Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to discuss topical issues of the country’s socio-economic development and a number of draft documents.

The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed about the activities of the national parliament.

At present, in order to further improve standards of family and civil relations in the country, amendments and addenda are made to the current codes of Turkmenistan. Along with this, work is underway to prepare draft laws that will contribute to improving the socio-economic condition of the population.

As was reported, the parliament regularly analyzes the proper performance of duties by local executive authorities, gengeshes, as well as economic development of administrative-territorial units and their composition, and studies data from populated areas. In addition, deputies are taking interest in the wellbeing and life of citizens, and consider their proposals and wishes.

People’s representatives are also actively participating in awareness-raising events, and appearing in the media in order to inform the general public on the key goals of reforms ongoing in the country and the laws adopted, the socio-political content of the motto of 2024 “The fount of wisdom of Magtymguly Fragi”.

Having heard the information, President Serdar Berdimuhamedov pointed out the need to continue activities to improve the country’s legislation to meet the present-day requirements.

Then Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the work in progress to expand multilateral sectoral cooperation within the major international organizations and authoritative regional associations, in particular, the Commonwealth of Independent States.

As was reported, Ashgabat will host the regular 37th meeting of the Advisory Council on Labor, Employment and Social Protection of the Population of the CIS Member States in the second half of 2024.

Turkmenistan, as an associated member of the Commonwealth by virtue of its neutral status, actively participates in the work of this Council.

Having heard the report, President Serdar Berdimuhamedov emphasized that Independent Neutral Turkmenistan is steadily strengthening trade, economic, cultural and humanitarian cooperation with the Commonwealth of Independent States and expanding relations with its individual bodies.

Specifying the need for thoroughly preparing for the upcoming meeting of the above-mentioned Advisory Council in the Turkmen capital, the head of Turkmen state instructed the deputy prime minister to ensure that this important event is held at a high organizational level.

Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the measures being taken to further strengthen the material and equipment resources of the industries under his supervision.

The report included information that production facilities are regularly supplied with the necessary stocks in order to ensure the trouble-free operation thereof. Favorable conditions are also created for the stable efficient performance of the complex, directly related to modernizing the infrastructure and increasing production capacity, upgrading machinery and equipment, as well as the introduction of innovative technologies.

Summing up the report, President Serdar Berdimuhamedov emphasized that the fuel and energy complex is one of the important sectors of the national economy. In view of this, the head of state drew attention to the need for continuing the work ongoing to further improve the performance of the fuel and energy complex, having given the deputy prime minister a number of instructions in this regard.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural campaigns in the regions of the country.

As was reported, preparations for cotton sowing are under way in the velayats, lands are plowed and planned, agricultural machinery and high-quality seeds are prepared. Along with this, wheat fields are treated appropriately.

The report included information that measures are taken to ensure the well-organized completion of the spring sowing of potatoes and other fruits and vegetables in order to ensure food abundance in the country.

The information also covered the steps taken for rational and effective use of water resources, irrigation of lands, improving the land reclamation condition, and creating additional water reserves. Irrigation canals and drainage networks are cleaned in the regions of the country.

Summing up the report, President Serdar Berdimuhamedov emphasized that great attention in the current critical season must be paid to agricultural campaigns ongoing in the regions of the country. At the same time, the importance of complying with agro-technical standards when treating wheat fields was highlighted.

The head of state ordered to thoroughly prepare for the spring sowing season, and instructed the deputy prime minister to keep the proper organization of work in this area under strict control.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the measures being taken to further improve the performance of the domestic construction and industrial complex.

As was reported, pursuant to the instructions given by the head of state, consistent work is in progress to increase the production of import-substituting and export-oriented goods in an active association with the representatives of domestic business entities.

In this context, information was provided on work to establish a modern enterprise with advanced technologies and equipment for the production of goods in demand on the domestic and foreign markets, in particular, steel pipes of various diameters.

Having heard the report, President Serdar Berdimuhamedov highlighted the importance attached to the production of import-substituting goods. In this regard, the head of state approved the proposal to establish a public-private partnership based manufacturing enterprise and gave the deputy prime minister a number of related instructions.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the steps being taken to implement state programs aimed at further developing entrepreneurship in the country.

As was reported, favorable conditions are created under the “Program of the President of Turkmenistan on the Socio-Economic Development of the Country for 2022–2028” for the effective activities of domestic entrepreneurs in all areas, which result in their significant contribution to progressive socio-economic development of the country.

Having heard the report, President Serdar Berdimuhamedov, specifying that the private sector of the national economy is regularly provided with state support in order to stimulate entrepreneurial activity, and favorable conditions are created in the country for the development of small and medium-sized businesses, gave relevant instructions to the deputy prime minister.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the work in progress to improve circus art in the country.

The report included information that a document has been prepared in accordance with the laws of Turkmenistan “On Culture” and “On Circus and Circus Art”, describing the procedure and conditions for awarding the legal status “National” to state circuses and individual professional creative circus groups.

In this regard, a relevant draft Decree was submitted to the head of state for consideration.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of further development and improvement of circus art in the country.

Having signed the Decree “On approving the procedure and conditions for awarding the legal status “National” to state circuses and individual professional creative circus groups,” the head of state sent it to the deputy prime minister by a digital system and gave a number of specific instructions.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on issues related to the enrollment in 2024 to postgraduate and doctoral studies and clinical residency, as well as for academic degrees.

As is known, special importance in the period of the Revival of the New Epoch of the Powerful State is attached at the state level to the development and improvement of the domestic scientific system, and the training of scientists and high-level specialists in priority fields of science. 

In order to foster a new generation of young scientists in the field of managing the digital economy, training engineers, technologists, qualified medical professionals and other specialists well-versed in innovative technologies, work had been carried out jointly with the relevant ministries and departmental institutions of the country.

In 2024, ongoing under the motto “The fount of wisdom of Magtymguly Fragi”, pursuant to proposals from applicants, a project has been prepared regarding the number of candidates who will be admitted to postgraduate and doctoral studies at research institutes and higher education institutions of the country, and to clinical residency, as well as applicants for academic degrees.

Having heard the report, President Serdar Berdimuhamedov placed special emphasis on the importance attached to the steady improvement of the scientific and educational sectors, for which development a large-scale work is under way in the country.

In this regard, the deputy prime minister was given a number of instructions on the organized admission of best candidates to postgraduate and doctoral studies, and clinical residency in 2024.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the draft Work Plan of the Ministry of Foreign Affairs for 2024.

As was reported, the draft Work Plan was prepared pursuant to the Program “Revival of the New Epoch of the Powerful State: The National Program for the Socio-Economic Development of Turkmenistan in 2022-2052”, the Concept of the foreign policy course of neutral Turkmenistan for 2022-2028, as well as regulatory and legal instruments related to foreign political and economic issues, adopted at the state and government levels.

The document is aimed at further implementation of the legal status of the country’s permanent neutrality, expansion of foreign political and economic relations, comprehensive promotion of sustainable development, and further humanization of the system of international relations.

The Plan provides for a number of events to be held by the diplomatic service on the occasion of the 33rd anniversary of the independence of Turkmenistan, the 29th anniversary of the country’s permanent neutral status, the declaration of 2024 the year “The fount of wisdom of Magtymguly Fragi” and etc.

It also outlines the steps to develop cooperation between Turkmenistan and foreign countries in various areas. In particular, bilateral visits and political consultations are to be organized.

According to the Work Plan, several joint conferences, seminars, exhibitions and other events are scheduled in the fields of culture, science, education, sports, healthcare and tourism.

Much attention is paid to joint actions with international organizations, information activities and the development of digital diplomacy.

Taking into consideration the importance of international economic partnership, measures are provided to step up the activities of bilateral intergovernmental commissions, to regularly develop cooperation with relevant foreign government agencies, companies and banks, as well as to strengthen relations with international economic and financial institutions in order to arouse greater interest in the export capacity and investment attractiveness of the Homeland.

There are also plans for developing draft bilateral and multilateral documents as part of cooperation between Turkmenistan, foreign countries and international organizations.

Summing up the report, President Serdar Berdimuhamedov emphasized that our independent state, firmly adhering to its legal status of positive neutrality, is actively pursuing the foreign policy for universal wellbeing.

“We will further adhere to the chosen foreign policy course, develop peaceful and good-neighborly relations, continuing to successfully carry out the open door policy”, the head of state said and gave the deputy prime minister, foreign minister of the country a number of specific instructions.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the progress of preparing Work Plans of supervised institutions for 2024.

As was reported, the plans provide for the steps to increase cargo flows and transit opportunities in the region through the efficient operation of a transport infrastructure. In this regard, the introduction of a digital system, the creation of favorable conditions for investment and the development of international cooperation are identified as priority areas to achieve the goals set.

Particular attention will be paid to strengthening the material and equipment resources of the complex, the construction of modern railway and motor stations and airports, steel trunks, cargo terminals, sea vessels, residential houses, industrial and social facilities, digital systems, telephone exchanges. There are also plans for carrying out a number of large investment projects.

Having heard the report, President Serdar Berdimuhamedov focused on the important role of the country’s transport and communications complex in the progressive development of the national economy and gave the Agency head a number of specific instructions in this regard.

Then information was provided on preparations for the participation of the Turkmen delegation in the “Global Gateway” Investment Forum on sustainable transport EU-Central Asia to be held in Brussels (Kingdom of Belgium) on January 29-30 this year.

It is expected that the event will include negotiations and business meetings with a number of European companies, aimed at strengthening cooperation and implementing joint projects in the transport sector.

Summing up the report, President Serdar Berdimuhamedov specified that all conditions for the development of the transport complex are created in the country, and joint activities with international organizations are carried out in this area.

In this regard, the head of state ordered to ensure the participation of the Turkmen delegation in the upcoming “Global Gateway” Investment Forum in Brussels, instructing to hold a plenary meeting on the topic “Investment opportunities in the transport complex of Turkmenistan”, scheduled as part of the above-mentioned forum, at a high organizational level.

A number of other issues of state activity were also discussed at the meeting, on which appropriate decisions were made.

Concluding the regular meeting of the Cabinet of Ministers via a digital system, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great success in their work for the further prosperity of the sovereign Homeland.

The National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan, Honorary Elder Gurbanguly Berdimuhamedov visited the Gurbanguly Hajy mosque in Mary city during a working trip to Mary velayat.

Being the main attraction of the city, the white marble mosque was built at the request of the population of the velayat in 2009, taking into account the traditions of national architecture. A golden crescent is at the top of the main dome with a diameter of 24 meters, decorated with ornaments.

Here, the imam of the main mosque of the velayat and religious figures met Hero-Arkadag.

As Haji Arkadag emphasized, the country is taking large-scale measures aimed at ensuring a peaceful, prosperous and happy life for the people, the prosperity of the Homeland and increasing the economic power of the state. A lot of work is being done to change the appearance of the cities and villages of our native land, improve the social and living conditions of the population. At the same time, due attention is paid to the construction of modern mosques in all corners of our country.

In the mosque, verses were read and prayers were offered to the Almighty for the prosperity of the country, the happy life of the people and the successful implementation of the great goals begun by Hero Arkadag and continued by Arkadagly Hero Serdar. This became clear evidence that national age-old principles are developing in accordance with the spirit of the times.

The inside of the mosque is decorated with marble, granite and precious woods. In its decoration, a special place is occupied by inscriptions taken from the suras of the Koran. The complex includes special buildings for sadaqah and religious rituals, a hotel and other facilities. There are beautiful fountains along the stairs.

During the conversation, Hero-Arkadag noted that the tradition of giving sadaqah in memory of the deceased, reading prayers for the repose of their souls, has found its worthy continuation.

Then, Haji Hero-Arkadag turned to religious leaders with a proposal to discuss with the elders holding a sadaqah on one of the Fridays of the month of Oraza in memory of mother Ogulabat eje, who made a huge contribution to the development of such qualities as patriotism, good morals, hard work, and father in the younger generation – Myalikguly aga, who dedicated his life to serving the Homeland. All this confirms that the honor and dignity of the people are inextricably linked with the veneration of ancestral family values and their ancestors.

In turn, the religious leaders expressed sincere gratitude to the National Leader of the Turkmen people and the President of Turkmenistan for their tireless concern for the well-being of the country and the people of Turkmenistan and wished them great success.

Then Hero-Arkadag, on behalf of the President of Turkmenistan, inquired about the work of the military airfield, the technical features of the planes and helicopters available here, as well as the service and social conditions of military pilots.

Thanks to the tireless efforts of the President of Turkmenistan, the Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov, the issues of ensuring security and well-being in our independent, permanently neutral Homeland, further strengthening the material and technical base of military and law enforcement agencies, and improving their activities are in the center of unremitting attention of the state.

Speaking about this, Hero-Arkadag focused on the need to solve successfully problems arising from the purely defensive Military Doctrine of Turkmenistan, committed to a neutral, friendly and good-neighborly policy. In this regard, improving the material and technical base of the Armed Forces, especially careful treatment of military equipment, and compliance with established standards for runways for military aircraft are important tasks of our time. 

In this context, it is necessary to keep in the center of constant attention the issues of improving the professional level, theoretical, socio-political and physical training of personnel, organizing the activities of military and law enforcement agencies in accordance with the requirements of the time, Hero-Arkadag noted and gave a number of recommendations in this regard to the relevant leaders.

Then the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov headed by helicopter towards the pastures of the Maldar livestock farm of Murgab etrap of the velayat, located on the outskirts of the Karakum desert.

On the territory of the pasture, Arkadag was warmly greeted by the tenant shepherd M.Ataev with his son and grandson.

The National Leader of the Turkmen people asked about his work, the condition of the herd and local pastures, as well as the life of the livestock breeder.

Expressing sincere gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for their attention, the tenant shepherd said that the state creates all conditions for livestock breeders to work, noting that his sheep, which he has over 550 heads, are provided with a well-fed and warm wintering.

Hero-Arkadag inquired about the shepherd’s work and the specifics of the rental conditions.

The shepherd proudly noted that he has been in this profession for 25 years and annually receives a healthy offspring, thus increasing the well-being of the family.

Emphasizing that today in the Homeland, ensuring food abundance is identified as the most important task, the National Leader of the Turkmen people noted that for the Turkmens, bread has always been sacred and the basis of life. That is why the country attaches special importance to poviding an abundance of bread and bakery products.

Our people, who created the wise saying “The camel is a universal treasure”, especially, value camels. Observing these animals, the Chairman of the Halk Maslakhaty talked with the shepherd about the benefits of camel milk, chal and agaran made from it, as well as products made from the wool of these animals for human health.

Sheep farming has become one of the main areas of activity of the Turkmen people. Wise ancestors developed their own methods of herding sheep, and today this area is developing at the proper level.

It is well known that the faithful companion of a shepherd is a faithful Alabai. He quickly gets used to people and protects children and his owner’s property. Representatives of this breed, inherited from our ancestors, still serve people devotedly.

Noting that it is a great pride to continue the noble principle “The father’s craft belongs to the son,” Hero-Arkadag wished the shepherd’s family further success. Our people, who have recognized kovurdak as an indispensable food in the desert, consider it, like bread, sacred. Speaking about this, Hero-Arkadag said that bread is indispensable for a person going on a long journey.

As the National Leader of the Turkmen people highlighted, having a profession that is respected by people is prestigious. Hero-Arkadag emphasized that thanks to the constant attention of the country’s President, the agricultural sector today is developing harmoniously, as a result, the population’s demand for various types of products is satisfied, and food abundance is created.

Tenant shepherd M.Ataev expressed sincere gratitude to the Chairman of the Halk Maslakhaty for his attention, assuring that he will continue to make every effort to successfully complete the assigned tasks.

Then the grandson of M.Ataev read the poem by the National Leader of the Turkmen people “The Fount of Wisdom of Magtymguly Fragi.”

Noting that the state will continue to do everything necessary to ensure that farmers and livestock breeders make a worthy contribution to ensuring food abundance in the country, Hero-Arkadag wished the tenant great success and family well-being. Then Hero-Arkadag, on behalf of President Serdar Berdimuhamedov, presented the shepherd’s family memorable gifts.

Also, Hero-Arkadag, having satisfied the shepherd’s request, took a photo with him and his family.

The shepherd once again expressed his gratitude to Hero-Arkadag and asked to thank the President of the country for the gifts.

Having wished the shepherd success in his work, Hero-Arkadag headed to the site of the final construction of the Tejen-Mary road section of the Ashgabat-Turkmenabat high-speed highway.

Hero-Arkadag’s helicopter landed at the site of a large-scale construction project destined to facilitate the economic development of the country and the growth of its transport potential.

National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov talked with road employees working here and inquired about their working conditions.

Road engineer S.Yovshanov said that thanks to constant support from the state, construction work is being carried out at a high pace; the construction of the Tejen-Mary road section is currently being completed, and at the same time, construction of the road in the Mary-Turkmenabat direction has begun.

Hero-Arkadag congratulated the builders on their achievements and inquired about their experience in this area and the features of road construction.

Noting that over the years of work in road construction, positive experience has been accumulated, the road engineer proudly emphasized that it was a great honor for him to take part in the construction of this highway, which is important in increasing freight traffic.

Stressing that the construction of a road, bridge, and buildings is considered to be a noble cause by the Turkmens, Hero-Arkadag noted that being a builder is a noble cause. Hero-Arkadag also interested about the features of the equipment used here, the difference between road construction and other construction work.

As the specialist noted, in road construction, special emphasis is placed on the efficiency and power of advanced equipment, the uninterrupted operation of which is an important condition, and on behalf of the road workers he expressed gratitude to the President of Turkmenistan, as well as Hero-Arkadag for the broad support of business initiatives in the country.

Noting that the highway of the future is being laid here, Hero-Arkadag said that road workers are making a worthy contribution to the restoration of the Great Silk Road in a modern format, and that this road in the future will serve all of humanity.

The construction of a highway of historical significance in our country is being carried out by entrepreneurs, which indicates the great trust placed in representatives of private business in Turkmenistan. These are unlimited opportunities for entrepreneurs. Hero-Arkadag, addressing the builders, noted that it is important to talk about the work being done, and that our people are proud of them.

Today, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan, Honoured Elder Gurbanguly Berdimuhamedov made a working trip to Mary velayat where he held a working meeting.

During the working meeting held with participation of the khyakim of the velayat and deputy khyakim responsible for educational, cultural, public health services and sports affairs, the issues connected with social and economic development of the region and introduction of high technologies and the digital system in the agricultural sector were discussed.

Improvement of ameliorative conditions of the land, increase of productivity of the soil and production volume of cotton and wheat as well as control over construction of industrial and social projects became one of the major topics of the working meeting.

Hero-Arkadag gave a number of recommendations, including those of necessity of conduction of the work in cultivated areas according to agro-technical standards, increases in production volume of cotton, which is the basic raw material for the textile industry of the country and a well-coordinated activity of the khyakimlik of the velayat in this area with etrap khyakimliks.

In recent years, as a result of the work carried out to educate the younger generation in the spirit of patriotism and diligence as well as on the basis of noble principles of our wise ancestors, the number of young men, who are engaged in production, consistently increases. At the same time, thanks to combination of national traditions of agriculture with advanced experience, the agricultural sector harmoniously develops and it has a special significance for maintenance of food abundance in the country.

Having drawn the attention to necessity to hold the activities carried out in the agriculture of the velayat as well as at sites of different construction projects implemented in the region under constant control, Hero-Arkadag outlined maintenance of the quality of buildings and constructions and their commissioning into operation within established terms as an important task. Thus, the work carried out in the given area should correspond to requirements of today.

Addressing the deputy khyakim of the velayat during the working meeting, Hero-Arkadag made valuable recommendations on regular organisation of events that have a great importance in enrichment of the spiritual world of Turkmen nationals and aimed at strengthening of unity and coherence of our people.

The 300th birthday anniversary of Magtymguly Fragi is marked widely in the country this year. Having underlined importance of conduction of various contests among representatives of the younger generation devoted to the life and works of the outstanding thinker, scientist-Arkadag emphasised expediency of organisation of meetings with the youth, which is interested in the lives of Turkmen writers and illustrious personalities of our history.

In addition to it, as the National Leader of the Turkmen people said, it is necessary to pay much attention to preparation of the information, TV and radio programmes on the occasion of the 300th birthday anniversary of Magtymguly Fragi in the mass-media, on TV and radio channels. Having underlined importance of organisation of creative meetings, conferences, song and musical performances, exhibitions devoted to arts and crafts, Hero-Arkadag pointed out that this work urged to involve an active participation of the youth in important actions in the country.

Members of the Khalk Maslakhaty, which is the highest representative body of the people's power, maintain a close contact with citizens of the country and learn their wishes through the direct dialogue with them. It testifies to realisation of the main principle of the policy of President Serdar Berdimuhamedov “State - for people!”

The working trip of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov to Mary velayat continues.

The first week of the current year, 2024, with the motto "Fount of Wisdom Magtymguly Fragi," was marked by a series of events that vividly reflected the goals of the progressive policy pursued by the Head of State Serdar Berdimuhamedov. These events included the strengthening of the country's economic power, the consistent improving the welfare of the Turkmen people and deepening constructive dialogue with all interested countries.

On January 4, a phone conversation took place between the President of Turkmenistan Serdar Berdimuhamedov and the President of the Islamic Republic of Iran Seyyed Ebrahim Raisi. 

President Serdar Berdimuhamedov expressed deep condolences on behalf of the people, the Hero-Arkadag, and himself personally, in connection with the terrorist act in the city of Kerman, Iran, which resulted in numerous casualties and injuries.

During the conversation, the interlocutors noted that the relations between the fraternal countries have been enriched with new content in recent years and developed both in bilateral format and within the framework international organizations.

It was emphasized that Iran is one of the countries with which Turkmenistan traditionally maintains trade and economic partnership. Emphasis was placed on the prospects of cooperation in the fuel and energy sector, transportation and communications, light industry, agriculture and processing industry.

The cultural and humanitarian sphere was also identified as a priority area of cooperation.

On January 6, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, the agenda of which included issues related to the vital activities of the state.

Among the topics discussed were the work carried out by the Mejlis to draft a new version of the Civil Code, the Laws "On Energy Saving and Efficient Use of Energy", "On Hydrometeorological Activities", as well as amendments and additions to a number of existing legislative acts.

It was reported on the development of Work Plans for 2024 on economic and financial-banking sector, comprehensive modernization of enterprises of textile industry, work to strengthen cyber security in the country and training of high-level specialists in this field, material and technical equipment of educational and scientific base, the progress of seasonal agricultural campaigns.

There was announced information about the organization of celebrations and events on the occasion of the proclamation of the city of Anau as the cultural capital of the Turkic world in 2024, international Olympiads, scientific-practical conferences and exhibitions in Turkmenistan's universities in March-April of this year. 

It was also proposed to hold an International Conference at the level of ministers of culture in May and a Summit at the level of Heads of Government and States in Ashgabat in October 2024, marked by the 300th anniversary of Magtymguly and held under the motto "Fount of Wisdom Magtymguly Fragi". 

In addition, the President of Turkmenistan was informed about the results of the working visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to the United Arab Emirates, which took place on January 4-5 this year. 

President Serdar Berdimuhamedov emphasized the importance of the agreements reached during the visit and the signed comprehensive package of documents aimed at taking the intergovernmental dialogue to qualitatively new levels. He addressed specific instructions to the Deputy Prime Minister and Minister of Foreign Affairs. 

It should be noted that the development of mutually beneficial cooperation with the countries of the Middle East is one of the priority vectors of our country's foreign policy. The relations between Turkmenistan and the UAE occupy a special place. Regular bilateral meetings serve as a solid political basis for further comprehensive deepening of the productive intergovernmental dialogue established in recent years. 

On the first day of the visit, a meeting took place between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan at Al Shatie Palace. 

The talks covered a wide range of issues related to the development of political and diplomatic, trade and economic, cultural, humanitarian and other spheres of interstate cooperation.

The parties confirmed their mutual intention to continue to pay increased attention to the development of traditional dialogue in the interests of both countries and their fraternal peoples.

The National Leader of the Turkmen people noted the successful partnership with financial institutions of the United Arab Emirates, as well as in areas such as energy, transportation and communication, industrial and agro-industrial complex and high technologies.

Special emphasis was made on the importance of expanding interstate relations in the fields of science, culture and sports.

At the end of the meeting, Arkadag invited Sheikh Mohamed bin Zayed Al Nahyan to visit Turkmenistan at his convenience.

In Abu Dhabi, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan held a meeting with Mohamed Saeed Mohamed Al Ariqi, representative of the President of the UAE for affairs with Turkmenistan.

During the negotiations, the sides discussed issues of expanding Turkmen-Emirati cooperation in trade and economic, banking and financial, fuel and energy sectors.

Turkmenistan pays great attention to the development of "green" energy and the promotion of projects for the widespread use of renewable energy sources.

The transport and communication sector was also identified as a prospective area of interaction.

Issues of enhancing cooperation in the transport sector and effectively utilizing the transport and transit potential of our country were discussed during a working meeting, held by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, with the participation of some Deputy Chairmen of the Cabinet of Ministers of Turkmenistan and other leaders, including the energy sector.

On the second day of the working visit, the Hero-Arkadag arrived in Dubai, the largest economic, cultural and tourist center of the United Arab Emirates, where he held a meeting with Saeed Al-Tayer, Chairman of the Board of Directors of Dragon Oil.

The parties discussed the possibilities of further enhancing the long-standing successful cooperation, taking into account the accumulated solid experience of joint work and the grand plans of Turkmenistan for the further development of the domestic fuel and energy complex.

As noted, among the top priorities of this key sector of the national economy are increasing the volumes of oil and natural gas production and processing, as well as the export of Turkmen energy resources and finished oil and gas chemical products.

These goals are the basis of Turkmenistan's energy policy, aimed at putting the country's wealth at the service of all humanity.

Thus, the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline is intended to give a powerful impetus to the socio-economic development of the entire Asian region. It is expected that in the future, the third stage of the development of the giant Galkynysh field will become the source for supplying "blue fuel" through this main pipeline.

In this regard, the Chairman of the Halk Maslahaty invited partners and investors from the UAE to participate in the implementation of new energy projects related to the construction of gas pipeline infrastructure for the supply of Turkmen natural gas to the countries of the region and other states.

On the same day, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov met with Hamad Obaidalla, Chief Commercial Officer of Dubai Aviation Corporation ("Flydubai").

As noted, representatives of the business circles of the UAE are interested in close cooperation with Turkmenistan. Thanks to the cooperation between Turkmen Airlines and Dubai Aviation Corporation, regular flights are made on the Ashgabat-Dubai-Ashgabat route. Moreover, air communication has been established between the capitals of the two countries - Ashgabat and Abu Dhabi, which will directly contribute to the intensification of interstate relations, particularly in trade and economic sphere.

The Chief Commercial Officer of Dubai Aviation Corporation highly appreciated the modern infrastructure of the aviation industry created in Turkmenistan in recent years, the coordinated work of its technical services, and confirmed "Flydubai's" desire to expand mutually beneficial partnership. In particular, the proposal was made to increase the number of flights between the two countries.

At the same time, it was noted that there are prospects for mutually beneficial cooperation not only in the training of qualified aviation personnel but also in the provision of technical support and services, as well as the supply of innovative equipment.

The signing ceremony of the Memorandum of Understanding between the "Türkmenhowaýollary" of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan and Dubai Aviation Corporation was held at the end of the meeting.

The high efficiency of the working visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to the UAE is evidenced by other important documents signed during the two-day visit.

Among them are: Memorandum of Understanding between the State Concern "Türkmengaz" and the Abu Dhabi National Oil Company (ADNOC) (the purpose of this Memorandum of Understanding is the intention of the Parties to attract certain strategic partners for the development of the Galkynysh Phase III field and their possible participation in the implementation of energy projects related to the construction of gas pipeline infrastructure for the supply of natural gas to countries of the region and other states); Memorandum of Cooperation between the State Concern "Türkmengaz" and the Abu Dhabi National Oil Company (ADNOC) (the purpose of this Memorandum of Cooperation is the intention of the Parties to explore potential opportunities for mutually beneficial scientific, technical, and economic cooperation in the field of methane emission reduction); an Agreement on Cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the First Abu Dhabi Bank. 

In accordance with the agreement on the establishment of air communication reached during the working visit of the Hero-Arkadag Gurbanguly Berdimuhamedov to the UAE, the first flight from Ashgabat to Abu Dhabi was made by a new passenger aircraft "Boeing 777-300 ER", which joined the country's air fleet in early January this year.

It became the second aircraft of this series, for the purchase of which a contract was concluded with the world-famous American aerospace company "Boeing" according to the relevant Decree of the President of Turkmenistan. The first aircraft was received by the air carrier "Türkmenistan" in early December of last year. 

Moving on to other events of the week, it should be noted that the children of the "Döwletliler köşgi" Palace were presented with holiday gifts on behalf of President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov on the first day of the new  year.

In general, the events of the past week once again reflected the confident progress of the country along the path of progress due to the successful policy pursued by President Serdar Berdimuhamedov, aimed at the well-being and happiness of the Turkmen people, the prosperity of the Motherland and the implementation of its peacemaking foreign policy course.

Today, President Serdar Berdimuhamedov held an online working meeting with participation of Deputy-Chairman of the Cabinet T.Atahallyev who supervise the agro-industrial complex and khyakims of velayats. Its agenda included issues of development of the agro-industrial complex and the course of work carried out in regions of the country.

The first floor was given to khyakim of Akhal velayat R. Khojagulyev who reported on paces of seasonal field campaigns in the region.

As was pointed out, care of wheat fields is taken according to the agro-technical standards. In addition to it, ploughing, levelling and grading of fields to be sown with cotton this year are carried out. Necessary measures are taken to preparer the agricultural machinery and equipment, which will be involved in cotton sowing as well as to supply cotton growers with high quality seeds.

Areas for sowing of potato and others vegetables and gourds in the velayat, where ploughing and levelling activities are carried out, were determined.

Besides it, the khyakim reported on the work carried out with a view of appropriate functioning of heating systems in apartment houses, schools and kindergartens as well as uninterrupted supply of power energy, natural gas and water.

Having heard the report, President Serdar Berdimuhamedov underlined importance of appropriate conduction of seasonal agricultural campaigns, including observance of agro-technical standards in care of wheat fields and instructed the khyakim to keep control over the work in cotton fields and increase rates of preparation of seeds of this crop by the forthcoming season.

Then, khyakim of Balkan velayat Kh. Ashyrmyradov reported on the state of affairs in agriculture.

As was marked, ploughing, levelling and grading of areas to be sown with cotton as well as preparation of agricultural machinery and high-quality seeds for cotton growers proceed in the region.

The works on care of wheat fields, in particular, application of mineral fertilizers to the fields is carried out. Besides it, necessary measures are taken for organised conduction of spring sowing of potato, fruits and vegetables.

The khyakim also reported on the work carried out for uninterrupted functioning of heating systems of social buildings, maintenance of population with power energy, natural gas and drinking water.

Having heard the report, the head of the state noted importance of qualitative and organised conduction of seasonal agricultural campaigns these days and instructed the khyakim to keep issues of care of farmlands sown with wheat and acceleration of paces of work in the fields to be sown with cotton according to the agro-technical standards and preparation of high-quality seed material for cotton growers under control.

The online working meeting continued further with the report of khyakim of Dashoguz velayat S. Soltanmyradov on the course of agricultural work carried out in the region.

As was marked, due care of wheat fields is ensured in the fields of the velayat at present. With a view of obtaining a rich harvest of cotton this year, ploughing and grading of fields are carried out. Besides it, preparation of the agricultural machinery and equipment, high-quality cottonseeds, which meet natural climate conditions of the region out for the sowing season, is carried.

In addition to it, on the sidelines of preparation for the spring potato and other fruits and vegetables sowing, ploughing, levelling and grading of fields as well as dressing of seeds of these crops are carried out.

Corresponding measures for appropriate functioning of heating systems of apartment houses, schools, kindergartens, uninterrupted maintenance of population with electricity, natural gas and drinking water are undertaken.

Summing up the report, President Serdar Berdimuhamedov emphasised importance of proper conduction of present agricultural work. The khyakim was instructed to ensure observance of agro-technicians standards in taking care of wheat fields, accelerated preparation of fields as well as qualitative seed material for the next cotton sowing campaign.

Then, khyakim of Lebap velayat Sh.Amangeldiev reported on seasonal agricultural campaigns.

As was noted, care of wheat fields is taken according to agro-technical standards. Within the framework of preparation for the forthcoming cotton sowing campaign, due measures, including ploughing and grading of fields, vegetative watering, inspection of readiness of agricultural machinery as well as timely maintenance of cotton growers with high-quality seeds are carried out.

With a view of fulfilment of tasks to supply population with local potato, other fruit and vegetable crops, due work is carried out to determine fields to be sown with these crops in the spring sowing season.

Necessary measures on uninterrupted maintenance of social projects with heating, electricity, natural gas and drinking water are also undertaken.

Having heard the report, President Serdar Berdimuhamedov pointed out importance of agricultural work carried out today. In this connection, the khyakim was instructed to keep fulfilment of agro-technical requirements in taking care of wheat fields, accelerated preparation of the fields to be sown with cotton and high-quality cottonseeds under a strict control in the velayat.

Further, khyakim of Mary velayat B.Orazov reported on the state of affairs in the agricultural branch.

He informed that topdressing with mineral fertilizers in the fields sown with wheat is carried out. With a view of preparation for the forthcoming cotton sowing campaign, ploughing, grading and application of fertilizers as well as inspection of the technical condition of park of agricultural machinery and equipment, treatment of seed according to the plan are carried out.

Besides it, corresponding measures are taken for organised conduction of spring potato, other fruit and vegetable crops sowing.

The khyakim also reported on the work of heating systems of social projects adjusted according to requirements, uninterrupted maintenance of population with electricity, natural gas and drinking water.

Summing up the report, President Serdar Berdimuhamedov underlined a great significance of agricultural work carried out at present. The head of the state instructed him to ensure a strict observance of agro-technical standards in taking care of wheat fields in the velayat, acceleration of rates of preparation of the fields to be sown with cotton and high-quality seeds according to soil and environmental conditions of the given region as well as harvest of sugar beet.

Further, Deputy-Chairman of the Cabinet T.Atahallyev who supervises the agro-industrial complex, reported on the course of seasonal agricultural work carried out in the country.

As was marked, with a view of successful fulfilment of the Decree of the President of Turkmenistan “On the production of a rich wheat crop in Turkmenistan in 2024”, proper care of wheat is taken in the fields of velayats according to agro-technical standards.

Within preparation for the cotton sowing campaign, ploughing and levelling of the fields is carried out, necessary measures are taken for effective involvement of agricultural machinery and equipment. For maintenance of cotton-growers with high-quality seeds during the spring season, seeds are treated in ginneries are stored according to the established requirements.

Along with it, due measures are taken for organised conduction of sowing of potato, other fruit and vegetable crops in spring. 

Summing up the report, the President of Turkmenistan noted that for today it is rather important to successfully to execute tasks on cultivation of agricultural crops. In this context, the Deputy-Chairman of the Cabinet was instructed to hold the issues connected with care of wheat fields according to agro-technical standards, accelerated preparation of the fields to be sown with cotton and high-quality seeds for cotton growers as well as harvest of sugar beet under strict control.

Addressing khyakims of velayats, the head of the state focused attention on necessities of preparation properly for the forthcoming sowing season and instructed them to provide appropriate functioning of agricultural machinery and equipment, which will be involved in the spring campaign, to take measures for organised conduction of the sowing campaign of potato, other fruit and vegetable crops.

The President of the country also instructed to ensure trouble-free work of heating systems of social projects, supply of population with electricity, natural gas and drinking water in velayats.

On January 8, 2024, President of Turkmenistan Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Türkiye to Turkmenistan Ahmet Demirok.

Presenting his credentials, the diplomat conveyed warm greetings from the President of the Republic of Türkiye Recep Tayyip Erdogan to the head of state and the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty of Turkmenistan.

President Serdar Berdimuhamedov conveyed his best wishes to the top leadership and people of Türkiye and congratulated the ambassador on his appointment.

As emphasized, the Republic of Türkiye is the closest fraternal country for Turkmenistan, relations with which have a long-term strategic nature.

During the meeting, it was stated with satisfaction that bilateral relations between Turkmenistan and Türkiye have always been built on the basis of mutual respect and mutual support, and views on issues of mutual interest in international politics, especially on ensuring peace and security in the world, achieving the Goals of sustainable development, similar or compatible.

The first to speak was Chairwoman of the Mejlis D. Gulmanova, who informed about the ongoing work to improve the national legislation.

As was reported, the preparation of a revised Civil Code, laws “On Energy Saving and Efficient Energy Use”, “On Hydrometeorological Activity”, as well as amendments and additions to a number of existing laws, is in progress.

Mejlis deputies conducted practical courses at the Academy of Civil Service under the President of Turkmenistan in order to strengthen the theoretical knowledge of advanced training students.

Along with this, information was provided on consistent measures being taken to strengthen cooperation with the parliaments of foreign countries and authoritative international organizations. Mejlis deputies participated in a working meeting held by advisors of the Asian Development Bank and representatives of the World Trade Organization to discuss issues related to the preparation of the Memorandum on the regulation of foreign trade in Turkmenistan, in a seminar of the Representation of the International Committee of the Red Cross in Turkmenistan on the topic “Issues of implementing provisions of international humanitarian law at the national level and an effective tool for introducing them into the national legislation”.

People’s representatives are taking active participation in explaining the objectives of the state policy, the progressive reforms in progress, the successes being achieved and the laws being adopted in the country, as well as the political and social significance of the motto of the year 2024 “Fount of Wisdom Makhtumkuli Fragi”.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the work done to prepare 2024 Work Plans for the economic, financial and banking complex.

It was reported that in view of the objectives set, the plans provide for measures to ensure intensive socio-economic development of the country, modernization of the national economy, further introduction of modern digital technologies, successful execution of the State Budget, improvement of the investment policy, etc.

Particular attention in the ongoing work will be paid to cooperation with international financial organizations, the introduction of advanced international experience and the improvement of the relevant legislative framework.

Having heard the report, President Serdar Berdimuhamedov emphasized that the activities of the economic, financial and banking sectors are inextricably linked with the comprehensive development of the country, specifying that special importance in the future must be attached to issues of improving the national economic complex.

Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the 2024 Work Plan for the sectoral departments of the oil and gas complex.

According to the prepared Work Plan, the State Concerns “Türkmengaz” and “Türkmennebit” are charged with the development of oil and gas fields, the extraction of natural and associated gas, oil and gas condensate, the production of liquefied gas, as well as the export of Turkmen natural gas, advanced processed oil and petroleum products to foreign markets.

The objectives were set for the State Corporation “Turkmengeology” to identify oil and gas bearing formations, search for hard rocks and groundwater, and widely introduce the latest scientific achievements and innovative technologies into production.

Along with the creation of new jobs in the oil and gas sector, the introduction of scientific discoveries and developments into production, the organization of advanced training courses and events designed to attract young specialists to scientific activities had been planned.

Summing up the report, President Serdar Berdimuhamedov specified that thanks to the energy policy being successfully implemented, the oil and gas industry, which is the leading sector of the national economy, is steadily developing and upgrading.

In this regard, the deputy prime minister was instructed to approach in the most responsible manner the important objectives set for the fuel and energy complex in 2024.

Further, Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural work in the regions of the Homeland.

As was reported, care for wheat crops continues in accordance with agro-technical standards in order to gather a bountiful harvest.

At the same time, lands are prepared for sowing cotton and other agricultural crops, steps are taken to effectively operate agricultural machinery and equipment, as well as to provide producers with high-quality seeds.

The report also covered the steps being taken to develop livestock farming, increase the number of animals, and maintain their warm and well-fed wintering.

Having heard the report, the President of Turkmenistan pointed out that the responsible season continues in all velayats of the country. In this regard, the head of state emphasized the need to make the full use of the production capacities available in the agro-industrial complex, instructing the deputy prime minister to strengthen control over the proper organization of work.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work ongoing to strengthen the educational and scientific capacity in the country, and upgrade its material and technical resources.

As was reported, in the period of the Revival of the New Epoch of the Powerful State effective work is carried out under the leadership of President Serdar Berdimuhamedov to create all the conditions for raising well-educated and healthy youth with a broad outlook.

In this regard, a proposal was made to design and build a modern general education school and a dormitory in the village of Bokurdak, Ak bugday etrap, Akhal Velayat.

Having heard the report, Head of State Serdar Berdimuhamedov emphasized that today the country is successfully working towards developing the education system and strengthening its infrastructure.

Specifying that the planned construction of a modern 1200-seat general education school and a 120-bed dormitory in the village of Bokurdak, Ak bugday etrap, Akhal Velayat must meet all the present-day requirements, the President of Turkmenistan ordered to take appropriate measures in this regard.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the comprehensive modernization of enterprises of the Ministry of Textile Industry of the country and the improvement of management system therein.

The report included information that appropriate measures are taken to effectively deal with these issues in order to provide an adequate organizational and legal regulation in this area in accordance with the present-day requirements.

At the same time, measures are taken to upgrade textile enterprises that manufacture a wide range of environmentally friendly commodities, and to increase the production capacity of the industry. Most of the finished products are exported to foreign markets.

Having heard the report, President Serdar Berdimuhamedov stressed that the textile industry of the independent Homeland is developing dynamically. New technologies are widely introduced into production, the head of state emphasized, having given instructions to further improve the performance of the textile industry, based on international experience.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on preparations for celebrations and events on the occasion of declaring the city of Anev to be the cultural capital of the Turkic world in 2024.

As was reported, there are plans for launching events to celebrate the status of the cultural capital of the Turkic world delegated to the city of Anev for 2024. As part of the cultural event, a concert and an exhibition of works by painters, artists in fine, decorative and applied arts, as well as photographers of the Turkic peoples will be organized.

Having heard the report, President Serdar Berdimuhamedov emphasized that the ancient city of Anev was one of the thriving centers of human culture. According to the head of state, this city had been known throughout the world since ancient times and has been attracting the attention of the world scientific community for centuries.

In this regard, the head of state instructed the deputy prime minister to carefully prepare for the scheduled events to take place on the occasion of declaring Anev to be the cultural capital of the Turkic world in 2024.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the international subject contests, scientific and practical conferences and exhibitions scheduled for March-April 2024 at higher educational institutions of the country.

As was reported, the national education system is developing to world standards under the leadership of President Serdar Berdimuhamedov, ample opportunities are created for young people to participate in scientific and creative activities, and young Turkmenistan citizens honorably represent our country in the international educational space.

In order to implement the provisions outlined in the “Strategy for International Cooperation of Youth in Turkmenistan for 2023-2030”, as well as the concepts adopted in the education system, a number of international subject contests are planned at the country’s higher education institutions in the Year “Fount of Wisdom Makhtumkuli Fragi”.

Thus, the 4th Open International Subject Contest in Mathematics will be held at the International University for the Humanities and Development on March 3-8, the International University of Oil and Gas named after Yagshygeldi Kakaev will host the 2nd Open International Subject Contest in Informatics on April 15-20, and the International Scientific and Practical Conference and Exhibition “Scientific views of students in the period of the Revival of the New Epoch of the Powerful State” on April 19.

In accordance with the instructions of the head of state, as well as based on the accumulated experience in holding high-level international competitions, along with Turkmen students, it is expected that students from higher education institutions of the Russian Federation, the USA, the People’s Republic of China, Romania, India, Turkiye, Belarus, Italy, Uzbekistan, Kazakhstan and a number of other countries will participate in the above-mentioned Subject Contests.

Winners of international Subject Contests will be awarded medals and diplomas.

Holding intellectual competitions, along with strengthening the position of our country in the international scientific and educational space, will increase the desire of Turkmen youth, the builders of the Homeland’s future, for breakthrough science and knowledge, and will contribute to the mutual exchange of experience.

Foreign students will be briefed on the modern conditions created for our youth, the organization of educational work at higher education institutions of the country, as well as the attractions of Ashgabat.

Having heard the report, President Serdar Berdimuhamedov said that a lot of targeted work is currently under way in the country to educate a worthy, intellectually developed, healthy young generation with the necessary knowledge and a broad outlook.

Specifying that the issue of holding international Subject Contests, scientific and practical conferences and exhibitions at higher education institutions of the country must always remain in the spotlight, the head of state gave the deputy prime minister a number of specific instructions in this regard.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the outcomes of the working visit of National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov to the United Arab Emirates on January 4-5 this year.

As was reported, one of the priority directions of our country’s foreign policy is the development of mutually beneficial cooperation with the states in the Middle East, where a special importance is attached to relations between Turkmenistan and the UAE.

On the first day of the visit, a meeting took place between National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan. During the negotiations, a wide range of issues related to the development of interstate cooperation in political, diplomatic, trade, economic, cultural, humanitarian and other areas were reviewed.

It was pointed out that mutual high-level state visits are of great importance and lays a solid political basis for strengthening cooperation between the two countries in various fields.

Indicative in this regard were the visits to the UAE of the President of Turkmenistan in November 2022 and December 2023, as well as the official visit of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan in February last year, during which bilateral documents were signed aimed at stepping up the partnership in the fuel, energy, financial, banking and transport sectors, and the fields of ecology and social security.

The energy sector was specified among the priority areas of Turkmen-Emirati cooperation. In this regard, emphasis was placed on the next development phase of the “Galkynyş” gas field jointly with the Abu Dhabi National Oil Company (ADNOC), and the Turkmen part of the Caspian Sea with the Company “Dragon Oil”, as well as a mutually beneficial partnership in the field of reducing methane emissions into the atmosphere.

During the visit, the possibilities of expanding the scope of joint activities in the financial and banking sector, strengthening cooperation in the transport sector, were reviewed, in particular with the Companies “Abu Dhabi Port Group” and “Dubai Port World” (UAE), as well as with the Company “Dubai Aviation Corporation (Flydubai)” in the field of civil aviation.

Particular emphasis was placed on the importance of strengthening the established interstate relations in science, culture and sports.

The report also included information that on January 5, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with Chairman of the Board of Directors of the Company “Dragon Oil” Saeed Al Tayer, during which the possibilities of expanding cooperation in the fuel and energy complex and petrochemistry were discussed.

On the same day, the Hero Arkadag met with Commercial Director of the “Dubai Aviation Corporation (Flydubai)” Hamad Obaidalla. During the negotiations, issues of cooperation in the transport and logistics sector were discussed.

Thus, following the visit of National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov to the United Arab Emirates, a number of interdepartmental documents were signed.

These included the Memorandum of Understanding between the State Concern “Türkmengaz” and the Abu Dhabi National Oil Company (ADNOC); the Memorandum of Cooperation between the State Concern “Türkmengaz” and the Abu Dhabi National Oil Company (ADNOC); the Agreement for Cooperation between the State Bank for Foreign Economic Affairs of Turkmenistan and the “First Abu Dhabi Bank”; the Memorandum of Understanding between the “Türkmenhowaýollary” Agency of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan and the “Dubai Aviation Corporation”; and the Memorandum of Understanding between the State Concern “Türkmennebit” and the Company “Dragon Oil (Turkmenistan) Ltd.”

Summing up the report, President Serdar Berdimuhamedov said that fruitful relations between Turkmenistan and the UAE are successfully developing and recently a Turkmen delegation led by the Hero Arkadag has been on a working visit to the United Arab Emirates, during which a number of negotiations were held and important documents were signed in the fuel and energy, transport, financial and banking sectors.

Speaking about this, the head of state emphasized the importance of the agreements reached following the visit and the signed solid package of documents intended to take the interstate dialogue to qualitatively new levels, giving the deputy prime minister, foreign minister a number of specific instructions in this regard.

Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on international events to celebrate the 300th anniversary of the birth of Makhtumkuli Fragi.

As was reported, on the occasion of the 300th anniversary of the birth of Makhtumkuli Fragi, scientific conferences, creativity weeks, meetings, film and theater screenings, literary evenings and competitions were organized in Azerbaijan, the USA, Uzbekistan, Japan, Korea, Kyrgyzstan, Georgia, Turkiye, Iran, Armenia, Romania, Pakistan, India, Ukraine, Germany, Spain and the UK.

Along with this, the collection of manuscripts by Makhtumkuli Fragi was included in the International Register of the Memory of the World Programme of the United Nations Educational, Scientific and Cultural Organization (UNESCO). In addition, the 300th anniversary of the birth of Makhtumkuli Fragi was included in the UNESCO List of Memorable Dates for the period 2024-2025, and the International Organization of Turkic Culture (TURKSOY) declared 2024 the Year of Makhtumkuli Fragi.

As part of the report, the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs made a proposal to hold in May of 2024 that marks the 300th anniversary of the birth of Makhtumkuli Fragi and ongoing under the motto “Fount of Wisdom Makhtumkuli Fragi” an International Conference at the level of Ministers of Culture, as well as a Summit at the level of the Heads of Government in Ashgabat in October.

Having heard the report, President Serdar Berdimuhamedov instructed the deputy prime minister, foreign minister to ensure that major international events related to the great poet are held at a high organizational level in the Year “Fount of Wisdom Makhtumkuli Fragi”, emphasizing that these events must be aimed at increasing the fame of the great poet.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the work ongoing to strengthen cybersecurity in the country and train high-level professionals in this field.

As was reported, our country is taking confident steps towards innovative development, constantly introducing and upgrading advanced digital technologies. Relevant work in this area is carried out in the information center launched in Turkmenistan as part of the digital economy development concept.

Having heard the report, President Serdar Berdimuhamedov specified that strengthening cybersecurity in the country is a requirement of the present time, emphasizing the importance of training high-class professionals in the field of information technology and cybersecurity, and giving the Agency head specific instructions in this regard.

Some other issues were also considered at the Cabinet meeting, on which relevant decisions were made.

Today, the two-day working visit of National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov to the United Arab Emirates has ended.

It was emphasized that Turkmenistan, which announced its accession to the Global Methane Pledge, is aware of the need to continue targeted work in this direction on the international and national scales.

Thus, in connection with accession to the Paris Agreement, a number of relevant state programs were adopted in our country, including the National Climate Change Strategy, according to which measures are taken to reduce and eliminate the negative consequences of methane emissions into the atmosphere.

The matter is, first of all, in a phased transition to the introduction and application of modern environmentally friendly and resource-saving technologies, primarily in the oil and gas, transport, electric power sectors, agro-industrial complex, construction industry, etc.

All initiatives announced by President Serdar Berdimuhamedov related to maintaining environmental safety will be consistently and steadily implemented starting this year.

As was noted, Turkmenistan, having enormous reserves of hydrocarbon resources, invariably advocates establishing mutually beneficial cooperation with the world’s leading companies engaged in the exploration, development and production thereof.

Among them is the Company “Dragon Oil”, which has established a reputation as a responsible and reliable partner.

During the meeting, the possibilities of building up long-term successful cooperation, taking into account the accumulated solid experience of joint work and the grandiose plans of Turkmenistan for the further development of the domestic fuel and energy complex, were discussed.

As National Leader of the Turkmen people Gurbanguly Berdimuhamedov emphasized, the priority objectives set for this major industry, which is rightfully recognized as the driving force of the national economy, include increasing the production and refining of oil and natural gas, as well as the export of Turkmen energy resources and finished oil and gas products.

These goals underlie Turkmenistan’s energy policy designed to use the wealth of our country for the benefit of all humanity.

The striking illustration of these words is the grandiose project of the 21st century, the construction of the TAPI (Turkmenistan-Afghanistan-Pakistan-India) gas pipeline, designed to give a powerful impetus to the socio-economic development of the entire Asian region.

It is expected that the third development phase of the giant “Galkynyş” field will become a source for ensuring the future gas supplies through this main pipeline.

In this regard, partners and investors from the UAE are also invited to participate in the implementation of new energy projects related to the construction of gas pipeline infrastructure intended to supply natural gas from Turkmenistan to the countries of the region and other states.

As is known, “Dragon Oil” with its head office in Dubai (UAE) has been operating in Turkmenistan since 2000 under a Production Sharing Agreement. The main area of its activity is the production of hydrocarbons in the contract territory “Çeleken” in the Caspian Sea. Over the past years, the company has invested heavily in the exploration and development of fields, in particular “Jeýtun” and “Jygalybeg”.

Just the other day, “Dragon Oil” opened its new office in Ashgabat, which was another acknowledgment of the established long-term, strategic partnership.

Thanking for providing support, Chairman of the Board of Directors of the Company “Dragon Oil” Saeed Al Tayer assured that the company he heads will continue to strictly fulfill all its obligations.

As is known, our state, which occupies an advantageous geographical location, is consistently developing routes for land, as well as air transport. Thus, in 2010, Turkmenistan became the first Central Asian country to establish regular flights with the UAE.

Thanks to the cooperation between the “Türkmenhowaýollary” Agency and the “Dubai Aviation Corporation”, flights on the Ashgabat-Dubai-Ashgabat route are regularly operated today. From today, flights are operated between the capitals of the two countries, the cities of Ashgabat and Abu Dhabi, which will directly contribute to stepping up interstate relations, in particular trade and economic cooperation.

The Commercial Director of the “Dubai Aviation Corporation” gave a high assessment to the modern aviation industry infrastructure that has been created in Turkmenistan in recent years, as well as the coordinated work of its technical services, and confirmed the desire of “Flydubai” to expand mutually beneficial partnership. In particular, a proposal was made to increase the number of flights between the two countries.

Пожелав Герою-Аркадагу успехов в проведении запланированных во время визита встреч, полномочный представитель ОАЭ в Туркменистане выразил уверенность, что этот визит придаст новый мощный импульс развитию туркмено-эмиратского сотрудничества, послужит укреплению традиционных уз дружбы и братства между народами двух стран.

Затем Национальный Лидер туркменского народа, Председатель Халк Маслахаты Гурбангулы Бердымухамедов поднялся на борт самолёта, который взял курс на Абу-Даби.

Спустя 2,5 часа авиалайнер Героя-Аркадага приземлился в Международном аэропорту столицы Объединённых Арабских Эмиратов, украшенном Государственными флагами двух стран.

В честь прибытия высокого гостя вдоль ковровой дорожки, ведущей от трапа самолёта, были выстроены воины Почётного караула.

В воздушной гавани Национального Лидера туркменского народа радушно приветствовали министр энергетики ОАЭ Сухайль Аль Мазруи и другие официальные лица.

В ходе состоявшейся здесь краткой беседы подчёркнуто особое значение, придаваемое нашей страной всестороннему расширению взаимовыгодного сотрудничества с Объединёнными Арабскими Эмиратами как одним из наиболее динамично развивающихся государств планеты. Отметив, что налаженному конструктивному диалогу во многом способствуют регулярные переговоры на различном уровне, Председатель Халк Маслахаты Туркменистана выразил уверенность в успешности всех запланированных в рамках нынешнего визита встреч, призванных придать новое наполнение традиционному партнёрству.

Затем Национальный ­Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана провёл встречу с представителем Президента ОАЭ по делам с Туркменистаном Мохамедом Саид Мохамед Аль-Арики.

Выразив Аркадагу искреннюю признательность за уделённое время, Мохамед Саид Мохамед Аль-Арики подчерк­нул искреннюю заинтересованность эмиратской стороны в установлении тесного, взаимовыгодного сотрудничества с Туркменистаном, заслуженно пользующимся высоким авторитетом в мире.

Как отмечалось, осуществ­ляемые в стране масштабные преобразования, прежде всего по реформированию и диверсификации национальной экономики, обеспечили Туркменистану стабильно высокие темпы социально-экономического роста.

– Наша страна всегда открыта для конструктивного взаимодействия со всеми заинтересованными партнёрами – как с зарубежными государствами, так и отдельными компаниями, располагающими позитивным опытом работы и инновационными разработками, – подчеркнул Герой-Аркадаг.

Отметив, что сформированная надёжная, прочная законодательная база и благоприятный инвестиционный климат создают все условия для успешной работы иностранного бизнеса на перспективном туркменском рынке, Нацио­нальный Лидер туркменского народа Гурбангулы Бердымухамедов выразил уверенность, что в ходе нынешнего визита в ОАЭ представится хорошая возможность для обсуждения перспектив взаимодействия по целому ряду направлений.

В числе приоритетных векторов туркмено-эмиратского сотрудничества были названы торгово-экономическая, банковско-финансовая, топливно-энергетическая сферы.

Как известно, располагая колоссальными запасами природного газа, Туркменистан ведёт активную работу по освоению гигантских месторождений «голубого топлива» и диверсификации экспортных маршрутов поставок своих энергоносителей на международные рынки.

Одновременно Туркменистан уделяет большое внимание развитию «зелёной» энергетики, предпринимая последовательные шаги, нацеленные на продвижение проектов по широкому использованию возобновляемых источников энергии.

Другим перспективным вектором сотрудничества видится транспортно-коммуникационный сектор, развитие которого Туркменистан выстраивает с учётом национальных интересов и своего выгодного географического местоположения.

Ещё раз поблагодарив за возможность личной встречи, Мохамед Саид Мохамед Аль-Арики пожелал Национальному Лидеру туркменского народа продуктивности предстоящих в рамках нынешнего визита встреч, призванных способствовать укреплению и дальнейшему развитию туркмено-эмиратского экономического взаимодействия.

Затем Национальный Лидер туркменского народа, Председатель Халк Маслахаты Гурбангулы Бердымухамедов провёл рабочее совещание с участием отдельных заместителей Председателя Кабинета Министров Туркменистана и ряда других руководителей.

Обращаясь к руководителям ТЭК, также принимавшим участие в совещании, Национальный Лидер туркменского народа, Председатель Халк Маслахаты отметил, что ОАЭ является одной из стран, с которой Туркменистан давно наладил тесное взаимовыгодное сотрудничество.

В ходе совещания также рассмотрены вопросы активизации сотрудничества в транспортной сфере и эффективного использования транспортно-транзитного потенциала Туркменистана, находящегося на перекрёстке маршрутов Восток–Запад и Север–Юг.

Наша страна, расположенная вдоль легендарного Великого Шёлкового пути, последовательно расширяет маршруты не только наземных видов транспорта, но и воздушного. Так, налажены рейсы по маршруту Ашхабад–Дубай–Ашхабад. А с завтрашнего дня возобновятся полёты в Абу-Даби, что свидетельствует о выводе межгосударственных отношений на новый уровень.

Как отмечалось, благодаря конструктивным инициативам Президента Сердара Бердымухамедова более содержательное значение обретает и инвестиционное партнёрство Туркменистана с зарубежными странами. Налажены продуктивные контакты с различными банками мира. В частности, Государственный банк внешнеэкономической деятельности Туркменистана успешно осуществляет реформы, тесно взаимодействуя с крупными банками ОАЭ.

Подчеркнув важность неуклонного углубления многоаспектных двусторонних отношений с Объединёнными Арабскими Эмиратами, Герой-Аркадаг поручил держать под постоянным конт­ролем предпринимаемые в данном направлении меры.

Во второй половине дня в президентском дворце «Аль Шатие» состоялась встреча Национального Лидера туркменского народа, Председателя Халк Маслахаты Туркменистана Гурбангулы Бердымухамедова с Президентом Объединённых Арабских Эмиратов Шейхом Мохаммедом Бин Зайед Аль Нахайяном.

Сердечно поприветствовав высокого гостя, Президент ОАЭ с удовлетворением отметил продуктивный характер многолетнего межгосударственного взаимодействия, располагающего большим потенциалом для дальнейшей диверсификации по всем направлениям и, пользуясь случаем, выразил признательность Герою-Аркадагу за поддержку и внимание к вопросам всестороннего развития традиционных связей.

Поблагодарив руководителя дружественной страны за оказанный тёплый приём и гостеприимство, Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана передал тёплые слова приветствия и добрые пожелания от Президента Сердара Бердымухамедова, который с особой теплотой вспоминает свой рабочий визит в Объединённые Арабские Эмираты в декабре прошлого года.

Выразив уверенность, что нынешний визит будет способствовать дальнейшему развитию тесных, доверительных и взаимовыгодных отношений между нашими народами, Герой-Аркадаг поздравил Шейха Мохаммеда Бин Зайед Аль Нахайяна с успешным проведением в городе Дубай 28-й Конференции Сторон Рамочной конвенции ООН об изменении климата (COP-28).

– Объединённые Арабские Эмираты – наш друг, надёжный экономический и торговый партнёр, а также единомышленник в решении многих актуальных вопросов современности, – отметил Национальный Лидер туркменского народа Гурбангулы Бердымухамедов.

Подчёркивая эффективный характер установившегося туркмено-эмиратского сотрудничества на двусторонней и многосторонней основе, Шейх Мохаммед Бин Зайед Аль Нахайян выразил поддержку всем выдвигаемым нашей страной инициативам, нацеленным на устойчивое развитие и всеобщий прогресс.

Во время встречи, прошедшей в тёплой, дружеской обстановке, собеседники подтвердили обоюдное намерение сторон и впредь уделять повышенное внимание наращиванию традиционного диалога в интересах двух государств и их братских народов.

Важную роль в активизации двустороннего взаимодействия, по общему мнению, играет Совместный комитет по сотрудничеству между Туркменистаном и Объединёнными Арабскими Эмиратами.

Намечаются перспективные векторы развития турк­мено-эмиратского экономического сотрудничества.

Национальный Лидер туркменского народа, Председатель Халк Маслахаты Туркменистана отметил успешное партнёрство с финансовыми институтами Объединённых Арабских Эмиратов, а также в таких сферах, как энергетика, транспорт и коммуникации, индустриальный и агропромышленный комплекс, высокие технологии.

Озвучив новые конкретные инициативы по наращиванию взаимодействия на наиболее перспективных направлениях, Аркадаг выразил надежду на то, что они найдут полную поддержку с эмиратской стороны для их скорейшей практической реализации.

Особый акцент был сделан на важности упрочения налаженных межгосударственных связей по линии науки, культуры и спорта.

Соответствующие договорённости были достигнуты после анализа ранее принятых соглашений.

В завершение встречи Аркадаг пригласил Шейха Мохаммеда Бин Зайед Аль Нахайяна посетить Туркменистан в удобное для него время.

Тепло прощаясь друг с другом, Национальный ­Лидер туркменского народа Гурбангулы Бердымухамедов и Президент ОАЭ выразили уверенность в дальнейшем успешном продолжении налаженного продуктивного межгосударственного диалога, пожелав народам двух стран счастья, мира и благополучия.

Дорогие соотечественники!

Подходит к концу 2023 год, ознаменованный годом счастливой молодёжи. Совсем скоро мы встретим Новый, 2024 год.

Следующий год по восточному календарю – год Рыбы. Уходящий год знаменателен в новейшей летописи независимого нейтрального Туркменистана масштабными реформами, а также торжественным открытием первого в истории Отчизны «смарт-сити» – города Аркадаг, возведение которого инициировано Героем-Аркадагом. Сам город удостоен более 20 международных наград.

Вместе с тем по всей стране построе­но большое количество современных жилых домов, школ и детских садов, медицинских и спортивных объектов, сданы в эксплуатацию учреждения сферы культуры, парки, промышленные и другие сооружения, а также реализованы крупные проекты в топливно-энергетическом комплексе.

Тысячи счастливых семей справили новоселье в домах повышенной комфортности. Словом, результаты проделанной работы наглядно демонстрируют экономический потенциал нашей Родины.

В независимой Отчизне успешно проведены масштабные мероприятия. В самом начале 2023 года создан Халк Маслахаты Туркменистана, а уже 26 марта состоялись выборы депутатов Меджлиса и членов велаятских, этрапских, городских халк маслахаты и Генгешей.

В аграрном секторе последовательно проводятся кардинальные реформы. Наши самоотверженные земледельцы собрали щедрый урожай пшеницы, хлопка и других сельскохозяйственных культур, пополнив харман Родины. В перспективе мы рассмотрим вопрос повышения государственных закупочных цен на хлопок и пшеницу для экономического стимулирования аграриев, выращивающих эти культуры на нашей щедрой земле, а также значительно укрепим материально-техническую базу отрасли.

Развёрнута масштабная работа, касающаяся нефтегазовой, транспортно-коммуникационной и торгово-деловой сфер, которые вносят весомый вклад в продвижение нашего суверенного государства по пути прогресса.

Уважаемые соотечественники!

В независимом Туркменистане сформирована фундаментальная национальная система здраво­охранения. Охрана здоровья и увеличение продолжительности жизни населения всегда будут в центре внимания государства, так как обеспечение здоровой жизни и благополучия граждан – наша основная цель.

Наука и образование являются одной из основополагающих систем на пути к светлому будущему, поэтому мы придаём огромное значение их модернизации и подготовке физически крепкой и способной молодёжи.

Многое делается для массового привлечения подрастающего поколения к занятиям спортом, приумножения спортивного престижа Родины на международной арене.

Примечательно, что наша страна избрана членом Межправительственного комитета ЮНЕСКО по физической культуре и спорту на 2023–2027 годы. Мы продолжим тесно сот­рудничать с профильными международными структурами, а также развивать различные виды спорта.

В 2023 году Молодёжная организация Туркменистана имени Махтумкули стала официальным членом Глобального Молодёжного Сообщества ЮНЕСКО, у нас успешно прошли молодёжные форумы с участием представителей множества дружественных стран.

Одним из незабываемых событий в этой череде стали Международная научно-практическая конференция и выставка в ознаменование года счастливой молодёжи, организованные в Ашхабаде на высоком уровне.

В рамках этих мероприятий мы наградили победителей международных спортивных турниров, школьных предметных олимпиад и студенческих конкурсов, прошедших в стране и за рубежом.

По достоинству оценены и трудовые заслуги представителей молодёжи в различных сегментах экономики, которые вносят большой вклад в развитие страны.

Мы намерены и впредь придавать большое значение воспитанию подрастающего поколения в духе любви к Родине и поддерживать инициативы молодёжи.

Что касается внешней политики, то мы будем последовательно укреплять позицию нейтральной Отчизны на мировой арене, обогащая новым содержанием партнёрство со странами планеты и международными структурами.

Большое внимание уделяется нами и вопросам бережного отношения к природе и внедрения «зелёных» технологий. Наши позиции в этой области были озвучены на 28-й Конференции сторон Рамочной конвенции Организации Объединённых Наций об изменении климата.

Поэтому мы и впредь будем содействовать поддержанию экологического благополучия посредством организации в стране массовых озеленительных акций.

В нынешнем году по инициативе Туркменистана был единогласно принят ряд Резолюций ООН: «Роль регионального центра Организации Объединённых Наций по превентивной дипломатии для Центральной Азии» – в рамках 77-й сессии Генеральной Ассамблеи Организации Объединённых Наций, а также «Ключевая роль надёжной и стабильной энергетической связуе­мости в обеспечении устойчивого развития» и «Укрепление связей между всеми видами транспорта для достижения целей в области устойчивого развития» – на 49-м пленарном заседании 78-й сессии Генассамблеи ООН. Эти события вновь наглядно продемонстрировали широкую поддержку мировым сообществом инициатив нейтрального Туркменистана в интересах всего человечества.

Благодаря активному взаимодействию нашей страны со специа­лизированным учреждением ООН по вопросам образования, науки и культуры коллекция рукописей поэ­та и мыслителя Махтумкули Фраги включена в Программу ЮНЕСКО «Память мира», а 300-летие со дня его рождения – в Список памятных дат ­ЮНЕСКО, совместно отмечаемых в 2024–2025 годах.

Дорогие туркменистанцы!

В нашей стране предпринимаются масштабные меры для развития национальной культуры и сохранения наследия. В завершающемся году у нас состоялись различные тематические мероприятия международного уровня, а также Дни культуры. Организованная в Ашхабаде Неделя культуры сыграла особую роль в обогащении нашей культуры, искусства и литературы. В следующем году мы на высоком уровне проведём Неделю культуры в городе Аркадаг.

2024 год будет наполнен знаменательными событиями по случаю 300-летия великого поэта и философа Махтумкули Фраги.

Мы и далее продолжим государственную политику, нацеленную на охрану, углублённое научное изучение и популяризацию самобытных традиций и историко-культурного наследия туркменского народа.

Уважаемые друзья!

В целях дальнейшего улучшения благосостояния и социально-бытовых условий населения мы с 1 января нового года повысим на
10 процентов размеры заработной платы, пенсий, государственных пособий, стипендий студентов и слушателей.

Новый год, который мы все встречаем светлыми мечтами и надеждами, великими целями, станет успешным для нашего народа и страны.

Преисполненные гордостью за родное Оте­чество и поставив перед собой чёткие цели, наступающий 2024 год мы объявили годом «Кладезь разума Махтумкули Фраги». Как отмечает Герой-Аркадаг в своём стихотворении, поэт и мыслитель Махтумкули Фраги – кладезь разума для каждого из нас.

В новом году мы продолжим самоотверженно трудиться для превращения любимой Отчизны в край, где царят счастье и процветание.

Today, President of Turkmenistan Serdar Berdimuhamedov has held an enlarged meeting of the Cabinet of Ministers at the Rukhyet Palace with the participation of Deputy Chairpersons of the Cabinet of Ministers, members of the State Security Council, as well as khyakims of the velayats and the city of Ashgabat.

Opening the meeting, the head of state gave the floor to Chairwoman of the Mejlis D. Gulmanova, who informed about the results of work to determine the motto and emblem of the next year.

Congratulating on the upcoming New Year’s Holiday, the head of national parliament expressed sincere wishes, on behalf of the deputies, to President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan for sound health, happiness and success in their wide-ranging and responsible activities for the prosperity of their Homeland, the happiness and wellbeing of their people.

As was reported, on the initiative of our Hero Arkadag it has become a kind tradition in our country to name each year contemporarily to commemorate important events.

In accordance with the Decree “On celebrating the 300th anniversary of the birth of Magtymguly Pyragy, the great thinker and classical poet of the East”, comprehensive work is carried out in the country and abroad to study and popularize in the world the rich and invaluable literary heritage of the great artist in words, which became part of a spiritual cultural treasury of humanity and has turned into a national school of education for the cultivation of high morality, humanistic and patriotic feelings in people.

In view of the above, guided by the desire to associate the motto of 2024 with the name of Magtymguly Pyragy and the poem “Pähim-paýhas ummany Magtymguly Pyragy”, created by the brilliant talent and wisdom of our Hero Arkadag, as well as taking into account the proposals from members of the Halk Maslakhaty, representatives of public organizations, labor collectives and citizens, the Mejlis prepared a Resolution declaring 2024 the year “Ocean of Wisdom Magtymguly Pyragy”, which was then read out.

In addition, the next year’s emblem was presented to the head of state for consideration.

Addressing the meeting participants, President Serdar Berdimuhamedov specified that the country declares a motto and approves an emblem of each year in order to name it contemporarily.

Having agreed with the proposals of the deputies and the people on the motto and emblem of next year presented by the head of Mejlis and members of the Halk Maslakhaty, the head of state approved the motto of 2024 as the “Ocean of Wisdom Magtymguly Pyragy”.

This decision was welcomed with thunderous applause.

The floor was then given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who congratulated President Serdar Berdimuhamedov on the publication of the book “Ýaşlar – Watanyň daýanjy”, dedicated to the life, fate and achievements of Turkmen youth in all areas.

Congratulating, on behalf of the associates, on the coming year 2024, the foreign minister expressed wishes to the head of state for sound health, great success in all endeavors and work for the further prosperity of the Homeland.

As was pointed out, 2023 with the motto “Happy Youth with Arkadag Serdar,” has become successful and prosperous for our country and people. Significant progress has been achieved in all areas, including political, economic, social and other fields.

Expressing deep gratitude for declaring the motto of the coming year as the “Ocean of Wisdom Magtymguly Pyragy”, the deputy prime minister emphasized its deep symbolism.

As is known, the independent Homeland makes great efforts to popularize in the world the invaluable cultural heritage of our people, the works of famous figures of classical Turkmen literature. Among these, a special place is occupied by great thinker, artist in words Magtymguly Pyragy, whose work is highly assessed throughout the world.

The decision to build the Magtymguly Pyragy cultural and park complex in Ashgabat and the erection of a monument to the outstanding classical poet therein adopted by our Hero Arkadag and being implemented now by President Serdar Berdimuhamedov was of great importance in this regard.

Noting that on the occasion of the 300th anniversary of the birth of Magtymguly Pyragy many scientific, cultural and other events dedicated to the life and work of the great son of the Turkmen people are to be held in the country and abroad, the foreign minister assured that all international events next year to commemorate this this significant date will be held at the highest organizational level.

The outgoing year 2023 has also marked another important event. On the last days of this year, President Serdar Berdimuhamedov presented his wonderful book “Yaşlar – Watanyň daýanjy” to the Turkmen people and the world community.

The publication of this book in the year “Happy Youth with Arkadag Serdar” was of great importance, because it gives a high assessment of the role of representatives of the younger generation in the life of our society.

Today, President Serdar Berdimuhamedov successfully continues the work begun by the National Leader of the Turkmen people to maintain adequate living conditions for young people, with whom the happy present and better tomorrow of the country are associated.

As is known, in February 2022, at a meeting of the Halk Maslakhaty of Turkmenistan, our Hero Arkadag emphasized that today it is the turn of young people, who have to create ample opportunities, because the future of the Homeland depends on them.

As the National Leader of the Turkmen people emphasized then, “Where the wisdom, rich experience of the older generation and the energy of youth are combined, there are no unattainable goals and unreachable positions”.

National and international events held this year with the direct participation of young Turkmenistan citizens have become important occasions in the political and social life of the country.

Having once again emphasized the enormous importance of the book, where President Serdar Berdimuhamedov covered in detail and widely the great achievements of the youth of Turkmenistan, the deputy prime minister pointed out that representatives of a number of foreign countries, in particular neighboring states, have already requested the translation of the book “Ýaşlar – Watanyň daýanjy” into their languages in order to use this valuable work in educating the younger generation.

Having once again warmly congratulated on the publication of the book, intended for a wide readership, as well as on the upcoming New Year’s Holiday, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov wished the President of Turkmenistan success in the creative activities, as well as health and long years of life.

Then, the joint enlarged meeting participants were presented with copies of the book “Ýaşlar – Watanyň daýanjy” by Arkadag Hero Serdar.

Having accepted the gift with gratitude, the meeting participants noted that this meaningful work would become a valuable guide for them in educating patriotic, highly spiritual youth with a broad outlook.

During the Revival of the New Epoch of the Powerful State, thanks to the active support from President Serdar Berdimuhamedov, the fostering of a comprehensively developed young generation who loves their Homeland with all their hearts is one of the strategic objectives of the state policy.

The new book is another striking illustration of the successful implementation under the leadership of the head of state of the far-sighted initiatives of our Hero Arkadag, aimed at raising educated, physically strong and spiritually rich youth, and manifestation of their capacity.

The new work by the President of the country “Ýaşlar – Watanyň daýanjy” will also be a great support for young people who actively participate in the socio-political, socio-economic and cultural life of the country, and in the work to further enhance the international prestige of the Homeland.

Addressing the meeting participants, President Serdar Berdimuhamedov noted that this year is coming to an end, which will forever remain in the history of our independent neutral state as the year of happy youth.

According to the head of state, 46 meetings of the Cabinet of Ministers, 10 meetings of the State Security Council, as well as 44 various meetings were held in the outgoing year, during which key issues of the state’s domestic and foreign policy were discussed.

As was pointed out, program measures are taken to develop the national economy, and high growth rates are achieved in all sectors. The program “Revival of the New Epoch of the Powerful State: The National Program for the Socio-Economic Development of Turkmenistan in 2022–2052” is successfully implemented.

A 10 percent increase in wages, pensions, state benefits and student scholarships was funded in a timely manner.

The current national legislation is improved pursuant to the present-day requirements.

“We are successfully carrying out the policy based on the principles “State for people!”, “The state is the state only with the people!”, President Serdar Berdimuhamedov emphasized, saying with satisfaction that the construction of facilities of the industrial and social infrastructure, including large residential complexes is ongoing in all regions of our independent Homeland.

The outgoing year “Happy Youth with Arkadag Serdar”, which has already entered the modern history of Turkmenistan, marked a number of unforgettable events of both international and domestic political significance, covering various aspects of socio-economic and spiritual development of our state, the head of state continued.

As was specified, a landmark in this series was the opening in June 2023 of the unique “smart” city of Arkadag, which received a special legal status on a legislative basis - the national-level city.

As is known, the implementation of this megaproject is planned in two phases. As part of the completed first development phase, 336 facilities of social, cultural and other destinations had been built.

The construction of a “smart city”, a center of digital and smart technologies that has no analogues in the region, initiated by National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov, became an indicator of the economic capacity of our state, its aspiration towards the high scientific and technological progress.

Ashgabat, the improving on a daily basis white marble capital city of Turkmenistan, which, on the initiative of our Hero Arkadag, was included in the UNESCO Global Network of Creative Cities in the “Design” nomination, remains a visible man-made symbol of the Revival of the New Epoch of the Powerful State.

As for the foreign policy issues, the head of state specified the successful implementation of the Concept of Turkmenistan’s Foreign Policy for 2022–2028.

Our neutral Homeland is making the necessary efforts to find solutions to the most pressing problems in the field of maintaining peace and security in the region and throughout the world.

– Constructive cooperation with authoritative international and regional organizations, primarily the United Nations, is consistently expanding. A number of resolutions of the UN General Assembly were prepared and adopted on the initiative of our neutral state”, President Serdar Berdimuhamedov continued.

At the same time, independent Turkmenistan carries out effective work jointly with major international and regional organizations and agencies.

This year, our country has carried on the consistent work to maintain global peace, stability and security, develop international economic and trade cooperation, step up relations with countries of the world in the fields of culture, science, education and sports. The content of inter-parliamentary collaboration is expanding and enriching.

Turkmenistan is making the necessary efforts to achieve the Sustainable Development Goals, attaching special importance to partnership in such areas as energy security, sustainable transport system, climate change, etc. The measures being implemented by our country are widely supported by the countries of the world and authoritative international organizations.

This is confirmed by the unanimous adoption on the initiative of Turkmenistan of the Resolutions “The Role of the United Nations Regional Center for Preventive Diplomacy for Central Asia” and “World Sustainable Transport Day” this year at the UN General Assembly, as well as the election of our state as a member of four international bodies.

In order to popularize the historical and cultural heritage of the Turkmen people in the world on an effective and comprehensive basis, cooperation is carried out with the UN Educational, Scientific and Cultural Organization. Thus, the nomination “The Akhalteke Horse Breeding Art and Horse Decorating Traditions” presented by our country was included in the UNESCO’s Representative List of Intangible Cultural Heritage.

In addition, the multilateral nominations “The Great Silk Road: Zarafshan-Garagum Corridor”, proposed by Turkmenistan jointly with the Republics of Kazakhstan and Uzbekistan, as well as “Turan Temperate Zone Deserts” offered by Turkmenistan jointly with the Republics of Uzbekistan and Tajikistan for consideration by UNESCO, were included in the World Heritage List.

Turning to issues of preparation for the upcoming New Year’s celebrations, the head of state focused on the need to organize during the holidays the duties of all services responsible for the trouble-free operation of social and communal facilities in cities and villages.

In order to create proper conditions for people to have a good rest on holidays, interesting performances must be organized at cultural and entertainment establishments, theaters and circuses of the country, and entertaining shows must be broadcast on television and radio channels, the head of state emphasized.

President Serdar Berdimuhamedov also instructed to keep under strict control the public traffic flows in cities and villages and the trouble-free provision of communication services to the population during the New Year’s celebrations.

Trade services must be adequately organized for residents of the country and an abundance of goods in a wide range must be offered in markets and stores.

As was specified, during the New Year’s celebrations, each of the leaders must organize relevant duties at the proper level. A duty officer must be appointed for each khyakimlik, ministry and sectoral department. Emphasis was placed on the importance of ensuring the smooth and trouble-free operation of services responsible for public utilities, electricity and water supplies, hospitals, public transport and shops.

The head of state instructed the relevant leaders to keep strict control over the universal observance of law and order so that citizens could have a good rest and celebrate the New Year’s Holiday.

Summing up the enlarged meeting of the Cabinet of Ministers and the State Security Council, President Serdar Berdimuhamedov wholeheartedly congratulated its participants on the New Year of the Fish, wishing them great success in their work for the further improvement of the social and living conditions of the population and comprehensive development of the sovereign Homeland next year.
