Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, which considered some questions of state life.

The first floor was given to Deputy-Chairman of the Cabinet Kh.Geldimyradov who reported on the next audit of financial reporting of banking establishments of the country according to the international standards. With that end on the basis of Laws of Turkmenistan «On credit institutions and bank activity» and «On auditor activity» as well as Resolutions of the head of the state «On the Program of reforming of accounting and audit in Turkmenistan» proper work was carried out.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to take necessary measures to carry out the audit of the annual financial reporting of national banking institutions according to the international standards.

Deputy-Chairman of the Cabinet B.Amanov reported on preparation for the international on-site forum on attraction of foreign investments into the oil and gas branch of Turkmenistan.

As was marked, according to the Resolution of the President of Turkmenistan on the list of exhibitions, fairs, conferences and festivals planned to be held by ministries and departments in 2024, the forum is expected to be held on April 24-25, 2024 in Paris (the French Republic).

As the Deputy-Chairman of the Cabinet informed, necessary work for the organised conduction of the planned action was carried out.

According to instructions given earlier by the head of the state, the basic attention will be given to acquaintance with investment projects realised in energy, construction and industrial as well as transport-communication branches of national economy.

Having heard the report, President Serdar Berdimuhamedov noted importance of attraction of foreign investments into the oil and gas sector of the country. Having made an emphasis on presentation of investment projects widely in the sphere and having directed attention that investment projects of the country should be widely highlighted at the international on-site forum on attraction of foreign investments into the oil and gas branch of Turkmenistan, the head of the state instructed the Deputy-Chairman of the Cabinet to hold the planned on-site forum in Paris (the French Republic) at a high organizational level.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of agricultural work in the agro-industrial complex and regions of the country.

It was informed that for consolidation of food abundance in the country, according to agro-technical standards care of wheat fields, in particular application of mineral fertilizers and vegetative watering is carried out. Necessary measures on preparation for the season of grain harvest are undertaken.

It was reported that in Akhal, Balkan, Lebap and Mary regions the cotton sowing started, in Dashoguz velayat an active preparation for the sowing campaign of "white gold” goes on.

The information on the measures aimed at maintenance of population with potato and vegetables and gourds, grown in the country sounded. In agricultural fields the sowing of spring crops continues.

Necessary work on development of cattle-breeding branch, increase in the livestock of cattle and increase of its efficiency is carried out. These days the lambing campaign of sheep and camels is also carried out well-organized.

Summing up the report, President Serdar Berdimuhamedov underlined necessity of effective continuation of work on complex development of the agro-industrial sector and gathering of rich harvest of agricultural crops.

Having noted importance of observance of agro-technical standards at care of wheat fields, the head of the state instructed him to be prepared for the season of harvest of wheat properly.

Having focused attention to cotton sowing according to requirements, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to use effectively modern technologies and to provide farmers-cotton growers with high-quality seeds.

Deputy-Chairman of the Cabinet B.Annamammedov reported on work carried out to expand manufacture of high-quality production, which is in great demand in home and foreign markets.

So, today, the country manufactures materials widely used in construction.

With a view of realisation of measures on development of industrial sector, adjustment of manufacture of export oriented and import replacing goods, outlined in the Program of the President of Turkmenistan for social and economic development of the country in 2022-2028, it is proposed to create «Türkmen gips» economic society with shared participation of Koytendag quarry management of the Ministry of Industry and Construction Production of Turkmenistan and «Ak bulut» economic society.

At the new joint venture, which will be created in the city of Dostluk of Koytendag etrap of Lebap velayat, it is planned to make 250 thousand tons of dry building mixes and 20 million square metres of products from gypsum cardboard a year that will allow to create new workplaces.

Having heard the report, President Serdar Berdimuhamedov pointed out that establishment of joint venture for manufacture of modern building materials will promote further effective development of the industrial sector of the country and instructed the Deputy-Chairman of the Cabinet to continue work in this area.

Deputy-Chairman of the Cabinet B.Atdayev reported on the work carried out by the Ministry of Trade and Foreign Economic Relations on further perfection of the sphere of trade.

As was marked, development of trade and service system in the country, modernisation of activity of profile structures with a view of maintenance of demand of the population for high-quality goods, increases of overall performance of the branch, complex steps are taken for organizational and legal regulation in the given sphere according to time requirements.

Having heard the report, President Serdar Berdimuhamedov drew the attention to importance of work carried out to organise the activity of trade system according to requirements of time and gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Deputy-Chairwoman of the Cabinet M.Mammedova reported concerning preparation for the kick-off ceremony of events on the occasion of announcement of Anau as cultural capital of the Turkic world in 2024. It is planned to hold in the building «Türkmeniň ak öýi» on the platform «Nowruz ýaýlasy» in Ak bugday etrap of Akhal velayat.

Within the ceremony, which will take place on March 26, it is expected to organise a joint concert of vocalists, an exhibition of products of masters of fine , decorative and applied arts, works of photographers - representatives of the Turkic people.

As expected, heads of the International Organisation of Turkic culture, Organization of Turkic States, Parliamentary Assembly of Turkic states, Turkic Culture and Heritage Foundation, International Turkic Academy, profile ministries of member countries and observers of TURKSOY as well as creative and scientific delegations will arrive for participation in the given actions in our country.

According to the Plan approved by the corresponding Resolution of the President of Turkmenistan, within the Year «Fount of Wisdom of Magtymguly Fragi» various actions will be also carried out. Among them - creative meetings, II Theatre Festival of TURKSOY member countries, International Film Festival «Gorkut ata».

Summing up the report, President Serdar Berdimuhamedov noted that celebrations of international character are held in our country widely. In this connection, having underlined importance to provide a high organizational level of ceremony of the start of actions on the occasion of announcement of Anau city as cultural capital of the Turkic world in 2024 and creation of all conditions for foreign visitors arriving in Turkmenistan, the head of the state gave the Deputy-Chairwoman of the Cabinet corresponding instructions.

Further, Deputy-Chairman of the Cabinet N.Amannepesov reported on the work carried out to present first-formers with laptops for the 2024-2025 academic year as a gift.

As was marked, during the current year, which passes under the motto «Fount of Wisdom of Magtymguly Fragi», it is planned to provide with laptops 155 thousand 641 first-formers.

At present, samples of computers "Bilimli", technical characteristics of which are analysed by corresponding ministries, were prepared, certificates of standards of their quality were received.

In the given context, the Deputy-Chairman of the Cabinet submitted the draft of the corresponding Resolution for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov pointed out that in the country the educational policy is successfully realised, favourable conditions are created for receiving modern education and training for the younger generation, which is well-versed in innovative technologies and for training of experts with wide outlook.

With a view of successful continuation of reforms in this area as well as presentation of first formers of secondary schools of the country for the academic years 2024-2025 with computers-laptops as a gift, the head of the state signed the Resolution «On purchase of computers-laptops by the Ministry of Education of Turkmenistan» and sent it online to the Deputy-Chairman of the Cabinet and instructed him to check fulfilment of the given document.

Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who underlined that under the leadership of President Serdar Berdimuhamedov independent neutral Turkmenistan continues to put into practice consistently the constructive foreign policy, one of the priorities of which is development of fruitful cooperation with international organisations, and first of all, with the United Nations. The creative initiatives of the head of the state aimed at consolidation of peace, well-being and sustainable development in regional and global dimensions, receive all-around support. Adoption of several resolutions proposed by our country by the General Assembly of the United Nations Organization visually testifies to this fact.

In this connection, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs informed of good news arrived from the Headquarters of the United Nations. At the 63rd plenary meeting of the 78th session of the General Assembly of the United Nations at the initiative of Turkmenistan, the Resolution «2025 - the International year of peace and trust» was adopted with a unanimous support. This document urged to promote settlement of arising conflict situations by peace, political-diplomatic methods and means, strengthening of trustful relations between states. The given Resolution also shows importance of continuation of activity on advancement of culture of peace dialogue in the international community.

Having warmly congratulated the President of Turkmenistan on this new political achievement, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs addressed the head of the state the best regards.

In connection with adoption of the above-named Resolution by the General Assembly of the United Nations, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs made proposals to hold events in our country and abroad, to create the organizational commission at the governmental level, to consider at its meetings corresponding issues and to realise this work at the international level. It is also proposed to hold meetings with participation of the head of UN General Assembly on the role of the UN Regional Centre for Preventive Diplomacy for Central Asia and United Nations Resident Coordinator in Turkmenistan.

Having accepted the good news with satisfaction, President Serdar Berdimuhamedov, addressing members of the Cabinet and all compatriots, emphasised unanimous adoption of the Resolution “2025 - the International year of peace and trust” at the 63rd plenary meeting of the 78th session of the General Assembly of the United Nations Organization.

The fact that United Nations member states have supported the given initiative of Turkmenistan and the fact that as co-authors of the Resolution 86 countries spoke, for us – it is a great honour, the head of the Turkmen state underlined. In this connection, President Serdar Berdimuhamedov on behalf of the Turkmen people expressed his sincere gratitude to all countries for the given support.

Adoption of this document clearly speaks of international recognition of efforts of our fatherland for universal peace and sustainable development, development of mutually beneficial, friendly and brotherly relations, strengthening of trust between states of the globe, the head of Turkmenistan marked.

Having underlined that regular activity in the given area will be continued, President Serdar Berdimuhamedov warmly congratulated participants of the meeting and all Turkmen nationals with the significant event and wished them peace, peaceful and happy life.

Having approved the presented proposals on practical realisation of the above-named Resolution, the head of the state gave the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.

Then, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs reported on results of working visits of the delegation of our country to the Kingdom of Belgium and the Italian Republic, made at the instructions of the President of Turkmenistan on March 17-21.

In the given context, it was noted that one of the basic areas of the foreign policy of our independent neutral fatherland is development of multiplane cooperation with the European Union and the countries entering into its structure.

With these purposes, in Brussels meetings with the Chief Foreign Policy Adviser to the President of the European Council, Vice-Presidents of the European Commission, EU Commissioner for International Partnership, High Representative of the Union for Foreign Affairs and Security Policy, EU Special Representatives for Human Rights and Central Asia, Chairman of the European Parliament Group on Central Asia and Mongolia were held. Issues of further development of traditional political dialogue, mutually beneficial partnership in the trade and economic sphere, fruitful humanitarian and inter-parliamentary contacts were discussed. A constructive exchange of opinions on topical aspects of the regional and global agenda also took place.

Prospects of development of mutual relations, theme of continuation of effective interaction within the international organisations, including the United Nations and EU, were considered during negotiations with the Minister of Foreign Affairs, European affairs, foreign trade and federal cultural establishments of the Kingdom of Belgium.

In Brussels the round table Turkmenistan - the European Union in which representatives of EU, Organisation for Economic Co-operation and Development, the European bank for Reconstruction and Development, research centres and large companies of Europe took part, was also organised. Possibility of interaction on a wide spectrum of areas, including transport, energy and renewed energy sources, industry, town-planning, investments, trade, digitization, public health services and other became the subject of interested discussion. On completion of the round table a number of bilateral meetings with European partners took place.

Besides it, within the working visit to Brussels, the meeting with the Vice Prime Minister, Minister of Foreign Affairs and Foreign Trade of Luxembourg was held. Issues of activization of political and diplomatic dialogue as well as expansion of trade and economic relations were considered. In particular, partnership prospects in transport-communication sector were discussed.

The agenda of the meeting with Secretary General of the World Customs Organization (WCO) included issues, concerning participations of representatives of the profile department of Turkmenistan in programs of the given Organization for improvement of professional skill of employees, exchange of the best practices, introduction of international standards and others.

During the working visit to Brussels, a number of documents, including the additional Protocol to the Partnership and Cooperation Agreement between Turkmenistan and the European Union and the Memorandum of mutual understanding between the Ministry of Foreign Affairs of Turkmenistan and Federal Service for Foreign Affairs, International Trade and Development Cooperation of the Kingdom of Belgium were signed.

Reporting on results of the working visit to the Italian Republic, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs on the meetings, which took place in Rome with the President of the International Fund for Agricultural Development (IFAD) and Deputy Director General of the Food and Agriculture Organization of the United Nations (FAO). Prospects of cooperation between Turkmenistan and IFAD, current and planned joint projects with FAO as well as actual aspects of interaction in the field of maintenance of food security under the conditions of climate change, strengthening of relations in the agro-industrial complex were discussed.

Issues of mutually beneficial partnership in the transport-logistical sector were considered during negotiations with the Deputy Prime Minister and Minister of Infrastructure and Transport of Italy. The Italian party showed a great interest in participation in infrastructural projects realised in Turkmenistan. Following the results of negotiations, the Memorandum of mutual understanding between the International seaport Turkmenbashi and the Central Tyrrhenian Sea Port Authority was signed. The theme of development of productive cooperation in the transport sphere received the continuation within the meeting with the head of the Italian state railway company.

A wide range of issues of interstate interaction in political-diplomatic, trade and economic and cultural-humanitarian spheres were discussed at the negotiations with participation of Prime Minister, Minister of Foreign Affairs of Italy. Following the results of the meeting, cooperation program between foreign policy departments of two countries for 2024-2025 was signed.

Importance of strengthening of versatile Turkmen-Italian partnership, including fruitful contacts in the cultural-humanitarian area was marked during the meeting with authorities of the Mayor’s office of Rome. Successful long-term cooperation in the area of archaeology and popularisation of cultural heritage of two countries was stated. In the given context, issues of immortalization of the great Turkmen poet and thinker Magtymguly Fragi in Rome memories as well as organization of the exhibition of archaeological findings of Turkmenistan in the museum complex "Capitol" in 2025 were discussed. With a view of interaction in the organisation of the given exhibition between the Ministry of Foreign Affairs of our country and the mayor’s office of Rome the corresponding document was signed.

Possibilities and priority areas of effective partnership, including in the building sphere, were considered during meetings with the head of the company «Leonardo S.p. A.» and the Vice-President of the National Association of Builders of Italy (ANCE).

Following the results of working visits of the delegation of Turkmenistan to the Kingdom of Belgium and the Italian Republic, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs sounded a number of proposals. In particular, in the context of further development of the dialogue with the European Union in the format “Central Asia – EU” was proposed to hold the meeting of Ministers of Foreign Affairs in Ashgabat in October of the current year as well as to send representatives of the Mejlis of Turkmenistan to Brussels in the second half of the year with a view of strengthening of inter-parliamentary interaction.

Besides it, it was proposed to organise on a regular and systematic basis within this year visits of representatives of the European Union to our country, to prepare the draft of the Framework Agreement between Turkmenistan and EU in the field of energy and to create the Turkmen-European Group for development of cooperation in the given area. With a view of development of wide transport partnership between our country and EU it is proposed to work upon formation of the coordination platform in the format “European Union - Central Asia”.

In the context of deepening humanitarian relations, the proposals, concerning development of new educational programs, in particular, in the sphere of vocational training, organization of the Dialogue on human rights between Turkmenistan and the European Union in June of the current year in Ashgabat together with profile structures of EU were sounded.

Along with it, it was proposed to begin corresponding work on accession of our country to IFAD, to hold the international forum on food security in November in Ashgabat together with FAO.

Summing up the report, President Serdar Berdimuhamedov confirmed invariable adherence of neutral Turkmenistan to the course on development of mutually beneficial cooperation on equal rights with world countries. Speaking of it, the head of the state noted necessity of further strengthening of traditionally friendship with the Kingdom of Belgium and the Italian Republic.

Having underlined that meetings and negotiations that took place in Brussels and Rome, in the course of which priority areas of partnership were discussed with EU and large international organisations, urged to promote consecutive expansion of fruitful interaction, President Serdar Berdimuhamedov approved sounded proposals and gave the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.

Further, director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on preparation of the civil-engineering design of the central office building of the company of mail service «Türkmenpoçta».

According to the project, the new object will consist of five floors, including technical and server rooms, premises with special equipment, office rooms of operators and a big hall for work with clients, a conference hall in which it is planned to establish modern communication systems and creation of comfortable conditions for employees. In the adjoining territory with an area of 2,24 hectares technical and auxiliary buildings, sports ground, tanks for water and parking place will be built.

It was noted that realisation of the given project will create possibilities for introduction of digital systems and high technologies in postal services.

Summing up the report, President Serdar Berdimuhamedov underlined that a great significance is given to the strengthening of the material and technical basis of the national transport-communication complex.

Construction of the central office building of the company of mail service «Türkmenpoçta» will allow to raise considerably quality and to optimise services in the branch, the head of the state pointed out and instructed the director of the Agency to carry out appropriate work in this area.

Further, the President of Turkmenistan approved the decision of the general meeting of shareholders of "Türkmendeňizderýaýollary" Agency of the Transport and Communications Agency under the Cabinet of Ministers on A.Kosayev’ dismissal from the post of the head of the given agency in connection with his transfer to other work.

The head of the state appointed B.Annayev head of "Türkmendeňizderýaýollary" Agency of the Transport and Communications Agency under the Cabinet of Ministers according to the decision of the general meeting of shareholders of the given Agency and released him from the post of Deputy General Director of the Transport and Communications Agency under the Cabinet of Ministers.

Having expressed to the President of Turkmenistan his sincere gratitude for the entrusted responsible post, B.Annayev assured that he will make henceforth all efforts for implementation of the transport policy based on great initiatives of Hero-Arkadag and nowadays realised under the leadership of Arkadagly Hero Serdar and wished them sound health, longevity and prosperity in their noble activities.

Then, addressing members of the Cabinet and all compatriots, President Serdar Berdimuhamedov focused attention on the fact that in the year which passes under the motto «Fount of Wisdom of Magtymguly Fragi», solemn actions are carried out with success in our independent fatherland. Celebrations on the occasion of the national holiday of spring - International Novruz were also held with great joy in our country.

Having underlined that for Turkmen nationals holidays come one after another, the head of the state stated that next week actions on the occasion of announcement of Anau city as «cultural capital of the Turkic world » in 2024 will start.

Celebrations that will be held on the ancient land of Anau, which takes a special place in culture of the Turkic world, will increase the glory of our sovereign fatherland.

Having noted that the fertile Turkmen land is rich with significant historical achievements, President Serdar Berdimuhamedov emphasised discoveries made by world famous scientists-archaeologists V.Masson, R. Pumpelly, V.Sarianidi in Turkmenistan.

As the head of the state pointed out, Hero-Arkadag managed to work with them and their descendants to organise trips of archaeologists to different corners of the country, as a whole, to carry out the activity connected with excavations. Historical sources of data collected by Arkadag promoted creation of a new book.

In this connection, the head of Turkmenistan informed that he finished work on the book «Änew - müňýyllyklardan gözbaş alýan medeniýet», written on the occasion of announcement of Anau city in 2024 as «cultural capital of the Turkic world». This product will become a gift to Turkmen people in the year under the motto «Fount of Wisdom of Magtymguly Fragi». After the meeting, the new book will be handed to its participants, President Serdar Berdimuhamedov said.

During the meeting of the Cabinet of Ministers, its participants warmly congratulated the President of Turkmenistan on the release of the book «Änew - müňýyllyklardan gözbaş alýan medeniýet», having noted that this substantial work will evoke a great interest in a wide range of readers.

Declaration of Anau city as «cultural capital of the Turkic world» in 2024 speaks of the fact that the initiatives, which have been put forward by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag on increase of the international authority of our country, are duly realised by Arkadagly Hero Serdar. The head of the state also thanked for congratulation on the occasion of release of his book.

Concluding the online meeting of the Cabinet of Ministers, the President of Turkmenistan wished all sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.

Сегодня Национальный Лидер туркменского народа, Председатель Халк Маслахаты, Почётный старейшина Гурбангулы Бердымухамедов совершил рабочую поездку в город Аркадаг, где в штаб-квартире Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова провёл рабочее совещание, а также ознакомился с проектами зданий различного назначения, запланированных к возведению в рамках второй очереди застройки города, и видами декоративной отделки объектов.

В настоящее время масштабная работа по строительству второй очереди города Аркадаг имеет особое значение в реализации градостроительной программы, инициированной Героем-Аркадагом и успешно продолжаемой Аркадаглы ­Героем Сердаром.

В рабочем совещании приняли участие вице-президент Благотворительного фонда Р.Базаров и директор Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова М.Окузова.

Были обсуждены подготовка к мероприятиям по случаю трёхлетия создания Благотворительного фонда по оказанию помощи нуждающимся в опеке детям имени Гурбангулы Бердымухамедова, а также вопросы, связанные с дальнейшей работой Фонда, развитием благородных принципов туркменского народа.

Р.Базаров прежде всего поздравил Героя-Аркадага с очередной годовщиной образования Благотворительного фонда. Как подчёркивалось, при поддержке Фонда, созданного по инициативе Героя-­Аркадага, многим больным детям были сделаны операции, в результате которых их здоровье восстановлено, и сегодня они живут счастливой жизнью.

Это наглядное свидетельство проявляемой заботы Хаджи Аркадага о нуждающихся в опеке представителях подрастающего поколения и прилагае­мых Национальным Лидером туркменского народа усилий для того, чтобы они выросли полноценными гражданами нашего общества. В то же время за счёт средств Фонда была отправлена гуманитарная помощь детям, пострадавшим в результате несчастных случаев в разных странах мира.

Также прозвучала информация о том, что в городе Аркадаг 29 марта запланированы масштабные культурно-массовые мероприятия по случаю трёхлетия образования Благотворительного фонда.

Герой-Аркадаг отметил, что вопросам дальнейшей работы Благотворительного фонда, основанного согласно национальным традициям, следует придавать особое значение. Это является ещё одним проявлением многовековых гуманитарных принципов нашего народа, продолжающихся в соответствии с духом сегодняшнего дня.

Говоря об этом, Хаджи Аркадаг подчеркнул, что запланированные по случаю трёхлетия создания Благотворительного фонда торжества необходимо провести на высоком уровне. Сформированные нашими мудрыми предками на протяжении всей истории образцовые принципы должны найти отражение в данных мероприя­тиях, сказал Герой-Аркадаг и дал в этой связи конкретные поручения.

В ходе рабочего совещания директор Детского оздоровительно-реабилитационного центра имени Гурбангулы Бердымухамедова М.Окузова, поздравив Национального ­Лидера туркменского народа с трёхлетием создания Фонда, доложила о состоянии здоровья детей, находящихся на лечении в Центре, и об уровне оказываемых услуг для их полного выздоровления.

Сообщалось также о реабилитации детей, перенёсших операции за счёт средств Фонда. Как отмечалось, в Центре созданы все условия и возможности для соответствующего лечения, оказания медицинских услуг на высоком уровне. Подчеркнув, что повышение профессионализма медработников имеет большое значение, М.Окузова отметила, что группа врачей направится в Австрийскую Республику, где пройдёт курсы повышения квалификации.

Отметив, что забота о здоровье туркменистанцев, особенно детей, находится в центре постоянного внимания государства, Герой-Аркадаг сказал, что проводимая деятельность и оказываемые в данном направлении медицинские услуги должны соответствовать международному уровню. Большое значение следует придавать постоянному повышению квалификации врачей.

Также Герой-Аркадаг заострил внимание на подготовке к мероприятиям, запланированным по случаю трёхлетия создания Благотворительного фонда, отметив, что они должны быть созвучны создаваемым условиям для подрастающего поколения в Туркменистане, признанном страной счастливого детства.

Говоря о заботе о детях, Герой-Аркадаг подчеркнул важность проведения среди ребят, находящихся на лечении, творческих конкурсов и их поощрения. В частности, целесообразно организовать конкурс рисунков и разместить их в музее Фонда, сказал Национальный Лидер туркменского народа, отметив, что, рассматривая детские рисунки, мы заглянем в светлое будущее любимой Отчизны, и дал на этот счёт поручения соответствующим руководителям.

Председатель Халк Маслахаты, Почётный старейшина Гурбангулы Бердымухамедов поручил обеспечить высокий уровень намеченных мероприя­тий и своевременное оказание медицинской помощи. Герой-Аркадаг сказал, что по случаю трёхлетия создания Благотворительного фонда следует обеспечить посещение детьми, находящимися на лечении, а также воспитанниками столичного Дворца «Döwletliler köşgi» торгово-развлекательного центра «Arkaç» за счёт средств Фонда. Это станет наглядным свидетельством заботы государства о гармоничном развитии подрастающего поколения. Завершив рабочее совещание, Национальный Лидер туркменского народа пожелал его участникам успехов в дальнейшей работе.

Затем председатель Государственного комитета по строительству города Аркадаг при Президенте Туркменистана Д.Оразов и хяким города Аркадаг Ш.Дурдылыев отчитались о видах ограждения возводимого на территории города моста и столбов освещения.

Национальный Лидер туркменского народа заострил внимание на качестве стройматериалов, используемых при возведении мечети и других сооружений, в том числе столбов освещения и ограждения моста. Подчеркнув, что с точки зрения прочности они должны соответствовать современным требованиям и международным стандартам, Аркадаг Гурбангулы Бердымухамедов поручил ответственно подойти к вопросам выбора декоративных средств.

Затем Герою-Аркадагу были продемонстрированы проекты строящихся и запланированных к возведению в новом городе парков, многофункцио­нального стадиона и объектов дорожно-транспортной инфраструктуры.

Ознакомившись с представленными проектами, Национальный Лидер туркменского народа сделал некоторые замечания и внёс соответствующие коррективы. Строительство и декоративные особенности Детского парка нового города должны отражать мир подрастающего поколения. Герой-Аркадаг, отметив, что к установлению скульптур героев туркменских сказок следует подходить вдумчиво и комплексно, дал на этот счёт конкретные поручения.

Хаджи Аркадаг ознакомился с видами мрамора, отметив, что оформление объектов должно составлять единую гармонию с системой освещения и соответствовать современным требованиям. Как подчеркнул Нацио­нальный Лидер туркменского народа, недавно в Ашхабаде состоялась выставка афганских товаров, на которой были представлены строительные материа­лы, в том числе мраморный оникс. На сегодняшний день он является востребованным стройматериалом.

Аркадаг Гурбангулы Бердымухамедов также ознакомился с проектом парка «Saglyk», запланированного к возведению в новом городе, осмотрел виды скульптур коней. Отметив, что изображения скакунов, являющихся национальной ценностью и гордостью туркменского народа, находят отражение в объектах, возводимых в новом городе, Председатель Халк Маслахаты подчеркнул, что к этим работам следует подходить в соответствии с требованиями современности.

Также Национальный Лидер туркменского народа заслушал информацию об особенностях объектов дорожно-транспортной инфраструктуры города Аркадаг, в частности, запланированных к установке вдоль улиц столбов освещения и др.

Ознакомившись с представленными проектами, Герой-Аркадаг подчеркнул, что наряду с объектами различного назначения важной задачей для города Аркадаг является обеспечение высокого качества строительства дорог. В данной связи возведение объектов дорожно-транспортной инфраструктуры должно быть завершено в установленные сроки, при этом надлежащим образом должны быть выполнены требования по обеспечению их высокого качества, сказал Аркадаг Гурбангулы Бердымухамедов.

Затем Национальный Лидер туркменского народа, Председатель Халк Маслахаты провёл здесь рабочее совещание с участием председателя Государственного комитета по строи­тельству города Аркадаг при Президенте Туркменистана Д.Оразовым и хякимом города Аркадаг Ш.Дурдылыевым, в ходе которого были рассмотрены вопросы возведения объектов в рамках второй очереди застройки и заселения города.

Д.Оразов доложил, что в настоящее время подготовлены проекты объектов второй очереди строительства города Аркадаг, а также о высоких темпах подготовки к возведению производственных объектов. Также в ходе отчёта Герою-Аркадагу были продемонстрированы виды оконных рам, которые планируется установить на объектах.

Заслушав прозвучавшую информацию, Национальный Лидер туркменского народа отметил важность требований к высокому уровню оснащения объектов, которые планируется построить в рамках второй очереди. В то же время качество и отделочные материалы, устанавливаемые на объектах оконные рамы должны соответствовать международным стандартам качества. Герой-Аркадаг отметил, что большое внимание следует уделять сдаче в эксплуатацию зданий в установленные сроки, и дал в этой связи ряд поручений.

Хяким города Аркадаг Ш.Дурдылыев сообщил, что продолжается заселение жителей в комфортные жилые дома.

Как отметил Герой-Аркадаг, вопрос заселения людей является важным требованием дня. Кроме того, качество цифровых технологий, установленных в «умных» домах, должно находиться под постоянным контролем.

Говоря об этом, Хаджи Аркадаг поручил обеспечить внедрение инновационных и нанотехнологий на всех объектах и в жилых домах нового города, строящегося на основе концепции «умный город», а также совершенствовать деятельность в этой сфере.

Историческая значимость праздника весны нашла отражение в произведениях классиков Востока – Довлетмаммета Азади, Махтумкули Фраги, Нурмухаммета Андалиба, Абу Рейхана Бируни, Омара Хайяма, Алишера Навои, Абдырахмана Джами, Фирдоуси, Махмыта Кашгарлы и других.

Новруз формирует в душе человека добрые качества и воспитывает бескорыстные чувства, а также любовь к природе, жизни и миру. Этот праздник, который отмечается в прекрасную весеннюю пору, стал символом обновления природы и возрождения жизни.

Занимая особое место на международном уровне, этот день способствует совершенствованию культурно-гуманитарных традиций в мире, укреплению уз дружбы и братства между народами.

Независимый Туркменистан, будучи привержен принципам постоянного нейтралитета, эффективно и последовательно развивает отношения со странами мира, что является приоритетом внешней политики страны.

Различные мероприятия, выставки, концерты, проводимые по случаю Международного дня Новруз, способствуют продвижению культурно-гуманитарного сотрудничества. Широкое празднование 300-летия со дня рождения великого мыслителя Востока и поэта-классика Махтумкули Фраги в нынешнем году, девиз которого «Кладезь разума Махтумкули Фраги», повышает историческую значимость Международного дня Новруз.

На 39-м заседании Постоянного совета министров культуры ТЮРКСОЙ,­ состоявшемся в Бурсе в 2022 году, было принято решение провозгласить 2024 год «Годом великого поэта и мыслителя тюркского мира – Махтумкули Фраги», а древний город Анау – «Культурной столицей тюркского мира». Церемония открытия мероприятий в честь присвоения столь престижного звания городу Анау и торжеств, которые будут организованы совместно с ТЮРКСОЙ в связи с Национальным праздником весны – Международным днём Новруз, является символом дос­тижения нашей страной новых высот в политической, общественной и культурной жизни. Это наглядно демонстрируют торжества, проводимые в духе дружбы и братства на гостеприимной туркменской земле.

Today, a telephone conversation took place between the President of Turkmenistan Serdar Berdimuhamedov and the President of the Russian Federation Vladimir Putin.

First of all, the head of state, on his own behalf and on behalf of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, wholeheartedly congratulated V. Putin on his convincing victory in the past Presidential elections of the Russian Federation.

«Your re-election to this highest post is an indicator of the high trust placed in you and recognition of your services to the country», President Serdar Berdimuhamedov especially emphasized, and taking this opportunity, he wished the Russian Federation further economic growth and well-being under the wise leadership of its leader, and the entire multinational Russian people – progress and prosperity in the years ahead.

During the conversation that followed, the parties noted with satisfaction that currently relations between Turkmenistan and Russia are at a high level. Based on long-standing ties of friendship, trust and mutual understanding, they are consistently developing in a wide range of areas.

As noted, our countries interact constructively both bilaterally and within international organizations.

A special place on the agenda of the Turkmen-Russian partnership, according to general opinion, is occupied by the development of trade and economic relations. Energy, trade, transport and agriculture have received new developments in recent years.

At the same time, cultural and humanitarian ties are actively supported, and inter-parliamentary interaction is consistently carried out.

The interlocutors especially emphasized the importance of established fruitful direct contacts between Turkmenistan and the constituent entities of the Russian Federation, which enrich interstate cooperation with new content.

Taking this opportunity, the head of the Turkmen state Serdar Berdimuhamedov expressed gratitude to his Russian counterpart for his personal contribution to strengthening the friendship between Turkmenistan and the Russian Federation, expressing his deep conviction that mutually beneficial cooperation will continue to be enhanced through joint efforts for the common good.

At the end of the telephone conversation, President Serdar Berdimuhamedov and President Vladimir Putin wished each other good health, well-being and success in responsible government activities, and progress and prosperity to the friendly peoples of the two countries.

Today, President Serdar Berdimuhamedov has held a working meeting via a digital system with the participation of Deputy Chairman of the Cabinet of Ministers T. Atahallyev, who is in charge of the agro-industrial complex, and velayat khyakims to review issues of agricultural development and the progress of seasonal field work in the country.

The floor was first given to Akhal Velayat Khyakim R. Hojagulyev, who reported on the pace of agricultural campaigns in the region.

As was reported, at present, the necessary measures have been taken in the velayat to sow cotton within the agro-technical time frame.

Treatment of wheat fields is carried out in accordance with the established requirements, in particular, the application of mineral fertilizers and vegetative irrigation.

Planting potatoes, onions and other vegetable, watermelon and melon crops continues, as well as vegetative irrigation of germinating seedlings.

Adequate arrangements are made for the organized lambing campaign of sheep and camels, a crucial season for livestock farmers.

In order to rationally use water and maintain the land reclamation condition, efforts are made to clean the irrigation and drainage systems.

The report also covered the construction progress of facilities for various purposes to be commissioned this year as part of the National Rural Program.

Having heard the report, and pointing out the need for high-quality implementation of seasonal agricultural measures, the head of state instructed the khyakim to ensure a high organizational level of sowing cotton and caring for the fields in accordance with agro-technical standards.

Stressing the importance of the successful implementation of the provisions provided for in the Program for the Socio-Economic Development of the Country, President Serdar Berdimuhamedov ordered to keep this issue under control.

Then Balkan Velayat Khyakim H. Ashyrmyradov reported on the progress of seasonal agricultural work.

As was reported, measures are currently taken to organize cotton sowing, as well as to treat wheat fields in accordance with agro-technical standards.

In order to achieve the goals of providing the population with agricultural products in abundance, the planting of vegetable, watermelon and melon crops and vegetative irrigation are in progress in the velayat.

Livestock farms in the region are preparing for the lambing season, as well as working to increase the number of livestock.

Efforts are made to improve water supply to agricultural lands for the rational use of water resources.

The report included information on the construction dynamics of social and industrial facilities scheduled for commissioning this year under the National Program of the President of Turkmenistan for the transformation of social and living conditions of the population of villages, towns, etrap cities and etrap centers for the period up to 2028.

Having heard the report, and emphasizing the importance of carrying out seasonal agricultural work within agro-technical deadlines, which is one of the conditions for growing a bountiful harvest, the head of state instructed the khyakim to ensure proper organization of cotton sowing and compliance with agro-technical standards when caring for wheat.

President Serdar Berdimuhamedov also ordered to keep under strict control the construction quality and timing of various facilities scheduled for commissioning this year in the region as part of the National Rural Program.

The working meeting via a digital system was continued with the report from Dashoguz Velayat Khyakim S. Soltanmyradov on the pace of seasonal agricultural campaigns.

As was reported, in order to successfully achieve the goals of growing a bountiful harvest in 2024, land treatment is carried out in the wheat fields of the region, including the application of mineral fertilizers and vegetative irrigation.

Measures are taken to organize the cotton sowing within the agro-technical time frame.

The planting of onions has been completed, and the sowing of potatoes and other vegetable crops continues in the velayat, and vegetative irrigation is underway in the sown areas. Along with this, irrigation work is underway in the fields where other food crops will be planted.

Measures are taken in livestock farms to organize the lambing campaign of sheep and camels, increase the number of livestock and create conditions for keeping them.

Along with this, irrigation and drainage canals are put in order to improve the water supply and reclamation condition of the region’s agricultural lands.

Information was provided on the construction progress of facilities to be commissioned in the velayat this year under the National Rural Program.

Summing up the report, the head of state specified that a crucial season in agriculture is coming, and instructed the khyakim to take the necessary measures to timely sow cotton and ensure care for wheat and other crops in accordance with agro-technical standards.

President Serdar Berdimuhamedov ordered to keep under control the construction quality and timing of social and industrial facilities scheduled for commissioning in the velayat this year.

Lebap Velayat Khyakim Sh. The report also covered the construction progress of facilities for various purposes, to be commissioned this year as part of the National Program of the President of Turkmenistan for the transformation of social and living conditions of the population of villages, towns, etrap cities and etrap centers for the period up to 2028.

Having heard the report, President Serdar Berdimuhamedov focused on the importance of proper organization of cotton sowing, instructing the khyakim to ensure that this important season is carried out at a high level, as well as the compliance with agro-technical standards when caring for other agricultural crops.

The head of state ordered to keep under control the quality and timely completion of the construction of facilities for various purposes, scheduled for commissioning in the current year under the National Rural Program.

Then Mary Velayat Khyakim B. Orazov reported on the progress of agricultural campaigns in the region.

As was reported, in order to fulfill the assignments on strengthening food abundance in the country, treatment is currently underway in wheat fields, including the application of mineral fertilizers and irrigation.

For the purpose of the organized sowing of cotton, agricultural machinery, equipment and high-quality seeds adapted to the soil and climatic conditions of the region have been prepared.

The vegetative irrigation of areas sown to potatoes and onions continues in the velayat, as well as preparations for planting other vegetable, watermelon and melon crops.

The necessary measures are taken in specialized farms to increase the number of livestock and the amount of livestock products, care for animals and organize the lambing campaign for sheep and camels.

In order to effectively use land and water resources, collect water in reservoirs, efforts are made to improve water supply to the region’s areas under crops and clean irrigation and drainage systems.

The report also covered the construction pace of social and industrial facilities to be commissioned this year under the Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022-2028 and the National Rural Program.

Further, the deputy prime minister reported on the progress of seasonal agricultural campaigns in the regions of the country.

As was reported, appropriate preparations are underway in the velayats for the start of cotton sowing, including agricultural machinery, equipment, and high-quality seeds.

In order to fulfill the assignments on strengthening food abundance in the country, wheat fields treatment is currently in progress, including the application of mineral fertilizers and irrigation in accordance with agro-technical standards.

Having heard the report, the President of Turkmenistan focused on the importance of an integrated approach to achieving the assigned goals to increase the agricultural crop production. In this regard, the head of state instructed the deputy prime minister to keep under strict control the issues of compliance with agro-technical standards when sowing cotton and caring for wheat.

Addressing the working meeting participants, President Serdar Berdimuhamedov once again focused on the fact that the important season, cotton sowing, is beginning, and ordered to take all measures to carry out sowing of this valuable crop at a high organizational level in the Akhal, Balkan, Lebap and Mary Velayats on 20 March, and in the Dashoguz velayat on March 27.

During the working meeting, its participants cordially congratulated the head of state on the anniversary of the inauguration as the President of Turkmenistan and on the upcoming National Spring Holiday, wishing President Serdar Berdimuhamedov and the National Leader of the Turkmen people sound health, long years of life, and success in important activities for the benefit of the Turkmen people and prosperity of the Homeland.

Concluding the working meeting via a digital system, the President of Turkmenistan wished its participants new successes in achieving the assigned goals.

Герой-Аркадаг отметил, что в нашей стране ведётся масштабная работа для успешного выполнения задач, вытекающих из Программы «Возрождение новой эпохи могущественного государства: Национальная программа социально-экономического развития Туркменистана в 2022–2052 годах» и Программы социально-экономического развития страны в 2022–2028 годах, прилагаются необходимые усилия для надлежащего осуществления работ в рамках четвёртого этапа освоения газового месторождения «Galkynyş». Здесь открываются колоссальные возможности для реализации крупных совместных проектов.

Подчеркнув, что наша страна придаёт большое значение развитию конструктивного сотрудничества с Турецкой Республикой, Национальный Лидер туркменского народа выразил уверенность, что нынешний визит бизнесмена станет важным шагом в расширении двусторонних отношений и определении конкретных направлений работ, проводимых компанией «Rönesans Holding» в Туркменистане.

Герой-Аркадаг также поинтересовался ходом строительства 1-й Специализированной военной школы имени Бердымухамеда Аннаева Министерства обороны Туркменистана и отметил, что турецкие бизнесмены могут принять участие в реализации в нашей стране проектов в рамках развития химической индустрии и второй очереди строительства города Аркадаг.

Руководитель крупной турецкой компании, подчеркнув, что для них большая честь участвовать в претворении в жизнь масштабных проектов в Туркменистане, имеющем огромный экономический потенциал, сообщил, что в настоящее время строительство 1-й Специализированной военной школы имени Бердымухамеда Аннаева продолжается ускоренными темпами, и она будет сдана в эксплуатацию в начале следующего учебного года – года, проходящего под девизом «Кладезь разума Махтумкули Фраги».

Герой-Аркадаг отметил, что в активизации последовательно развивающегося плодотворного и взаимовыгодного сотрудничества между Туркменистаном и Турецкой Республикой главным фактором выступает историко-культурная и языковая общность двух народов. Туркмено-турецкие отношения также эффективно развиваются в частном секторе, накоплен позитивный опыт по налаживанию взаимодействия в этой сфере.

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via a digital system, at which a number of priority issues of public activities were considered.

The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed about the work ongoing to improve the national legal framework.

As was reported, working commissions are currently preparing new draft laws on energy saving and efficient energy use, and on hydrometeorological activities. At the same time, amendments and addenda are made to existing legal instruments regulating family relations, veterinary activities, land legal relations, etc.

The report included information on practical steps being taken to expand relations with parliaments of foreign countries and international organizations. In this context, information covered meetings held with the leaders and members of the Turkmenistan-Austria and Turkmenistan-Cyprus parliamentary friendship groups, during which issues of improving the performance of these organizations and prospects for further development of cooperation between the relevant committees were discussed. Along with this, deputies of the Mejlis participated in an event on the development of a “Memorandum on the rules of foreign trade in Turkmenistan”, organized by representatives of the relevant ministries of our country jointly with consultants from the Asian Development Bank and employees of the World Trade Organization.

In addition, information was given about meetings held by people’s representatives to explain to the general public the key aspects of the current state policy and the transformations ongoing in the Homeland, the goals of the adopted legal regulations, as well as to popularize the literary heritage of great Turkmen poet Magtymguly Pyragy.

Summing up the information presented, President Serdar Berdimuhamedov focused on the importance of continuing work on drafting new laws and introducing amendments and addenda to existing legal regulations in accordance with the requirements of the time.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the measures taken to develop the digital system in the country, expand the range of banking services, increase the types of electronic payments, and improve the system of remote banking services.

The report also covered the work in progress to implement the provisions outlined in the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2019-2025” and the “State Program on the Development of the Digital Economy in Turkmenistan for 2021-2025”.

In this regard, the deputy prime minister reported on the capabilities of the “Remote Banking” payment system offered for individuals by the State Commercial Bank of Turkmenistan “Daýhanbank”. The introduction of this banking service is intended to expand the range of non-cash payments, as well as ensure the efficiency of payment transactions.

Having heard the report, President Serdar Berdimuhamedov pointed out that the digital system is currently widely implemented in all sectors of the country’s economy. At the same time, the range of digital services is expanding, as well as electronic payments offered in the banking sector. Having approved the submitted proposal to introduce the “Distance Banking” system for individuals by the State Commercial Bank “Daýhanbank”, the President of Turkmenistan instructed the deputy prime minister to carry out the issue-related work.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the measures taken by the “Türkmengaz” State Concern to increase natural gas production.

As was reported, for this purpose the State Concern is carrying out effective work to find sulfur-free gas in the wells of promising fields being developed, primarily in the world’s largest gas field “Galkynyş”.

In this regard, production and reservoir evaluation wells were drilled in oil and gas fields using special equipment and funds allocated by the “Türkmengaz” State Concern, from which commercial inflows of sulfur-free gas were obtained.

Moreover, in order to find new gas deposits in the coming years and its safe supplies to consumers, the “Türkmengaz” State Concern has drawn up an action plan to produce additional natural gas from wells in the shortest possible time. In this context, drilling of production and reservoir evaluation wells has begun.

In addition, appropriate work is carried out to provide the necessary equipment for the construction of surface facilities of newly drilled gas wells.

Summing up the report, President Serdar Berdimuhamedov emphasized the importance of the work being carried out by the State Concern “Türkmengaz” to increase the gas production. Focusing on the need to further increase hydrocarbon production, the head of state gave specific instructions to the deputy prime minister.

In turn, Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of agricultural work in the agro-industrial complex and regions of the Homeland, as well as on preparations for the upcoming cotton sowing.

The report included information that in order to grow a bountiful harvest and strengthen food abundance in the country, the treatment of wheat fields is carried out in accordance with agro-technical standards, including the application of mineral fertilizers and vegetative irrigation. Along with this, work is under way to plant vegetable, watermelon and melon crops.

Currently, the necessary measures are taken in the velayats for an organized start of the sowing season in accordance with agro-technical standards. In particular, cotton seeds and agricultural machinery are prepared.

The deputy prime minister turned to the head of state with a request to set a date and bless the start of cotton sowing. In this regard, practical seminars will be held with the participation of farmers, experienced specialists, scientists and machine operators.

Having heard the report, and highlighting the need for further comprehensive development of the industry, President Serdar Berdimuhamedov ordered to keep seasonal agricultural work ongoing in the agro-industrial complex and regions of the country under strict control, as well as to ensure a high organizational level of the cotton sowing campaign.

Dwelling upon the topic and addressing the meeting participants, the head of state reminded that sowing season is coming. Our cotton growers have an important goal.

Having given the blessing to begin sowing cotton in the Akhal, Balkan, Lebap and Mary Velayats on March 20, and in the Dashoguz velayat on March 27, the President of Turkmenistan addressed the people’s respected elders with a request to begin this responsible agricultural campaign with the words “Bissimilla!” according to the well-established tradition. 

In this regard, the head of state wished the hardworking cotton growers and all agricultural workers great success in their work.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work being carried out on the instruction of the President of the country to support domestic business and import-substituting production.

In particular, information was provided about the planned establishment of the Economic Society “Üznüksiz çeşme”, specializing in the production of equipment for the accumulation and storage of electricity (UPS), which is important for the needs of the national economy.

The new production with the participatory interest of “Aşgabatenergo” PA of the State Electric Power Corporation “Türkmenenergo” of the Ministry of Energy of Turkmenistan and the Individual Enterprise “Üznüksiz hyzmat” will contribute to the industrialization of the country, reducing the amount of imported equipment for the collection and storage of electrical energy, and creating new jobs.

Summing up the report, President Serdar Berdimuhamedov focused on the need to continue the reforms being carried out in the country, in particular, the production of import-substituting goods.

Emphasizing the importance of establishing in Turkmenistan the production of devices for the accumulation and storage of electricity (UPS), which are of great significance for our country, the head of state highlighted that the activities of the joint economic society being established in this area must be carried out in accordance with modern requirements, and gave relevant instructions in this regard to the deputy prime minister.

Further, Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on preparations ongoing on the instruction of the President of Turkmenistan for the Turkmen-Japanese business forum with the participation of representatives of small and medium-sized businesses, scheduled for March 27 this year in Tokyo (Japan).

During the forum, opportunities for developing bilateral cooperation in the areas of investment, industry, transport and logistics, as well as in the private sector will be considered.

Along with this, there are plans to hold a fact-finding presentation of the work in progress to set up the National Pavilion of Turkmenistan at the upcoming World Exhibition EXPO 2025 in Japan.

In this regard, a draft Work Program for the upcoming business forum was presented to the head of state for consideration.

Having heard the report, President Serdar Berdimuhamedov emphasized that the development of trade and economic relations with foreign partners is one of the priority directions of Turkmenistan’s foreign policy, highlighting the great significance of exhibitions, business meetings and conferences, which are regularly held in our country and abroad, in expanding cooperation.

Focusing on the upcoming Turkmen-Japanese business forum in Tokyo, the head of state instructed the deputy prime minister to ensure its high organizational level.

Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on preparations for the Media Forum “Turkmen Land - the Center of Ancient Civilizations” to take place in Ashgabat on March 28 as part of the celebrations on the occasion of declaring the city of Anau the cultural capital of the Turkic world in 2024 and the 300th anniversary of the birth of Magtymguly Pyragy.

As was reported, media representatives of the TURKSOY member states and partner countries of the State Committee of Turkmenistan for Television, Radio Broadcasting and Cinematography are expected to participate in this event. The forum will be held in 4 sections such as “The Unity of Turkic Culture and its Role in the Media”, “The Fount of Wisdom of Magtymguly Pyragy”, “Digital Media and News” and “Films, Animations and Film Festivals”.

It is planned to organize tours of historical monuments and sights of Ashgabat and the city of Arkadag for guests. Their participation in the International Conference “Main areas and opportunities for the development of tourism in Turkmenistan” and a meeting with students of the Magtymguly Turkmen State University is also scheduled.

Summing up the report, President Serdar Berdimuhamedov stressed the importance of proper preparation for the high-level Media Forum “Turkmen Land - the Center of Ancient Civilizations” in Ashgabat. The forum must demonstrate the contribution of our people to the development of world culture, the head of Turkmen state emphasized, giving a number of specific instructions to the deputy prime minister.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the holding of international subject contests and scientific and practical conferences at higher education institutions of the country.

As was reported, such events, including various forums and exhibitions, which are organized in Turkmenistan at a high level, are important steps in developing cooperation with world educational and scientific centers, and identifying young talents.

In order to strengthen international cooperation in the field of education, further step up friendly ties between the youth of Turkmenistan and foreign countries, in the year “The Fount Wisdom of Magtymguly Pyragy” it is planned to hold:

the 3rd International Internet “English” Subject Contests at the Turkmen National Institute of World Languages named after Dovletmammet Azadi on April 10-11;

the 2nd International Open “Macroeconomics” and the “World Economy” Subject Contests at the Turkmen State Institute of Economics and Management on April 12 and May 16, respectively, as well as the International Scientific and Practical Conference “Modern trends in the development of financial markets” on April 26; 

an essay contests on the topic “The importance of international humanitarian law in maintaining peace and security on the planet” at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan from April 15 to May 1; 

the 3rd International Open “Theoretical Mechanics” Subject Contest at the State Energy Institute of Turkmenistan on May 6-11; 

the digital system Contest at the Institute of Engineering, Technical and Transport Communications of Turkmenistan on May 11; and 

the 2nd International Open “Descriptive Geometry and Engineering Graphics” Subject Contest.

On May 22-25, the “International Relations and Geopolitical Modeling” International Subject Contest  is to be organizes in the Turkmen capital by the joint efforts of the Ministry of Education and the Institute of International Relations of the Ministry of Foreign Affairs among students of higher education institutions of the countries of Central Asia and the Caspian region. Foreign guests who will take participation in the contest will be invited to attend ceremonial events to celebrate the Ashgabat City Day.

On the occasion of Science Day on June 4-5 this year, the Turkmen State Institute of Architecture and Construction proposes to hold in the capital an International Scientific and Practical Conference “Architecture is an art embodied in building”.

Guided by the accumulated experience of organizing international events at a high level, it is planned to invite, in addition to students of domestic higher education institutions, representatives of prestigious universities and scientific centers of the world to actively participate in the above Contests and scientific and practical conferences. The intellectual contests’ winners will be awarded medals and diplomas.

Having heard the report, President Serdar Berdimuhamedov emphasized that special importance is attached to developing the talents and skills of the younger generation, encouraging enthusiasm for science and creativity, and strengthening international cooperation in the humanitarian fields.

In this regard, the head of state instructed the deputy prime minister to ensure a high organizational level of all upcoming international contests, scientific and practical conferences to be hosted by the country’s higher education institutions.

Then, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the outcomes of a working visit of the delegation of Turkmenistan to the Republic of Austria on March 10-13 this year in order to discuss priority areas for the further development of traditionally friendly interstate relations.

Thus, a wide range of issues of bilateral cooperation were discussed during of negotiations held in Vienna with the Federal Minister for European and Foreign Affairs of Austria. While exchanging views on current aspects on the regional and global agenda, the importance of strengthening constructive partnerships within international organizations was highlighted. Particular attention was paid to the topic of maintaining universal peace and security. In this context, the importance of the initiative put forward by the President of Turkmenistan at the 78th session of the UN General Assembly in September 2023 to prepare a Global Security Strategy was emphasized. At the same time, the importance of developing this international legal instrument based on the principles of neutrality and preventive diplomacy was stressed.

Following the negotiations, a Cooperation Program was signed between the Ministry of Foreign Affairs of Turkmenistan and the Federal Ministry for European and International Affairs of the Republic of Austria for 2024-2025.

A concerned exchange of views on key issues of interstate cooperation also took place during meetings of our country’s delegation with the Secretary General of the Federal Ministry for European and International Affairs and the leadership of the Office of the Federal President of the Republic of Austria.

In addition, negotiations and meetings were held with the leaders of the Federal Ministry of Labor and Economy and the Austrian Federal Economic Chamber as part of the visit. The prospects were discussed for bilateral cooperation in the trade, economic, banking, financial, energy, transport, communications, industrial and construction sectors, as well as in the introduction of “green” technologies, insurance activities, healthcare, etc. The report also covered opportunities to step up direct contacts between business communities of the two countries, and the implementation of new joint projects.

In this context, the Austrian party confirmed its interest in building up mutually beneficial and diverse cooperation with Turkmenistan. A Turkmen-Austrian “round table” was also organized in the building of the Austrian Federal Economic Chamber, which was attended by leaders and representatives of a number of relevant government agencies and 25 companies of the friendly state.

The topic of joint activities in the field of education and student exchanges was on the agenda of the meeting at the Diplomatic Academy of Vienna. Issues of establishing cooperation between specialized higher education institutions of the two countries, organizing joint scientific and practical forums and other events were considered. The Turkmen party was awarded an official document confirming the membership of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan in the International Forum on Diplomatic Training.

In order to develop inter-university contacts, the delegation of our country also visited the Graz University of Technology. In this regard, a Memorandum of Understanding was signed between the Oguzhan University of Engineering and Technology and this higher education institution.

During the visit, bilateral meetings were also held with the heads of the Organization for Security and Cooperation in Europe (OSCE), the United Nations Office on Drugs and Crime (UNODC), the International Atomic Energy Agency (IAEA), the United Nations Industrial Development Organization (UNIDO), during which current areas of cooperation were discussed. A Frame Cooperation Agreement was also signed between the Government of Turkmenistan and UNIDO.

Along with this, meetings of members of the delegation of Turkmenistan with Austrian colleagues took place in Vienna, where issues of bilateral partnership in the fields of healthcare, trade, industry and business were discussed.

In order to further develop fruitful relations, the deputy prime minister, foreign minister submitted for consideration by the head of state proposals regarding the establishment of the Turkmen-Austrian Business Council, the opening of the Austrian House in Turkmenistan in 2025, and the holding of the 12th meeting of the Turkmen-Austrian Working Commission in Vienna in June this year, as well as organizing the Austrian business community representatives to our country in December this year, and drafting a corresponding document outlining specific areas of bilateral trade and economic cooperation.

Summing up the report, President Serdar Berdimuhamedov noted with satisfaction the effective nature of cooperation between Turkmenistan and the Republic of Austria, emphasizing the importance of continuing to actively develop productive relationships in the trade and economy, as well as in healthcare, education, culture, urban planning and other areas.

Pointing out that the negotiations held in Vienna are designed to further strengthen wide-ranging Turkmen-Austrian relations with a view to the future, the head of state approved the proposals presented, instructing the deputy prime minister, the foreign minister to continue systematic work in this direction.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the work being carried out by the “Türkmenhowaýollary” Agency to ensure a high level of flight safety for civil aviation in Turkmenistan and upgrade the technical equipment of the Ashgabat International Airport.

The report included information that due the constant strengthening of the material and technical resources of the industry, and the opening of new international flights, the number of foreign passengers transiting through the capital’s International Airport is increasing, which contributes to bringing its operation to full capacity.

In this context, the Agency Director General reported that, in accordance with international standards, it is planned to carry out regular maintenance of the relevant equipment in order to achieve flight safety and maintain the equipment of the airport’s passenger terminal at a modern level.

Having heard the report, President Serdar Berdimuhamedov said that the infrastructure of domestic civil aviation is constantly strengthened, and new international passenger flights are opening. This requires bringing the capital’s airport to full capacity.

Stressing that the “Türkmenhowaýollary” Agency must continue its current activities to upgrade the material and technical resources of the Ashgabat International Airport, the head of state gave instructions to the agency head in this regard.

Then, addressing members of the Cabinet of Ministers and all compatriots, President Serdar Berdimuhamedov focused on the fact that in a few days our country will stately celebrate the National Spring Holiday, International Novruz Day.

Stressing that Novruz has a special role in the Eastern people’s life, embodying such enduring universal values as humanism, solidarity and brotherhood, the head of state cordially congratulated the meeting participants and all the Turkmen people on this bright holiday.

Concluding the meeting of the Cabinet of Ministers via a digital system, the President of Turkmenistan wished everyone sound health, family wellbeing and great success in work for the prosperity of the sovereign Homeland.

On March 14, 2024, President Serdar Berdimuhamedov received the Vice President of the European Bank for Reconstruction and Development (EBRD) Mark Bowman.

The EBRD Vice-President noted that the targeted measures implemented in our country to improve the national financial and banking system and comprehensive programs in various sectors make it possible to ensure economic stability and maintain high rates of development.

The President of Turkmenistan, emphasizing that Turkmenistan attaches special importance to strengthening mutually beneficial international cooperation, including productive ties with reputable financial institutions and banking structures, expressed confidence that the upcoming negotiations of the EBRD Vice-President with Turkmen colleagues will contribute to the further development of bilateral economic relations.

During the exchange of views on priority aspects of interaction, the effective and long-term nature of cooperation between Turkmenistan and the EBRD was stated. Considering that new promising areas of partnership are opening up, the readiness of Turkmenistan, which has rich natural resources, to diversify cooperation in the energy sector was outlined.

It was also noted that our country is taking consistent steps to introduce environmentally friendly technologies into the industry and develop “green” energy, which open up wide opportunities for the EBRD’s participation in projects and initiatives in the field of sustainable energy implemented in Turkmenistan.

Transport was also noted as a promising area of cooperation, in particular, through the activation of international routes along the Caspian Sea and the development of the transport and logistics system in the region, taking into account the favorable geographical location of our country. The work on creating multi-vector transport corridors North-South and East-West and the presence of great potential for increasing the capacity of the Turkmenbashi International Seaport were also noted. In this context, the head of state confirmed Turkmenistan’s readiness to consider specific proposals from the EBRD for participation in projects to create transport and transit corridors.

Continuing the conversation, the issue of cooperation in the field of agriculture and water management was raised, within the framework of which Turkmen departments are working with the EBRD on the construction of irrigation structures and the use of high-tech specialized equipment.

In addition, the parties paid attention to the issues of intensifying cooperation between banks and the private sector of our country with the EBRD in the field of lending to small and medium-sized businesses and providing consulting services in this area.

On March 14, 2024, the Chairperson of the Mejlis of Turkmenistan D. Gulmanova accepted credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Panama to Turkmenistan Rolando Enrique Barrow Noad.

On behalf of the President of Turkmenistan Serdar Berdimuhamedov, the Head of the national Parliament congratulated the Ambassador on his appointment to a high diplomatic post, wishing him success in his noble mission to strengthen friendly relations and fruitful partnership between the two countries.

During the meeting, Ambassador was introduced to the priorities of the domestic and foreign policy of Turkmenistan, which consistently implements a peace-loving strategy in the international arena based on the principles of positive neutrality, equal and mutually beneficial partnership.

At the end of the conversation, the parties noted their readiness for supporting interstate cooperation through parliamentary diplomacy, developing cooperation relations between the two countries in the trade, economic, cultural and humanitarian fields will be beneficial for both sides.

Today, President Serdar Berdimuhamedov made a working trip to Lebap velayat where he took part in a solemn opening ceremony of the second turn of the Lebap cement factory with an annual capacity of 1 million tons in Koytendag etrap.

As known, a key role is attached to the industrial sector, in particular, to manufacture of building materials, in successful realisation of adopted programs of social and economic development of sovereign Turkmenistan, developed at the initiative of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag and nowadays successfully realised under the leadership of President Serdar Berdimuhamedov.

Having set out for industrialisation and import replacing, our state undertakes consecutive steps in the given area, giving particular attention to construction of modern enterprises equipped with innovative technologies, steady promotion of capacities, and maintenance of quality and competitiveness of building production, which is manufactured on the basis of local raw materials.

According to instructions of the head of the state, exploration work is carried out actively to discover new perspective mineral deposits, results of which directly serve rise of potential of the industrial complex and increase in volumes of release of building materials and other production widely demanded in the country and abroad.

The adjusted manufacture of cement has become a vivid example of effective utilisation of the richest resources of the Turkmen land.

In this respect the Lebap cement works opened in February, 2013 with participation of Hero-Arkadag Gurbanguly Berdimuhamedova can serve the best example. 

A large manufacture along with creation of new workplaces directly promoted dynamic social and economic development not only in the region, but also in the state as a whole.

All these years at the enterprise, which is located 350 kilometres from the administration centre of Lebap velayat – Turkmenabat city, the most demanded marks of cement of high durability are manufactured.

Delivering a high-quality production, the cement factory at the same time ensures high rates of building conducted in Turkmenistan, which in the Era of Revival of the New Epoch of the Powerful State is on an unprecedented rise.

One should note that huge capital investments in the construction sector and a favourable investment climate created in the country, effective measures of state support to the local private businesses served success of the town-planning policy, in the framework of which in the capital and regions hundreds of industrial and social projects are annually erected and reconstructed.

This grandiose work, which has transformed Turkmenistan in a huge building site, - a visual evidence of the creative, socially focused policy aimed at maintenance of peaceful and happy life of Turkmen nationals, formation of necessary infrastructure corresponding to international standards in urban and rural areas.

The current year, which is given the motto “The fount of wisdom of Magtymguly i Fragi”, is marked by the commissioning of the next important object of industrial infrastructure - the second turn of the Lebap cement factory with an annual capacity of 1 million tons of cement, erected to the order of the Ministry of Industry and Construction Production of Turkmenistan.

In the morning, the plane of the head of the state landed at the international airport of Kerki where the President of the country was warmly welcomed. Then, ­Arkadagly Hero Serdar by helicopter headed towards the industrial giant.

After a while the helicopter landed on the platform near objects of the first phase of the largest cement factory in the country, from there by car the President of Turkmenistan headed to the venue of celebration located nearby on the occasion of commissioning of the new modern manufacture.

On this significant event for the entire region and the country representatives of the Khalk Maslakhaty, Chairwoman of the Mejlis, members of the Government, heads of ministries and departments, Lebap velayat as well as representatives of mass-media and the wide public gathered there.

All with great inspiration and sincere pleasure welcome President Serdar Berdimuhamedov.

Bright colours of the festive atmosphere which prevails there are enhanced by performances of workers of culture and art.

Addressing numerous participants of the celebration, President Serdar Berdimuhamedov underlined that the opening of the second turn of the Lebap  cement factory located in Koytendag etrap, passes in the days of the year “The fount of wisdom of Magtymguly Fragi” marked by great success.  

- Today under solemn conditions modern apartment houses constructed in the city of Turkmenabat will be commissioned into operation. As a gift to residents of Lebap velayat, about 200 new modern passenger buses for rendering high-quality services to the population will be also transferred, - the head of the state said, having warmly congratulated all the present with these joyful events.

Arkadagly Hero Serdar with pride stated that the great and large scale activities aimed at rise of economic potential of our fatherland and further improvement of well-being of population are successfully realised.

The grandiose construction activities carried out in our sovereign state, are aimed at maintenance of peaceful and happy life of our people. In all regions of the country modern social projects, powerful industrial enterprises, new villages and cities are built. The first stage of the city of Arkadag - the first "smart" city in our country was opened.

As was underlined, buildings put in operation and objects urged to promote consecutive development of national economy, industrialisation of the country as well as harmonious transformation of regions.

At present, on the basis of the Revival of the New Epoch of the Powerful State: The National Program of Social and Economic Development of Turkmenistan in 2022-2052 and the Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028 as well as Program of social and economic development of the country in 2022-2028 a large scale work is carried out to develop branches of national economy, including industry and building manufacture.

The industry and building sector supply building sites and the population of the country with necessary high quality building materials, in particular, cement.

The Baherden, Balkan and Lebap cement works constructed and placed into operation in the country in days of independence, make on the basis of new innovative technologies high-quality production, completely meeting world standards.

Today, cement production under mark «Made in Turkmenistan» is in great demand not only on the internal, but also on world markets.

As was marked in speeches, a special significance is attached to effective development of the investments aimed at development of local building industry, rise of capacities of enterprises.

- The new industrial projects, which are equipped with innovative technologies and produce goods corresponding to the international standards on the basis of local raw materials and enjoy a high demand on the internal and external markets are under construction, - President Serdar Berdimuhamedov underlined, having pointed out that the opening of the modern enterprise today can also serve the best example for it.

The construction of the new project was carried out to the order of the Ministry of Industry and Construction Production by the economic society «Türkmen enjam», a member of the Union of Industrialists and Entrepreneurs of Turkmenistan.

At the enterprise the modern equipment from leading countries of the world that will allow to optimise production and to manufacture the production, enjoying a great demand, was installed, - the head of the state continued his speech.

The complex including 38 buildings and objects, is capable to make a year 1 million tons of high-quality cement production corresponding to the international standards, including sulphate-resistant cement. At realisation of the second turn of the Lebap cement works all industrial and living conditions for work and rest of about 250 workers were envisaged.

In his speech Arkadagly Hero Serdar with satisfaction stated that according to the accepted Programs consecutive dynamics of development of industries and construction manufacture are ensured.

So, in the year «The fount of wisdom of Magtymguly Fragi» in Baherden etrap of  Akhal velayat it is planned to put into operation one more new object - the second turn of the Baherden cement works equipped with modern innovative technologies which will also produce 1 million tons of high-quality cement a year.

- I am firmly convinced that industrialists of our independent neutral fatherland will further work self-denyingly for transformation of the country into a developed state, uninterrupted maintenance of building sites and the population with high-quality building materials, bringing their worthy contribution to the strengthening of potential of  national economy, - President Serdar Berdimuhamedov said in conclusion.

Once again sincerely having congratulated participants of the celebration, all workers of industry and building manufacture as well as the population of Lebap velayat with the commissioning of this important object as well as with the opening of modern apartment houses in the city of Turkmenabat and with new passenger buses, the head of the state wished all sound health, peaceful and happy life and great successes in their work.

Then, the floor was given to the representative of the company «Thyssenkrupp Polysius GmbH» - chief inspector of equipment installation Mate Resetar.

Warmly having congratulated the gathered with the significant event – commissioning of the second kiln line of Lebap cement works in Koytendag etrap, the speaker underlined that for him and his colleagues it was a great honour to take part in realisation of this hi-tech project.

- Together with our partners from Turkmenistan we worked much so that the factory would become an important part of industry of your country and I am glad to see today impressing results of our joint efforts, - Mate Resetar said.

As was underlined, the company «Thyssenkrupp Polysius GmbH», developing advanced technological solutions for the set tasks by means of  know-how and innovative technologies, expresses a great interest in establishment of long-term mutually beneficial cooperation with Turkmenistan and shows all-round readiness to bring its contribution to further successful development of Turkmen economy.

It was pointed out that the installed equipment and the engineering works executed by the company «Thyssenkrupp Polysius GmbH» within the civil-engineering design of the second turn of Lebap cement works, completely correspond to the international standards, namely: to industrial standards of Germany - DIN, to standards of cement industry, standards of IEC (the International electrotechnical commission) and standards of ISO.

In this connection, the representative of the company «Thyssenkrupp Polysius GmbH» handed the minister of industry and construction production of Turkmenistan the corresponding certificate.

Then, a specially prepared video film of the opening of the second phase of the Lebap cement works which took place in one of the wonderful and picturesque corners of the rich Turkmen land was shown to participants of the ceremony.

Constructed and placed into operation by the economic society «Türkmen enjam» in the neighbourhood with the first Lebap cement works, the industrial giant combines achievements of modern industrial manufacture.

At the new factory designed for release of 1 million of tons of cement a year, the advanced equipment corresponding to the international standards from leading world manufacturers was installed.

Maintenance of all-around automation of all production and creation of comfortable conditions for high-efficiency work of workers of the factory became the main criteria of realisation of the given project.

The special attention was given to ecological compatibility of manufacture and observance of all necessary norms for environment protection acts as one of the important and indispensable conditions at building of large industrial projects in Turkmenistan.

According to estimations, the quantity of harmful substances allocated in the course of manufacture is essentially less than admissible concentration. For collection and clearing of dust let out into the air powerful filters are used.

With the account of tasks on maximum involvement of available potential and effective utilisation of the richest pantries of minerals of the native land the factory was constructed in the region, which possesses large supplies of principal raw materials, necessary for manufacture and is located in immediate proximity from places of their extraction.

This defining factor will allow to provide trouble-free work of manufacture and to lower the cost price of the production, which differs with high durability and reliability.

For control over production and quality of production at the new factory the laboratory and quality department were created. Besides it, there will be a modern repair shop.

All it allows to be sure that the second turn of Lebap cement works will provide high-efficiency, economically profitable and ecologically safe manufacture of important building material without which any building of the country does not manage.

Upon completion of the official part of the ceremony, the President of Turkmenistan leaves the hall of conference and under solemn conditions, to the applause of the gathered cuts a symbolical ribbon. At this moment in the sky multi-coloured balloons fly up.

Then, the head of the state headed to the administration building.

On his way Arkadagly Hero Serdar examined the factory’s territory and heard the information on a functional purpose of the objects erected there.

The head of the state with interest also familiarised himself with the open air exhibition of various products manufactured by enterprises of local construction and industrial complex.

The President of the country examined the pavilion of the Department of Energy of Turkmenistan.

As known, energy industry plays an important role in successful fulfilment of goals, including those aimed at accelerated industrialisation of national economy. As a result of large scale transformations in all regions of the country up-to-date power stations were constructed, capacities of existing ones were repeatedly increased, new transmission lines were updated and laid.

Today under the leadership of President Serdar Berdimuhamedov effective measures on radical modernisation and strengthening of the material and technical basis of the branch, creation of new power supply systems in which the repeated stock of capacity with the account of dynamical development of the capital and velayats is put, are taken.

It is necessary to note that, realising large-scale projects of regional and international significance in the energy sector, Turkmenistan shows extremely a responsible approach to issues of preservation of the environment. For this reason, as the main installation active introduction of energy saving, non-polluting technologies acts.

So, with a view of reliable and uninterrupted maintenance with the electric power of erected modern villages and industrial complexes innovative projects of manufacture of electric power, in particular, with use of alternative regenerative sources - sun and wind are developed.

The great attention is also given to the local chemical industry, the strategy of development of which is aimed at maximum involvement of local resources and release of high-quality production, which is in great demand in the country and abroad.

So, "Türkmenhimiýa" State Concern presented various plastic pipes, urea, potassium, phosphorus, iodine, gasoline of mark ECО-93, salt and other production, let out by enterprises of the sector at the improvised exhibition.

large scale construction activities developed all over the country within realisation of complex social and economic programs are characteristic of the Era of  Revival of the New Epoch of the Powerful State, caused an increasing demand for qualitative building materials and accelerated development of their manufacture on the basis of local raw materials.

Today, domestic enterprises adjusted release of a wide assortment of import replacing and export oriented goods of international standards which enjoy a great demand on the internal and external markets.

The Ministry of Industry and Construction Production in turn showed cement, fixtures, bloating clay aggregate, gravel, china clay and others. 

According to requirements shown in Turkmenistan at erection and furnish of objects under construction exclusively high-quality materials are used. At their selection environmental conditions of our land, conformity to ecological norms, durability and convenience in application are necessarily considered.

It is remarkable that all constructions erected nowadays organically combine the best traditions of national architecture and modern features of world town-planning, testifying that the sector of local construction keeps up to date. It was visually illustrated with breadboard models shown by the Ministry of Construction and Architecture.

An increasing interest also evokes the objects, erection of which demands special technical solutions, application of the latest technologies, including autobahns, bridges, flyovers, underground passages and multilevel junctions of major highways.

As known, with a view of increase of efficiency of works conducted in this area and further perfection of the sphere of road building in February, 2022 the State Agency for Roads Construction Management, activity of which  was already marked by many diplomas, certificates and other awards, was created. The production of the sector took a worthy place at the exhibition and attested to a large scale work carried out in the entire country.

Thus, the presented exposition displayed how much the goals connected with modernisation of building-industrial branch, playing a defining role in the accelerated development of national economy are successfully and widely solved.

Within the adopted government programs, in particular, Revival of the New Epoch of the Powerful State: The National Program of Social and Economic Development of Turkmenistan in 2022-2052 and the Program of socio-economic development of the country in 2022-2028 as well as according the Plan of work and actions in main areas of activity of the Khalk Maslakhaty confirmed at the recent meeting of the Presidium of the Khalk Maslakhaty developed for implementation during the current year together with the Mejlis of the country, ministries, sectoral departments and public associations with a view of realisation of the «Program of social and economic development of Turkmenistan and investments in 2024» a large scale work is carried out on development of branches of national economy, new enterprises equipped with modern equipment are erected, capacity of the operating ones are increased.

Along with construction of new objects envisaged in these programs, a special significance is attached to realisation of the second turn of the "smart" city of Arkadag and "Ashgabat-city" at erection of objects of which will be widely used cement of high durability let out here as well as other high-quality building materials made in the country. Many of them were displayed today at the exhibition

Having entered into the office building, President Serdar Berdimuhamedov went up the second floor where the central point of production management takes place, all technological process is regulated from there.

Having expressed on behalf of all workers of the industry and construction industries a deep gratitude to the President of Turkmenistan as well as to National Leader of the Turkmen people Hero-Arkadag for constant attention to development of the branch and care of its workers, the specialist of the factory addressed the head of the state with the request to bless the commissioning of the second phase of the Lebap cement works.

There comes a culmination moment – by pressing the button of the control panel President Serdar Berdimuhamedov starts the work of a large industrial project.

By means of animation video, the technological process of start of complex manufacture is visually shown.

Leaving the building, the head of the state handed the director of the cement works keys to a new powerful special equipment on a platform built here, which will be involved in manufacture.

the second phase of the Lebap factory commissioned into operation will certainly, become a powerful contribution to development of domestic industrial-building complex of the country and give an additional stimulus for rise of rates of the building successfully conducted in the eastern region and in the country as a whole within the limits of large scale transformations, started by National Leader of the Turkmen people Gurbanguly Berdimuhamedov and nowadays successfully continued by Arkadagly Hero Serdar.

Upon completion of the festive event, the President of Turkmenistan warmly said goodbye to participants of the ceremony and left the place.

The same day the head of the state returned to Ashgabat.

Ещё раз благодарим Вас за принятие нашего приглашения участвовать в сегодняшнем заседании. Здесь мы видим уважаемых, мудрых и достойных представителей тюркских народов. Пользуясь случаем, хочу от всего сердца поздравить всех вас с началом священного месяца Ораза!

На последнем заседании Совета старейшин прозвучал ряд важных предложений, в том числе о проведении очередного, 15-го заседания Совета в Ашхабаде в 2024 году. Это предложение в Туркменистане было встречено с чувством воодушевления и высокой ответственности.

Хочу подчеркнуть, что Совет старейшин имеет очень важное значение. Совет способствует объединению тюркских народов вокруг нашего богатого исторического наследия, традиций, обычаев и нравственных устоев, сформировавшихся на протяжении веков. Совет старейшин является мудрым помощником и советчиком в работе Организации тюркских государств и их руководителей. Наш жизненный опыт, знания способствуют принятию на государственном уровне продуманных, дальновидных решений. Помогает правильно оценить различные вопросы внутренней и международной жизни. Совет оказывает неоценимую услугу в воспитании нашей молодёжи, избрании ею правильного пути.

Наша работа – один из нерушимых столпов единства, братства и взаимной поддержки тюркских народов, что особенно важно в нынешнее время. В целом надеюсь, что Совет старейшин станет важной частью деятельности Организации тюркских государств в общественном, социально-гуманитарном и культурном направлениях. Он должен способствовать выполнению решений и договорённостей, достигнутых на государственном уровне.

Оказывая содействие международным гуманитарным отношениям Организации, Совет должен активно участвовать в народной дипломатии. В этой связи перед нами стоят большие задачи, и есть широкие возможности для совместной работы. Сегодня я хотел бы ещё раз отметить, что Туркменистан твёрдо нацелен на тесное сотрудничество в рамках Совета. Мы будем активно участвовать в планировании и организации мероприятий, содействовать дальнейшему повышению авторитета и значимости Совета старейшин.

Уважаемые участники заседания!

Как я уже отметил, единство и солидарность тюркских государств очень важны в нынешних непростых международных условиях. Укрепление братских отношений между нашими народами имеет особое, первостепенное значение. Эти концепции должны лежать в основе всех совместных проектов и инициатив.

Общая стратегия Организации тюркских государств, в том числе и по важным международным вопросам, должна быть решающей. Тесное и эффективное сотрудничество тюркских государств является важным условием их экономического роста, благосостояния и конкурентоспособности. Налаживая наши отношения на основе требований сегодняшнего дня, важно опираться на общий фундамент развития.

Руководствуясь многовековым позитивным опытом, мы поддерживаем историческую преемственность, что даёт свои результаты. В нынешних геополитических и экономических условиях необходимо восстановить функции и роль наших народов и государств. Осознавая это, Туркменистан руководствуется необходимостью сделать сотрудничество в рамках Организации тюркских государств последовательным и долгосрочным, уделить особое внимание перспективным направлениям.

Энергетика – одно из этих направлений. Туркменистан считает необходимым создать эффективную, надёжную, самодостаточную модель сотрудничества в общих нестабильных условиях мировых энергетических рынков. Это обеспечит растущие энергетические потребности наших стран. Туркменистан, один из крупнейших производителей энергоресурсов, готов поставлять их в братские страны, увеличивать их объёмы. В настоящее время наша страна поставляет электроэнергию в Узбекистан и Кыргызстан. Есть также планы по реализации при участии этих стран крупных проектов по отправке туркменского природного газа по восточному направлению.

У нас также есть хорошие возможности для экспорта туркменского природного газа и электроэнергии в Казахстан, Азербайджан и Турцию. Мы готовы и дальше оказывать помощь братским странам в обеспечении энергетической безопасности. В будущем можно будет создать постоянно действующую комплексную систему передачи энергии. В этом случае тюркские государства смогут в полной мере воспользоваться преимуществами географической близости, ресурсного потенциала и средств поставки.

В сотрудничестве тюркских государств приоритетное место отведено транспортной сфере. Мы должны приступить к созданию единой транспортной стратегии. Консолидация усилий позволит нам достичь договорённостей с нашими международными партнёрами и крупными инвесторами в этой сфере. В этом контексте хотел бы подчеркнуть, что стратегия Туркменистана по восстановлению Великого Шёлкового пути имеет очень важное значение. В данном направлении основная роль принадлежит тюркским государствам.

«Тюркский пояс» много веков назад оказал значительное позитивное влияние на прогресс человечества. Он географически связал развитие восточной и западной культур, став местом широкого обмена знаниями и достижениями в различных областях. Эти процессы, продолжавшиеся сотни лет, затронули десятки народов и государств, историческая судьба которых во многом определялась соседством с тюркским миром.

На мой взгляд, сейчас следует говорить о переосмыслении и адаптации к этой великой исторической миссии тюркских народов. Посредством этого необходимо создать новую структуру сотрудничества на Евразийском пространстве. Определив его основные направления в политике, экономике, торговле, культуре, мировоззрении, необходимо придать этой работе характер устойчивости и последовательности.

Уважаемые старейшины!

Гуманизм является приоритетным аспектом нашей работы в Совете. Наши народы отличаются общностью языка, культуры и исторических корней. Мы никогда не откажемся от своих корней, которые в крови и генах наших народов, от верности семейным узам, уважения к родителям и старшим. Мы не изменим приверженности принципам почитания традиций и обычаев, патриотизма, долга.

Сегодня, наряду со значимостью укрепления дружбы и взаимопонимания между тюркскими народами, также важно передать молодым поколениям наш опыт, тысячелетнее духовное наследие. Нужно воспитать в молодёжи любовь к своему прошлому, подготовить её к достижению успехов на благо человека, Родины. Я вижу в этом одну из главных функций работы Совета, его роль в поддержке государственных усилий в данной области.

Как известно, в текущем году в Туркменистане и за рубежом отмечается 300-летие со дня рождения нашего великого мыслителя и поэта Махтумкули Фраги. Эта дата будет также широко отмечаться в тюркских государствах, что, безусловно, закономерно. Ведь Махтумкули – гордость не только туркменского народа. Он – гордость всего тюркского мира, образец благородства, мужества, честности, открытости и отваги, присущих нашим народам. Восхваляя именно эти качества, Махтумкули мечтал о величии и процветании наших народов. Сегодня мы вместе идём по определённому им пути.

Дорогие старейшины!

В ходе заседания мы обменялись мнениями по совершенствованию деятельности Совета старейшин, повышению эффективности работы Организации тюркских государств и активизации сотрудничества между нашими братскими странами, озвучили множество новаторских взглядов и конкретных инициатив.

В частности, учитывая сложные тенденции развития современного общества, важной частью международного сотрудничества является пропаганда среди тюркских народов высокой нравственности, гуманности, справедливости, порядочности и уважения, а также воспитание достойного молодого поколения.

Дорогие друзья!

Сегодня мы собрались здесь, чтобы обсудить задачи, которые позволят братским тюркским народам идти по пути процветания и благополучия.

Я твёрдо верю, что рекомендации и принятые соответствующие решения в ходе заседания Совета старейшин непременно послужат дальнейшему сближению наших народов и выработке вектора развития Организации тюркских государств.

Пользуясь случаем, желаю всем вам крепкого здоровья, благополучной и счастливой жизни, успехов в осуществляемой благородной работе.

Today, the 15th meeting of the Council of Elders of the Organization of Turkic States (OTS) was held in the capital under the chairmanship of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan, member of the Council of Elders of the OTS Gurbanguly Berdimuhamedov.

As known, since 2021 our country has the status of an observer in OTS. The organization of the regular meeting of the Council of Elders, which is an advisory body of the Organization of Turkic States, in Ashgabat, testifies to an active position of Turkmenistan in issues of development of multiplane constructive cooperation in the OTS format. Turkmen people share commonalities, which have been developed by centuries of historical roots, cultural and spiritual traditions, which find their new view in the present period with peoples of countries-participants of the given Organization.

Before the beginning of the meeting, Hero-Arkadag warmly welcomed heads of delegations of friendly states.

After the ceremony of official joint photographing the 15th meeting of the Council of Elders of the Organization of Turkic States was held. 

In the beginning of the meeting, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov greeted Chairman of the Council of Elders of OTS, Secretary General of the Organization and all gathered with the words “Welcome to independent neutral Turkmenistan in the year “The fount of wisdom of Magtymguly Fragi”!

Hero-Arkadag also congratulated participants of the meeting on the upcoming sacred Oraza month.

- I pray Almighty sound health, well-being for you and successes in your important work, - Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov said.

Taking an opportunity, the National Leader of the Turkmen people thanked the gathered for their support to the proposal of Turkmenistan to hold the next 15th meeting of the Council of Elders of the Organization of the Turkic states in Ashgabat and for their visit to our country and participation in the present meeting.

As known, Hero-Arkadag Gurbanguly Berdimuhamedov continued his speech, at  previous meetings of the Council of Elders a number of important proposals on development and strengthening of versatile cooperation within the OTS, which bore a guiding and recommendatory character, were made at meetings of heads of states of the Organization,.

Having expressed confidence that today’s meeting will serve further increase of efficiency of relations between Turkic states in political-diplomatic, trade and economic and cultural-humanitarian spheres, the National Leader of the Turkmen people noted that it will be useful to discuss the issues connected with enrichment of existing partnership on a wide spectrum, and to express opinions and views in this respect.

Announcing the 15th meeting of the Council of Elders of the Organization of Turkic States open, Hero-Arkadag first gave the floor to Chairman of the Council of Elders of OTS Binali Yildirim.

Having warmly greeted National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov, Secretary General of the Organization of Turkic States and all the gathered, the head of the advisory body OTS underlined that he is very glad to be in Ashgabat these days. At that, he marked that the meeting of the Council of Elders of the Organization is held for the first time in the state, which bears the status of OTS observer.

It was underlined that close cooperation between member countries and OTS observers brings a powerful contribution to activity of the Organization of Turkic states. In this connection, he expressed his sincere gratitude to Hero-Arkadag for the invitation and warm hospitality.

As was pointed out, work of the Council of Elders was highly appreciated at the top-level that it found reflexion in the Astana Declaration adopted following the results of the 10th Summit of OTS, which took place in the capital of Kazakhstan in November, 2023. It visually testifies to transformation of the Council into an actively operating structure.

It was underlined that presence of huge general potential, brotherly solidarity and support, effective multiplane cooperation allow our countries to reach positive results in sustainable development. The well-being and stability in Turkic states substantially promote well-being and stability in the region. For these purposes it is necessary to make active joint efforts for further promotion of mutually advantageous partnership.

In this connection, the Chairman of the Council of Elders of OTS emphasised a number of aspects important for successful advancement of interstate cooperation. Here, the priority attention is given to interaction in spheres of economy and trade, transport, energy, investments and other perspective areas. The issue of regular participation of members of the Council of Elders in OTS Summits was also  mentioned.

At the end of his speech, the guest once again expressed gratitude to Hero-Arkadag Gurbanguly Berdimuhamedov and President Serdar Berdimuhamedov for high organizational level of the meeting and accorded hearty welcome.

Having thanked the Chairman of the Council of Elders of OTs for kind words and deeply substantial speech, the National Leader of the Turkmen people gave the floor to Secretary General of the Organization of Turkic States Kubanychbek Omuraliev.

Having expressed to Hero-Arkadag Gurbanguly Berdimuhamedov his sincere gratitude for a high level of hospitality rendered on the Turkmen land, OTS Secretary General, addressing participants of the meeting, wished all the best in the Oraza month.

In his speech, Mr. Kubanychbek Omuraliev noted importance of results of OTS Summit that took place in Astana in November 2023 for further development of cooperation of Turkic states. At that, the strengthening of interaction and solidarity of brotherly countries that is of great importance during the modern period when the region and the world face new challenges was stated.

It was underlined that concrete steps were realised and due measures for intensification of cooperation in economic, commercial and investment spheres, transport-communication and industrial sectors are taken to increase volumes of mutual goods turnover and maintenance of food safety.

The humanitarian area, where joint forums, including scientific conferences act as a significant aspect, makes up an integral component of interstate interaction.

Among priority vectors of partnership between Turkic countries – energy sphere. In this connection, topicality and demand of the proposal made by National Leader of the Turkmen people Gurbanguly Berdimuhamedov at the OTS Summit in Astana on expediency of preparation of the Road map on development of cooperation in this sphere by countries-participants of the Organization was marked.

OTS Secretary General also pointed out that celebrations on the occasion of the 300th birthday anniversary of the great Turkmen poet and thinker Magtymguly Fragi and declaration of Anau city as cultural capital of the Turkic world in the current year will take place. Having congratulated Turkmenistan on these significant events, Mr. Kubanychbek Omuraliev confirmed readiness to give from the side of OTS an al-round support to hold festive events.

Having concluded his speech, the Secretary General of the Organization of Turkic States thanked members of the Council of Elders for the recommendations and noted that the OTS Secretariat will send them to corresponding bodies of countries-participants.

Having thanked the Secretary General of the Organization of Turkic States for his detailed, substantive speech, Hero-Arkadag gave the floor to the member of the Council of Elders of OTS from the Republic of Kazakhstan Ikram Adyrbekov.

Having expressed to National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov deep gratitude for the hospitality and a high organizational level of the meeting, the guest marked that the structure of the Kazakhstan delegation included famous and honoured aksakals who have brought and bring a powerful contribution to formation and development of independent Kazakhstan. In this connection, he expressed confidence that the idea stated by Hero-Arkadag of mutual visits of elders will become a noble tradition. It was also noted that the aksakals who are a part of the delegation, which arrived in Ashgabat, freely command the Turkmen language.

Having underlined a trustful character of the exchange of opinions concerning cooperation in the OTS format, including in humanitarian and ecological spheres, which took place yesterday, Ikram Adyrbekov separately developed upon the theme of Turkmen-Kazakhstan relations. As was marked, in Kazakhstan Hero-Arkadag is known as generally recognized leader of Turkmen people, one of the outstanding statesmen of the Turkic world. The Chairman of the Khalk Maslakhaty of Turkmenistan brings a huge contribution to development of brotherly interstate relations.

It was underlined that today the Turkmen-Kazakhstan dialogue has obtained  a character of strategic partnership where a defining role is played by top level visits and contacts. Our countries constantly render each other mutual support, including on the international scene. Presence of solid potential for cooperation in trade and economic, transport-transit spheres and in the agro-industrial complex was also stated. A great significance is attached to the strengthening of traditional interaction in the cultural-humanitarian area. In particular, it was pointed out that one of the central streets of Astana is named after great Turkmen poet Magtymguly, whose 300th birthday anniversary is widely celebrated in the current year.

At the end of his speech, Ikram Adyrbekov expressed confidence that good-neighbourhood interstate cooperation will be further extended and grow stronger steadily.

Having thanked the representative of Kazakhstan for his substantive speech, Hero-Arkadag gave the next floor to the member of the Council of Elders of the Organization of Turkic States from the Kirghiz Republic Metedkan Sherimkulov.

Having expressed his warm gratitude to National Leader of the Turkmen people Gurbanguly Berdimuhamedov for the initiative to hold the present meeting of the Council of elders of the OTS in Ashgabat, which is by right recognised as one of the most beautiful cities of the world and for its high organizational level, he also congratulated all on the significant date - the 300th birthday anniversary of outstanding Turkmen poet Magtymguly Fragi, whose creativity is highly appreciated by people of Turkic states.

Having underlined a friendly, good-neighbourhood character of Turkmen-Kirghiz relations of centuries-old history, Metedkan Sherimkulov expressed to Hero-Arkadag his deep gratitude for a weighty contribution to the strengthening of the traditional interstate dialogue, which is dynamically developed in all areas. Regular mutual visits and the summits, important agreements and signed documents reached on their results can attest to this fact clearly.

He also expressed confidence that the 15th meeting of the Council of Elders of the OTS in Ashgabat will serve consolidation of bonds of friendship between Turkic states and people and further expansion of bilateral and multilateral cooperation in its priority areas: political-diplomatic, trade and economic and cultural-humanitarian spheres.

Taking an opportunity, Metedkan Sherimkulov wished Hero-Arkadag, Honourable Elder Gurbanguly Berdimuhamedov and President of Turkmenistan Serdar Berdimuhamedov great successes in their large-scale noble activity.

Having thanked the representative of Kyrgyzstan for his detailed speech, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty gave the floor to member of the Council of Elders of the OTS from the Republic of Uzbekistan Sodikjon Turdiyev.

Having greeted Hero-Arkadag, Chairman of the Council of Elders of OTS, Secretary General of the Organization and participants of the meeting, the representative of Uzbekistan congratulated all on the upcoming blessed Oraza month as well as 300th birthday anniversary of the great poet and thinker of the East Magtymguly Fragi marked in the current year.

The guest underlined that interstate relations, based upon commonality of historical and cultural roots, successfully develop in all areas. Visible symbols of indestructibility of bonds of friendship and good neighbourhood, connecting two fraternal people, is wonderful parks "Ashgabat" and "Tashkent", located in capitals of both countries.

As to activity of the Organization of Turkic States, then, as was marked, first of all, it advances ideas of maintenance of peace in the region, development of trade and economic cooperation and economic integration. In the centre of attention of OTS – important issues, concerning ecology, humanitarian sphere, including science, education and culture, harmonious education of the younger generation as well as such areas as energy, transport, investments, maintenance of food safety.

So, at the OTS Summit, which took place in the past year in Astana, a number of proposals and the initiatives aimed at further promotion of multilateral and long-term relations within the Organization were sounded. In the given context, the opinion that the main task of elders consists in effective support of these initiatives covering priority vectors of cooperation, was expressed.

In his speech, the member of the Council of Elders of OTS from the Republic of Uzbekistan also touched upon the topic of education and training of the younger generation and pointed out importance of stimulation and encouragement of the talented youth aspiring to innovations. At the same time, significance of preservation and wide popularisation of rich cultural heritage of Turkic people, including folklore where wise admonishments of ancestors are concentrated and immortal high spiritually-moral values are reflected, were underlined.

Having thanked the representative of Uzbekistan for his substantive speech, Hero-Arkadag gave the floor to the next speaker, member of the Council of Elders from Hungary Attila Tilki.

The guest expressed to National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov his sincere gratitude for the invitation to visit Ashgabat and to take part in the present meeting.

As was marked, economic cooperation with Turkic states is positively reflected in the Hungarian economy. Interaction of Hungary and OTS is an example of constructive partnership based on principles of equality and mutual respect.

It was underlined that the OTS countries have a solid potential for cooperation in various spheres. Relations in the education sphere was also mentioned as one of the important areas. It was noted that the youth of OTS member states displays a great interest in it. In the given context, it was underlined that on the basis of corresponding bilateral documents Turkmen-Hungarian cooperation in the education sphere becomes stronger. There are possibilities for mutual relations in other actual areas, including in the field of water management as well.

Having noted a big prospect of cooperation within the OTS, Attila Tilki underlined that in the light of modern realities significance of reliable, mutually respectful partnership increases.

Having thanked the representative of Hungary for his substantive speech, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov expressed all his gratitude for the exchange of opinions and concrete constructive proposals.

Then, Hero-Arkadag addressed the gathered with speech and outlined opinions and proposals of Turkmenistan as the country hosting the 15th meeting of the Council of Elders of the Organization of Turkic States.

Having again expressed all his gratitude for accepting the invitation to participate in today's meeting, the Chairman of the Khalk Maslakhaty of Turkmenistan underlined that here, we see honoured, wise and worthy representatives of Turkic people. Taking an opportunity, Hero-Arkadag once again warmly congratulated the gathered with the start of sacred Oraza month.

As the National Leader of the Turkmen people pointed out further, at the last meeting of the Council of Elders a number of important proposals, including the one to hold the next 15th meeting of the Council of Elders in Ashgabat in 2024, which was welcomed with great enthusiasm and high responsibility, sounded.

Speaking of it, Hero-Arkadag underlined a great importance of the Council of Elders, which helps to unite Turkic people round the general rich historical heritage, traditions and customs, moral principles generated throughout centuries.

The Council of Elders is a wise assistant and adviser in activity of the Organization of Turkic States and their heads. Our life experience and knowledge promotes adoption of well-thought, far-sighted decisions at state level and to make proper estimation of various issues of internal and international life. The Council renders invaluable service in education of the youth and choice of right way for it.

- Our work - one of the indestructible pillars of unity, brotherhood and mutual support of Turkic people that is especially important at the present time, - the Chairman of the Khalk Maslakhaty added and expressed hope that the Council of Elders will become an important part of OTS activity in public, social-humanitarian and cultural areas and will promote fulfilment of decisions and agreements reached at state level.

Facilitating the international humanitarian relations of the Organization, the Council should participate in national diplomacy actively. In this connection, there are big problems that we face and there are many opportunities for teamwork, Hero-Arkadag Gurbanguly Berdimuhamedov said, having confirmed an invariable goal of Turkmenistan for close cooperation within this structure. We will actively participate in planning and organisation of actions to promote further increase of authority and importance of the Council of Elders, the National Leader of the Turkmen people said.

Having again pointed out that the unity and solidarity of Turkic states are very important in present uneasy international conditions, the Chairman of the Khalk Maslakhaty underlined that the strengthening of brotherly relations between our people has a special and paramount significance. These concepts should underlie all joint projects and initiatives.

In the given context, the main role of general strategy of OTS, including on priority international issues was marked. Close and effective cooperation of Turkic states is a significant condition of their economic growth, well-being and competitiveness. Adjusting our relations on the basis of requirements of today, one should be relied upon a general base of development, the National Leader of the Turkmen people underlined.

Guided by centuries-old positive experience, we support historical continuity that yields the results. Under the present geopolitical and economic conditions, it is necessary to restore functions and role of our people and states, Hero-Arkadag noted.

Realising it, Turkmenistan is guided by necessity to make cooperation within the Organization of Turkic States consecutive and long-term, giving particular attention to perspective areas.

One of them – energy. Our country considers necessary to create effective, reliable, self-sufficient model of partnership in the general unstable conditions of the world energy markets. It will meet a growing energy demand of our states.

Turkmenistan, which is one of the largest producers of energy resources, is ready to deliver them to the brotherly countries, to increase volumes of it deliver, the National Leader of the Turkmen people noted. At present, our country exports electric power to Uzbekistan and Kyrgyzstan. Besides, there are plans on realisation of large-scale projects to export Turkmen natural gas in the direction of the East with assistance of these states.

- We also have good possibilities for export of Turkmen natural gas and electric power to Kazakhstan, Azerbaijan and Turkey. We are ready to assist further brotherly countries in maintenance of energy security, - Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov underlined further. 

In future, it will be possible to create a constantly operating complex system of transmission of energy. In this case, Turkic states can take advantage to the full of geographical affinity, resource potential and delivery means.

Along with it, in cooperation of our countries a priority place is given to the transport sphere. In the given aspect, Hero-Arkadag marked expediency to start formation of uniform transport strategy. Consolidation of efforts will allow reach agreements with international partners and large investors in the given sphere.

In this context, the National Leader of the Turkmen people underlined significance of the strategy of Turkmenistan on restoration of the Great Silk road. In the given direction, a dominant role belongs to Turkic states.

“The Turkic belt” made a significance positive impact on the progress humanity many centuries back. It geographically connected development of cultures of the East and West, becoming a place of wide exchange of knowledge and achievements in various areas. These processes proceeding hundreds of years, touched tens of peoples and states, the historical fate of which was in many respects defined by neighbourhood with the Turkic world.

Having expressed opinion on reconsideration and adaptation to this great historical mission of the Turkic people, Hero-Arkadag Gurbanguly Berdimuhamedov expressed necessity of creation of new structure of cooperation on the Eurasian space. Having defined its basic areas in the policy, economy, trade, culture and world outlook, it is necessary to give to the given work a steady and consecutive character.

As the Chairman of the Khalk Maslakhaty of Turkmenistan noted further, priority aspect of teamwork in the Council is humanism. Our people differ with commonality of language, culture and historical roots. We will never refuse from our roots, which in blood and genes of our people, from fidelity to family bonds, respect for parents and seniors. We will not change adherence to principles of honouring traditions and customs, patriotism, duty, Hero-Arkadag underlined.

Today, along with the importance of strengthening of friendship and mutual understanding between the Turkic people, it is also important to pass our experience, a thousand-year spiritual heritage on to younger generations. It is necessary to cultivate love for the past in the youth and to train it for achievement of successes for humanity and their native land. I see in it one of the main functions of work of the Council, its role to support state efforts in the given field, the National Leader of the Turkmen people said.

As known, in the current year, Turkmenistan will mark the 300th birthday anniversary of our great thinker and poet Magtymguly Fragi both in the county and abroad. This date will be also widely marked in the Turkic states and it is certainly, natural. Indeed, Magtymguly is a pride of not only Turkmen people. It is a pride of all Turkic world, a sample of nobleness, courage, honesty, openness and bravery, inherent in our people. Eulogising these qualities, Magtymguly dreamt of greatness and prosperity of our people. Today, we together follow the way that he had defined, Hero-Arkadag underlined.

Addressing the gathered, the National Leader of the Turkmen people pointed out that during the meeting, exchange of opinions on perfection of activity of the Council of Elders, increase of overall activity of the Organization of Turkic States and intensification of cooperation between our brotherly countries took place. A number of innovative views and concrete initiatives were mentioned.

In particular, considering difficult tendencies of development of modern society, an important part of international interaction is propagation of high morals, humanism, justice, decency and respect, as well as education of the worthy younger generation among the Turkic people.

Today, we have gathered here to discuss problems, which will allow the brotherly Turkic people to follow the way of prosperity and well-being. At that, the Chairman of the Khalk Maslakhaty expressed firm confidence that recommendations and corresponding decisions adopted during the present meeting, will by all means serve further rapprochement of our people and development of a vector of growth of the Organization of Turkic States.

Taking an opportunity, Hero-Arkadag wished all sound health, well-being and successes in their noble work.

By this, National Leader of the Turkmen people Gurbanguly Berdimuhamedov announced the 15th meeting of the Council of Elders of the Organization of Turkic States closed.

Following the results of the meeting, the corresponding Communique was adopted.

Thus, the 15th meeting of the Council of Elders of OTS, which took place in Ashgabat at the initiative of the Turkmen party, became an effective contribution to the further strengthening and development of traditionally friendly interstate relations and fruitful multilateral cooperation that meets goals of general well-being and progress.
