potatoes and vegetable and melon crops, to provide the population with these types of products.

In Dashoguz and Lebap velayats, the maintenance of rice fields continues. Every effort is being made to develop livestock farming, increase the number of livestock, and create a supply of feed.

Activities are being carried out to improve water supply and land reclamation, rational and efficient use of water resources.

After listening to the report, the President of Turkmenistan noted the importance of conducting seasonal agricultural campaigns on the agricultural lands of the regions in accordance with agro-technical requirements. The progress of the grain harvest season should be kept under strict control, the head of state emphasized, ordering the appropriate work to be carried out on plowing and preparing areas for sowing.

Focusing on ensuring proper care of fields sown with cotton, President Serdar Berdimuhamedov instructed the Deputy Prime Minister to take the necessary measures to obtain a generous harvest of other agricultural crops.

Next, Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the ongoing work to modernize the material and technical base of the electric power industry.

As noted, practical steps are currently being taken to improve the architectural and urban appearance of our white marble capital, turning it into a city comfortable for living, working and relaxing. In this regard, it was reported on the measures being taken to improve the activities of the service that carries out maintenance of outdoor lighting systems on the avenues, streets and parks of Ashgabat, in particular, providing the latest vehicles.

Having approved the proposal of the Deputy Prime Minister to purchase modern specialized vehicles to strengthen the material base of the Ministry of Energy, the head of Turkmenistan ordered the corresponding work to be carried out.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the measures taken for the practical implementation of agreements reached earlier at the highest level in accordance with the “Plan of joint activities for the further development of cooperation between Turkmenistan and the Republic of Uzbekistan for 2023–2024 (Road Map)”.

In this context, it was reported about the regular meetings of the Joint Turkmen-Uzbek Commission and the Business Council, as well as the exhibition of products and goods “Made in Turkmenistan”, planned to be held on July 15-16 of this year in Tashkent.

Noting that the Republic of Uzbekistan is a close partner of our country, President Serdar Berdimuhamedov ordered to properly prepare for the 18th meeting of the Joint Turkmen-Uzbek Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation and the next meeting of the Turkmen-Uzbek Business Council. At the same time, emphasis was placed on the need for an organized national exposition of domestic products.

Then the Deputy Prime Minister reported on the ongoing work to strengthen trade and economic ties and expand mutually beneficial cooperation with foreign countries.

It was reported that, on behalf of the head of state, preparations are underway for the forum “Trade, Investment and Business Opportunities in Turkmenistan”, scheduled to be held on November 7–8 this year in Abu Dhabi city (UAE). The event is planned to be organized as part of the World Expo (ADIPEC), dedicated to the oil and gas and energy industries, new technologies and advanced developments, which will be held on November 4–7 in the capital of the United Arab Emirates.

It was noted that taking into account the interest of large global companies in cooperation with Turkmenistan, at the site of a large-scale international show, and it is proposed to organize presentations that reveal the potential of our country with the participation of representatives of the financial, economic, oil and gas, energy complexes, industries, trade, agriculture and water management, and the environment, transport and communications. In this regard, a corresponding proposal was submitted to the head of state for consideration.

After listening to the report, President Serdar Berdimuhamedov emphasized that international events held in our country and abroad facilitate the development of trade and economic relations. As noted, the upcoming show in Abu Dhabi (United Arab Emirates) is of great importance in terms of highlighting the growing economic potential and the high milestones achieved by our Homeland. It is necessary to ensure a high level of organization of the forum “Trade, Investment and Business Opportunities in Turkmenistan”, planned to be held at the World Exhibition site, the head of state said, instructing the Deputy Prime Minister to take appropriate measures for this.

Next, Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the Procedure for the main events and opening of social and cultural facilities in July of this year.

As reported, various conferences, meetings, propaganda and explanatory events, exhibitions, and song and music celebrations are planned for the coming month. In connection with the onset of the summer holidays, it is planned to organize cultural events, creative and intellectual competitions, and sports competitions among children and adolescents. In July, the country’s libraries will host presentations of children’s literature, art readings among children, etc.

In addition, the event “Milli mirasymyz dowamat-dowam” is planned, the purpose of which is to popularize arts and crafts, hand embroidery traditions and various types of handicrafts. It is also planned to hold rounds of the competitions “Çalsana, bagşy!”, “Ýaňlan, Diýarym!” and “Gülüň owadan”, the opening of the Year of Culture of Turkmenistan in the People’s Republic of China.

Noting that in the year “The Fount of the Wisdom of Magtymguly Fragi”, numerous socio-cultural facilities are being commissioned in our Homeland, and various celebrations are being organized to highlight the progressive development of our country, President Serdar Berdimuhamedov assigned the Deputy Prime Minister to ensure a high level of events coming in July.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the preparation of the project “Procedure for the development, implementation and financing of state scientific and technical programs”.

As noted, Turkmenistan is adopting programs, strategies, concepts and plans aimed at the comprehensive development of the national economy, creating a strong legal framework taking into account the main features of our state and society.

In accordance with the Law of Turkmenistan “On State Scientific and Technical Policy”, the Academy of Sciences, together with ministries and departments, has prepared a project “Procedure for the development, implementation and financing of state scientific and technical programs”. This document is aimed at increasing the efficiency of implementation of scientific and technical policy in priority vectors of scientific, scientific, technical and innovation activities, strengthening the financial, material and human resources potential of the country, as well as solving other problems.

After listening to the report, President Serdar Berdimuhamedov noted the special role of science in the development of the national economy. As emphasized, in this context, it is important to improve the management of the scientific field and the financing of activities, as well as the regulation of the legal framework in this direction. Having approved the proposal presented by the Deputy Prime Minister, the head of state ordered the corresponding work to be carried out.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the steps taken to increase international cooperation of Turkmenistan in the field of climate change.

As emphasized, our country pays special attention to strategically significant issues on the global agenda, in particular those related to the above-mentioned issues. At the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-28), President Serdar Berdimuhamedov put forward important initiatives in this direction. Currently, proper work is being carried out to implement them.

It was also noted that in May 2022, the Nationally Determined Contribution (NDC) of Turkmenistan to the Paris Climate Agreement was approved by the Resolution of the Head of State, and consistent measures are being taken to implement this document. At the same time, the preparation of the 4th National Report based on the Framework Convention on Climate Change is being completed, which is planned to be submitted to the Secretariat of this Convention by the end of this year.

As is known, the COP-29 Conference will be held in Baku (Republic of Azerbaijan) from November 11 to 22, 2024, within the framework of which a wide range of climate issues will be considered and relevant reports will be heard. Based on the key ideas and initiatives of the President of Turkmenistan, a number of proposals have been prepared for the development of international cooperation in this area.

Thus, it is proposed that from the next month we begin comprehensive preparations for the participation of our country’s delegation in this Conference and for these purposes, hold on July 22 the next meeting of the Working Group created within the Interdepartmental Commission on Environmental Issues. Based on the results of the meeting, it seems appropriate to develop new projects to reduce greenhouse gas emissions in Turkmenistan and adapt to climate change.

In anticipation of the 19th Youth Conference (COY-19), upcoming in Baku in November 2024, it is proposed to organize Youth Forums on Climate Change in all velayats and in Ashgabat in September.

In addition, a proposal was voiced to hold an International Conference on Food Security in the Conditions of Climate Change in the Turkmen capital in November this year. This forum is planned to be organized under the auspices of the UN and jointly with its specialized structures – the Food and Agriculture Organization (FAO), the World Health Organization (WHO), the World Food Program and the Children’s Fund (UNICEF).

Summarizing the report, President Serdar Berdimuhamedov noted that our country makes a significant contribution to the efforts of the world community related to climate change. Turkmenistan is carrying out consistent work at the international and national level in this direction, and the head of state said and, having approved the proposals presented, gave the Deputy Prime Minister and the head of the Ministry of Foreign Affairs relevant instructions.

General Director of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyev reported on preparations for the competition of innovative projects “Digital Solution – 2024”.

It was reported that, guided by the instructions of the head of state on the transition to a digital system, identifying and encouraging young people involved in the development and implementation of innovative software and startups, it is planned to hold the next above-mentioned competition. Its results are planned to be summed up within the framework of the international exhibition “Türkmentel – 2024”.

It is expected that it will be held in such categories as artificial intelligence, robotics and automation, smart agricultural technologies, smart home and smart city, education and e-learning, digital health and services.

After listening to the report, President Serdar Berdimuhamedov emphasized that program work aimed at developing the digital economy is being carried out in the country. Wide participation in the annually organized competition of innovative projects of young people involved in software development and inventions serves as clear evidence of the success of the transformations being carried out in this area, the head of Turkmenistan noted. Having approved the proposal submitted by the head of the Agency to announce the competition “Digital Solution – 2024”, the President of the country ordered the corresponding work to be carried out.

Then, addressing the participants of the meeting, the head of state emphasized that in the modern era, large-scale reforms are being successfully implemented in our Homeland for the benefit of the people. June 29 marks one year since the opening of Arkadag city, built on the initiative of the National Leader of the Turkmen people, which is a symbol of the power of a sovereign state. REPRESENTATIVE OF THE PARLIAMENT OF TURKMENISTAN TOOK PART IN THE REGIONAL RESEARCH CONSULTATION

 

On June 28, 2024, representative of the Mejlis of Turkmenistan, as part of the Turkmen delegation, took part in a regional training conference entitled «National plans for women, peace and security» was held in Vienna, Republic of Austria.

At the meeting, issues related to the development, implementation and modernization of national action plans related to UN Security Council Resolution 1325 «Women, Peace and Security» were discussed.

During the conference, consultations were held on ensuring women's rights and empowering them, as well as enhancing their role in ensuring peace and security.

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты врач Аркадаг Гурбангулы Бердымухамедов совершил рабочую поездку по столице, ознакомился с проектами и чертежами мест расположения строящихся здесь объектов системы здравоохранения.

В настоящее время Герой-Аркадаг держит на постоянном контроле вопросы, связанные с возведением зданий различного назначения в городах Ашхабад и Аркадаг, в регионах страны, в том числе современных объектов, относящихся к системе здравоохранения, а также с видами используемых при этом стройматериалов. Важное значение придаётся и уровню оснащения зданий профильной сферы.

Национальный Лидер туркменского народа прибыл на стройплощадку, где продолжается возведение Международного реабилитационного центра. Здесь проводится соответствующая работа в рамках выполнения задач, вытекающих из Государственной программы «Saglyk», разработанной врачом Аркадагом и успешно претворяемой в жизнь в настоящее время под руководством Президента Туркменистана.

Затем Герой-Аркадаг побеседовал с председателем правления компании «Rönesans Holding» Эрманом Ылыджаком, которая принимает активное участие в реализации градостроительной программы в нашей стране. Руководитель крупной компании выразил признательность Председателю Халк Маслахаты Гурбангулы Бердымухамедову за предоставленную возможность обменяться мнениями о проводимой работе и об условиях для налаживания эффективной деятельности иностранных компаний в Туркменистане, следующем по пути гармоничного развития по всем направлениям. В эру Возрождения новой эпохи могущественного государства под руководством Президента Сердара Бердымухамедова во всех сферах жизни страны успешно продолжаются широкомасштабные реформы, инициированные Героем-Аркадагом. Вопросы укрепления здоровья человека, строительства в беломраморном Ашхабаде современных медицинских учреждений, их оснащения на уровне последних достижений науки остаются в центре постоянного внимания государства.

Здесь заместитель Председателя Кабинета Министров Н.Аманнепесов доложил о ходе строительства в столице Международного научно-клинического центра физиологии на 250 мест, Международного реабилитационного центра на 400 мест, Международного научно-клинического центра онкологии на 500 мест. Также была представлена подробная информация о темпах возведения Стоматологического центра, Международного педиатрического центра на 160 мест, генеральном плане учреждений здравоохранения, чертежах мест расположения объектов и об оснащении этих медучреждений, особенностях оформления помещений.

Как отмечалось, в настоящее время под мудрым руководством Президента Туркменистана достигаются большие успехи во всех сферах жизни страны, в том числе в здравоохранении. Это свидетельствует об эффективности масштабных реформ, осуществляемых усилиями врача Аркадага, о положительных результатах предоставляемых населению медицинских услуг, соответствующих международным стандартам.

Среди представленных здесь проектов – онкологические центры международного уровня в Марыйском велаяте на 200 мест, в Балканском и Лебапском велаятах на 150 мест каждый, Центр охраны здоровья матери и ребёнка на 400 мест в Дашогузском велаяте, Лечебно-консультативный центр на 600 мест имени С.А.Ниязова и Центр охраны здоровья матери и ребёнка на 400 мест Государственного медицинского университета Туркменистана имени М.Гаррыева, в Ашхабаде – Средняя медицинская профессиональная школа имени И.Ганди на 1000 мест.

Кроме того, Герою-Аркадагу было доложено о финансировании строительства в Балканском и Лебапском велаятах онкологических центров международного уровня такими авторитетными финансовыми структурами мира, как Исламский банк развития, а также Саудовским фондом развития – соответствующего центра в Марыйском велаяте. Это наглядно свидетельствует о высоком авторитете Туркменистана в мире, признании его ответственным партнёром с мощным экономическим потенциалом.

Как отмечалось, проводимые в этой сфере реформы были предусмотрены в Программе Президента Туркменистана социально-экономического развития страны в 2022–2028 годах. А их успешная реализация определена в числе важнейших задач современности.

В ходе ознакомления с эскизными проектами и чертежами медицинских учреждений Герой-Аркадаг особое внимание уделил таким вопросам, как использование при строительстве современного опыта, инновационных технологий, благоустройство прилегающих территорий, декоративные особенности объектов.

Национальный Лидер туркменского народа сделал акцент на том, что нынешнее время является эпохой масштабных реформ, цифровых технологий. Как и во всех структурах системы здравоохранения, в стоматологии также появились совершенные методы и современные технологии. Теперь с помощью инновационных технологий, в том числе уникального оборудования, можно определить, насколько здоровы полость рта и зубы у человека, предоставляется возможность наметить направления их лечения.

Герой-Аркадаг дал ряд поручений соответствующим руководителям относительно ответственного подхода к налаживанию организационной и хозяйственной деятельности учреждений здравоохранения в соответствии с установленными требованиями, пересмотра численности врачей, работающих в новых центрах, и повышения их профессионального уровня.

Вице-премьер доложил, что Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова, основанный на гуманитарных принципах, пользуется большим уважением не только в стране, но и во всём мире. С момента своего создания Фонд оказал содействие в восстановлении здоровья более 400 ребят и гуманитарную помощь детям, пострадавшим от стихийных бедствий в зарубежных странах.

Затем заместитель Председателя Кабинета Министров в знак глубокой признательности за ценные советы от опытного врача, а также по случаю первой годовщины открытия города Аркадаг от имени врачей и работников сферы здравоохранения преподнёс Герою-Аркадагу в подарок ковёр «Благотворительный фонд по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова».

В центре изысканного коврового полотна размещён символ Фонда. Гармоничное сочетание цветов, белая бахрома олицетворяют светлые мечты, единство, счастье.

Врач Аркадаг акцентировал внимание на том, что следует привлекать опытных врачей в качестве консультантов при строительстве возводимых в разных уголках страны объектов социального назначения, и особенно в строительных работах и оснащении возводимых в столице, налаживании работы в центрах системы здравоохранения, дав ряд указаний в этом направлении.

Герой-Аркадаг пожелал всем успехов в проводимой работе и отбыл с места события.

The National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan met with the leaders of Kawasaki Heavy Industries Ltd.

On June 27, 2024, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov had a meeting with the senior adviser on strategic issues of the Japanese company Kawasaki Heavy Industries Ltd. Tatsuya Watanabe and the executive director of this company, Kenji Sanada.

Welcoming the guests, Arkadag Gurbanguly Berdimuhamedov expressed confidence that the upcoming meetings during the current visit will contribute to the further strengthening of relations between the two states, especially trade and economic ties, wishing success to the negotiations.

As noted, Japan is a long-term strategic partner of Turkmenistan in the Asia-Pacific region. Our countries actively cooperate not only at the bilateral level, but also within the framework of authoritative international organizations, primarily the UN.

It was emphasized that with the company “Kawasaki Heavy Industries Ltd.” Over the years, a fruitful partnership has been established and several large projects have been implemented. Examples of this are the plant for the production of gasoline from natural gas in Ovadandepe, the urea plant in Mary velayat, and the Kelyata cement plant.

Along with the work at full capacity of the commissioned facilities and taking into account Turkmenistan’s big plans for the production and processing of natural gas, new opportunities are emerging for the development of bilateral cooperation.

Expressing readiness to consider proposals from Kawasaki Heavy Industries Ltd. on the further development of the bilateral partnership, Hero-Arkadag expressed confidence in the continuation of fruitful interaction.

The businessmen, in turn, emphasized the desire of the company they represented for long-term cooperation with our country, noting that Japanese business circles show great interest in the promising Turkmen market, where favorable conditions have been created for business promotion, and are ready to provide experience and the latest technological developments.

At the end of the meeting, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov thanked the businessmen for their contribution to the development of Turkmen-Japanese cooperation.
